Amendment to CCS (Leave) Rules, 1972

The Department of Personnel and Training (DOPT) has amended the CCS (Leave) Rules vide Notification dated 29.03.2012. as per the new amendment, the Government Servants cannot be granted any kind of leave for a continuous period more than 5 years. It has been further laid down that any government servant if absent from duty for more than 5 years continuously with or without leave (other than on foreign service), they shall be deemed to have resigned from their post.

GSR…….(E) …. In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

I. (i) These rules may be called the Central Civil Services (Leave) (Amendment) Rules, 2012.
    (ii) They shall come into force on the date of theìr publication in the Official Gazette.

2. In the Central Civil Services (Leave) Rules, 1972, for rule 12, the following rule shall be substituted, namely:-

“12.(I) No Government Servant shall be granted leave of any kind for a continuous period exceeding five years.

(2) Unless the President, in view of the exceptional circumstances of the case, otherwise determines, a Government servant who remains absent from duty for a continuous period exceeding five years other than on foreign service, with or without leave, shall be deemed to have resigned from the Government service :

Provided that a reasonable opportunity to explain the reasons for such absence shall be given to that Government servant before provisions of sub-rule (2) are invoked”.

Interest rates on small savings revised w.e.f. 01/04/2012



The Finance Ministry (Budget Division) has issued an Office Memorandum O.M.No: 6-1/2011-NS.II (Pt) dated 26.03.2012 for revision of Interest Rates for various small saving schemes operated mainly through post offices and PPF.

Based on the recommendations of Shyamala Gopinath Committee for comprehensive review of National Small Savings Fund (NSSF), Government had earlier taken the decision that interest rates of various small savings shall be reviewed every financial year and revsions in the same to be notified before 1st of April of that year.

Accordingly the present revision in the interest rates of various small saving scheme has been made.  The following table provides the revision made:

Minutes of Bi-monthly meeting held with PMG, Goa Region, Panaji.


Bi-monthly meeting with PMG, Goa Region was held on 22/3/2012. S/Shri Sunil Mallapore, ASP, Panaji Sub Division and P. R. Kulkarni, ASP, RO Goa attended the meeting.

1. Filling up of vacant post Inspectors in Goa Region.
Reply : Whenever justified, officiating arrangments are made, hence item closed.

2. Grant of additional mileage allowance.
Reply : Union may take up the matter with CO.

3. Reimbursement of recharge coupons to all IPs / ASPs in the Region.
Reply : This item was closed in Four Monthly meeting held on 19/11/2009 with a reply that " As far as PLI is concerned, there is no justification for giving mobile recharge amount as the officials are getting attractive incentive. Moreover this work is to be done beyond office hours".  Union quoted that reimbursement @ 300/- is being given by PMG (MM) Mumbai. This office will take up the matter with CO for clarification.

3. 18th Staff Adalalt for the Staff of Maharashtra Circle is scheduled to be held at Mumbai on 19/06/2012 at 11.00 A.M. Representations of the staff may reach to CO, Mumbai on or before 10/05/2012.

4. Mail Overseers are now entitled for incentive as per other Departmental Officials.

Central Government Staff to Get 7% Dearness Allowance Hike.


    Giving relief to its employees and pensioners from Inflation, the Centre on Friday, 23rd March 2012, announced a seven percentage point increase in Dearness Allowance which will cost the exchequer an additional Rs 7,500 Crore.

     The new DA of 65% of basic pay against 58% earlier will be applicable retrospectively from 01 January 2012. The decision was taken by the Union Cabinet. It will benefit about 50 Lakh employees and 30 Lakh pensioners. 

Bank Cheques' Validity Reduced


Cheques valid for 3 months from April 1

Bankers' cheques and other monetary instruments will have only a three-month validity beginning April 1, 2012, instead of the existing six months, a Reserve Bank of India (RBI) communique has said.

The change is a consequence of an RBI notification on November 4, 2011.

Cheques, drafts and pay orders will have a validity for three months from the date they've been drawn. Those having cheques and other monetary instruments with six-month validity before April 1 will have to remit them before this date, when the expiry of the validity will be reduced to three months.

After April 1, these instruments will be valid subject to their adherence to the new 3-month rule.

GS visited Postal Directorate on 22/03/2012.


Today, I along with Shri Ajit Kumar, ASP (PMU) met with the various DDGs and other concerned officers in the Postal Directorate. The following issues were discussed with them. The present status in respect of the issues is furnished below for the information of all CHQ Office Bearers, Circle Secretaries and members.
 
1. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.
 
File is still under process in the Postal Directorate in a positive manner and the same is likely to be sent to the MOF shortly.

 2. Holding of supplementary DPC for promotion to PS Gr. B for the year 2011.
 
ACRs of few officers are required and result of supplementary DPC is likely to be completed within a couple of months.
 
3. Holding of DPC to PS Gr. B for the year 2012.
 
ACRs are yet to be called for from Circles. This will be done after issue of result of supplementary DPC to PS Gr. B for the year 2011.
 
4. Holding of DPC for the promotion to JTS, Group A.
 
The required information has already been provided to UPSC.
 
5. Declaration of result of IP examination 2011.
 
File is still with the Secretary (Posts) for decision in respect of PM Grade-I officials. After clearance of the file, result will be announced shortly.

                Reminders in other pending issues were given to the Postal Directorate. Gist of these letters will also be published in CHQ blog shortly.

Booking of Money Orders and handling of complaints thereof.

Enquiries are conducted in all cases of complaints and action is taken depending on the nature of the shortcomings/faults.
During the last three years 172 officials were found guilty for which punishment has been imposed as per rules.
To upgrade the money order delivery system and to ensure timely delivery of money order, the department has introduced Electronic Money Order across the country.
This information was given in Lok Sabha today by Shri Sachin Pilot, the Minister of State, Communication and Information Technology in response to a question.

Expansion of Postal Services.

          The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities , as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.
The proposed financial allocation for the XII Five Year Plan, in this regard is Rs. 12,000 crore.
As for setting up of Speed Post Centres, the erstwhile Centres have been reconstructed in the form of Speed Post Sorting Hubs for operational purposes. Sorting hubs have been set up taking into account the following factors:-
(i) Speed Post Mail handled by a city/town
(ii) Connectivity of city/town in terms of air, rail and road.
(iii) Distance of a city proposed for sorting hub from post offices and other hubs; and
(iv) Mail generations potential of the city/town under consideration.
No new Speed Post Sorting Hubs are proposed for opening in the next two years.
The total number of complaints received for speed post articles in 2011 are 1,48,381 out of which 67,420 were for late delivery and 80,961 for non-delivery. A mechanism has been set up in the Department of Posts for prompt disposal of complaints through Customer Care Centre in all Postal Divisions. Instructions are issued to Divisions for cent-percent handling and settlement of web-based complaints. While specific instances are resolved individually, system defects that come to notice are rectified to avoid recurrence of such instances.

PAYMENT OF SPEED POST DELIVERY INCENTIVE BILLS TO BE MADE BEFORE 31st MARCH, 2012

2. It has been brought to the notice of this office that there is huge Pendency in the payment of Speed Post Delivery incentive bills pertaining to Postmen in Circles. In this regard, a kind reference is invited to BD&M Directorate letter No. 57-01/2005-BDD dated 17.06.2005 wherein clear instructions/clarifications have been reiterated to effect payment of incentive to delivery staff.
3. In view of the above, it is requested that immediate action may be taken to effect all the payments of speed post delivery incentive bills pertaining to postmen before 31st March, 2012 after following existing instructions strictly.
4. A compliance report in this regard is expected on or before 15.04.2012.

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.
The funds concerned are:—

3. The All India Services Provident Fund.

Central Government ready to implement Performance Related Incentive Scheme (PRIS) to its employees...

 
The Central Government has finally decided to implement the Performance Related Incentive Scheme (PRIS) recommended by the Sixth Pay Commission for all Central government employees. 

Minister of State for Personnel V.Narayanasamy told in Rajya Sabha with a written reply, the recommendation has been accepted by the Government, Guidelines are being worked out through inter-departmental consultation.

 

The Central Government has declared to reduce the rate of interest on EPF



The Central Government has declared to reduce the rate of interest on deposits in the Employees Provident Fund to 8.25 per cent for 2011-12. This is the first time to reduce the single largest rate cut in over a decade.

New Delhi, Mar 15,2012 (PIB): The Central Government employees are concerned, Government in public interest may retire any Government Servant after he has attained the age of 50/55 years or after completion of 30 years service by giving him notice of not less than three months in writing or three months pay and allowances in lieu of such notice.
This was stated by the Minister of State for Ministry of Personnel, Public Grievances and Pensions and the Minister of State in the Prime Minister’s Office, Shri V. Narayanasamy in a written reply in Rajya Sabha today.

CENTRAL GOVERNMENT CONTEMPLATES TO INTRODUCE NEW HEALTH INSURANCE SCHEME...
Central Government contemplates to introduce new Health Insurance Scheme for the serving employees and pensioners in non CGHS areas...
The Central Government has once again declared, the New Health Insurance Scheme for Central Government employees and Pensioners is on consideration to extend on non CGHS cities.
Now, the serving Central Government employees in non CGHS places are provided medical facilities under CS(MA) Rules, 1944. Pensioners are not covered under these Rules. They are getting very little amount of Rs.300 per month as Fixed Medical Allowance in lieu of medical facility. Whereas the pensioners residing in non CGHS areas have the option to become a CGHS member in any CGHS covered city of their choice to avail the medical facilities under the scheme.

Tax exemption limit raised to Rs 2 lakh.

The Finance Minister Pranab Mukherjee announced raising the tax exemption limit from the curent level of Rs 1.8 lakh to Rs 2 lakh. For income upto Rs 2 lakh, the tax deduction will now be nill. For those with an income between Rs 2-5 lakh the tax deduction would be 10%. For income between Rs 5-10 lakh the tax bracket will be 20%. Income above Rs 10 lakh will now come under the 30% tax bracket.

The Finance Minister also announced the introduction of DTC tax rates. Corporate tax rates were left unchanged. Savings accounts will now get Rs 10,000 tax deduction for interest earned.

The Parliamentary standing committee on finance had recommended an increase in basic tax exemption limit to Rs 3 lakh and another Rs 3.20 lakh rebate for eligible investments and spending in its report on the direct taxes code, or DTC. The Direct Taxes Code Bill had proposed the basic exemption limit of Rs 2 lakh.

Tendulkar scores 100th international century


India's Sachin Tendulkar on Friday (16/3/2012) became the first batsman in history to score 100 International Centuries, adding another milestone in his record-breaking career.

Tendulkar, who turns 39 next month, achieved the feat as he recorded his 49th one-day century in the Asia Cup match against Bangladesh at the Sher-e-Bangla stadium in Dhaka.

The Mumbai batsman, who has compiled more Test and one-day runs than anyone in history, also has 51 Test hundreds to his credit.

Proposed new postal security standards for International Mail

The UPU’s official bodies, the Council of Administration and the Postal Operations Council, last week endorsed a proposed resolution on minimum security standards for international mail.

The proposal will be put forth for formal adoption by UPU member countries at the 25th Universal Postal Union Congress in Doha, Qatar, in September/October 2012.

120-day advance rail reservation from 10.03.2012


You can book your rail ticket 120 days in advance from Saturday i.e.10.03.2012. The Ministry of Railways has decided to increase the reservation period for train tickets from the existing 90 days to 120.

On Saturday, reservation opened for all trains starting from July 8. It is expected that the four-month advance reservation period will help the commuters who travel during festivals or summer vacation period. To ensure transparency in the Tatkal booking period, recently the railway has reduced the Tatkal booking period from 48 hours to 24 hours to prevent misuse of the facility.

V J Accamma, chief public relations officer of Southern Railway, said the new system would help travellers buy tickets without depending on travel agents. "Many people have been depending on travel agents and paying extra money for tickets for scheduled journeys like summer vacations. This new system will help them ensure they get the tickets without depending on any such agents," she added.

          The post of OSD, Circle Office is vacant from May 2010 onwards. The duties performed by OSD are important in nature i.e. dealing with disciplinary cases of Maharashtra Circle as well as appeal, petition cases and also welfare and sports.
          Due to non filling up of the post, the work was re-distributed among the APMG (Staff) and AD (OL) in addition to their own duties. In order to quick disposal of disciplinary cases as well as appeals, petitions etc. it is necessary to fill up the post of OSD on urgent basis. This post is normally filled by calling willingness among ASPs working in the Circle. So there will be promotional avenue from IP to ASP if this post is filled up.
          In view of the above, it is kindly requested to look into the matter and cause to fill up the vacant OSD post at the earliest.

Railway Minister Announces Introduction of New Trains and Other Services



The move Implements the Announcements made in the Railway Budget 2011-12 

The Minister of Railways, Shri Dinesh Trivedi today announced introduction of 26 new trains, extension of five existing trains, increase in frequency of two existing trains and introduction of new five sub-urban trains.  Most of these new services announced were part of the Railway Budget 2011-12.  The trains announced in the Railway Budget 2011-12 are implemented by the end of the financial year i.e. 31st March 2012.     With this announcement, 115 out of 132 new trains proposed for introduction during Railway Budget 2011-12 will get introduced, 19 out of 22 increase in frequency of trains proposed in Railway Budget 2011-12 will be effected and all the extension of trains proposed in Railway Budget 2011-12 will get implemented.  Efforts are being made to ensure introduction of other remaining services proposed in the Railway Budget 2011-12 by the stipulated date of 31st March, 2012.  Today’s announcement include three Duronto, one Shatabdi, one fully AC Express, three  Rajyarani Express, nine Mail and Express services, three MEMU services, three DEMU services and five EMU services.
In case of new trains, local public representatives as per laid down protocol will be invited by the concerned Zonal Railway/Divisional Railway for the formal flagging off in next 7 to 10 days. 
Extension and increase in frequency of the existing trains will be introduced with immediate effect, as operationally feasible.
