On 24.07.2013 myself met
with Hon’ble Chief Postmaster General Maharashtra Circle to discuss the issue
related to abrupt transfer of Shri I. N. Naikwadi, ASP, Ichalkaranji Sub Divison
( Kolhapur Division-Goa). I was accompanied by Shri Vilas Ingale General
Secretary, Shri M. S. Ahirrao Circle President and Shri M. B. Dapse Circle Vice
President.
From Administration side
Col. K.C. Mishra VSM Chief Postmaster General Maharashtra Circle, Shri
S.B.Vyavahare APMG (PSR) and Shri S. B. Hoshing ADPS (Technology) were present.
Hon’ble CPMG apprised
about his visit of Narsobawadi (T/S) Post Office and the circumstances compelled
him to take such action was also explained in detailed. Shri S. B. Hoshing ADPS
(Technology) who was accompanied to CPMG during his visit also described irregularities
noticed with facts and figures during their visit. The details of
irregularities noticed by them and put forth before us are as under:
1) Signature scanning work
of three accounts was not done.
2) Delivery status of RLs
were not updated
3) Four undelivered
accountable articles kept in the deposit were found without remarks from
delivery staff & these articles are not kept at one place duly tied.
4) Sufficient stock (As
per Consolidated Memo of authorised Balances) of Postage Stamps, Revenue stamps
and stationary items were not supplied to Branch Offices.
5) Mis-management of Old
Record.
6) Non achievement of
proportionate target by PO, as per the allotment.
7) Stock book of pass
books not provide for inspection and few PBs were found scattered at various
places.
Official side members
took active part in the discussion on each point and it was told that the SPM
is actually responsible for maintenance of above items and it was learnt that
he has given notice of voluntarily retirement from Govt. service,
hence SPM might have doing the work lethargically. Hon’ble CPMG immediately
replied that he has already asked to divisional head to transfer the said SPM
immediately. The duties and responsibilities of sub divisional head were also
discussed in length. The importance of holding the periodical meetings with sub
divisional heads and divisional heads were described by Hon’ble CPMG in length.
Association explained the work, conduct and achievements made by Shri I. N. Naikwadi
in field work with facts and figures. CPMG has appreciated the field work of
Shri Naikwadi. The members also
explained how IPs/ASPs are important in the organisation and their contribution
in achievements of the target at Circle level, CPMG fully agreed to that and
further told all the IPs/ASPs in the Circle are doing good work and they are
backbone of the India Post. Each and every point was discussed in depth and up
to the satisfaction of the Hon’ble CPMG and finally we requested CPMG Sir to
consider the case of I. N. Naikwadi and restore the transfer order, actually we
were expecting immediate restoration of transfer order but CPMG Sir has assured
to consider his transfer sympathetically at appropriate time. The meeting
concluded at 14.30 hrs.
