Release of Meghdoot 7.9.3 and Speednet 4.3 by CEPT Mysore.

CEPT Mysore has released  Meghdoot 7.9.3 and Speednet 4.3 on 19/10/2015,

The offices using these software can download it from the ftp site of CEPT.

.
On the ftp site, along with the software, checklist of activities to be performed is also made available by CEPT.


As such all Post Offices / CRC/ Parcel Hub / NSH / ICH / BNPL offices and all other processing hub / units should immediately update the same.


Two documents containing the major modifications done in the new software is as below for ready reference

Major modifications done in Meghdoot Update 7.9.3
 
1) Revised service tax rates applicable on PLI/RPLI premia collected from the insurant.  Similarly, provision for
 
accepting the PLI policies of J&K circle, where sales tax is applicable.
 
2) Introduction of new Barcode (Y - Series)  for COD Parcels and handling the COD parcels booked with  “Y” series
 
at Booking/transmission/delivery offices.  
 
3) After implementation of Y series Barcode for COD Parcels, the Central Server identifies the office to which the
 
COD parcel is consigned on the basis of information received from the HUB and automatically send the data to
 
that office though it is different than the original destination to which the article is booked.   Thus there will be
 
no need for delivery offices to request for data.  Receipt of data from HUB, thus plays critical role for effective
 
functioning of this facility.
 
4) Provision for transfer of a COD Parcel to any other Post office, before invoicing the article to Postman/Branch
 
Office.
 
5) When COD data is requested by a delivery office, if the Central Server cannot supply the data due to various
 
reasons, a message will appear in delivery office as to why the data is not being supplied by the Central Server.
 
6) Provision to perform BO Verification of COD parcels for any older date.  Now old BO Summary date can be
 
selected and BO Verification can be performed,  for COD Parcels delivered through Branch Post Offices.
 
7) Provision for booking of Orissa High Court articles. 
 
8) Implementation of new Barcode series for booking of Speed Post articles with prefix as ‘SU’ and for booking of
 
POD articles under Speed Post with prefix as ‘SP’ for delivery of Notices/summons of various high courts across
 
the country.
 
9) Discontinuation of EVP service.
 
10) Compulsory barcode scanning in respect of CR Number while performing RMFS transactions.
 
11) Provision for incorporating the mobile number of the sender while booking bulk articles in Despatch and BNPL
 
Parcel software.
 
12) Capturing additional 9 new fields of information for Project Arrow, so as to give more clarity on the delivery
 
efficiency being monitored through DET.
 
13) Provision for closing of bags to Office of Exchange directly from the CRC / Parcel Hub.
Major modifications done in SpeedNet Update 4.3
 
1) Changes in the process of selection of destination and tariff calculation.   In the revised
 
process, when destination PIN code is entered tariff is calculated.
 
2) Facility to capture Sender’s Mobile number and Addressee’s Mobile number in all
 
booking forms is provided.  
 
3) Removal of detailed data entry option for the articles provided by bulk customers like
 
Amazon, Myntra, Flipkart, etc who availed technical integration with CEPT servers. This
 
is to ensure that the key fields such as reference number provided in the electronic data
 
by the customer does not change while updating the shipment status to the customer.
 
4) Changes to the Excel format used for bulk upload of articles in Speednet.     Excel format
 
now includes provision for weight and COD Value fields.
 
5) Validations have been implemented to generate booking message in respect of articles
 
which have been dispatched. This ensures that at least a single scan happens for the
 
article. All articles booked have to be dispatched invariably, otherwise booking
 
messages are not generated.
 
6) Provision for closing of bags to Office of Exchange directly from the NSH / ICSH.    ICSH
 
can close bag directly to Office of Exchange, if Office of Exchange and ICSH fall under the
 
7) Facility to create the bag first and then include articles into the bag to help automation
 
in conveyor mode of sorting. (This facility will be enabled for identified offices only on
 
receipt of approval)
 
8) Menu structure is modified and simplified
 
9) Alert messages are generated if files pending for transmission for supervisor and
 
10) Barcode validation and tariff calculation for High Court related Summons and POD
 
articles included.
 
11) New report provided to view details of XML manifest files received & processed at the
 
offices identified for booking articles of customers who availed technical integration. ​
The Maharastra Circle Working Committee is to be held at Pune between 31.10.2015 to 01.11.2015, all the ACS and CWC Members are requested to attend the meeting with the following updated information. All members of the Association are requested to supply the updated information to the concerned ACS and CWC members.
    
1.  Non-payment incentive bills of IP/ASPs of PLI/RPLI.
2.  Non Supply of good quality of furniture to headquarter of sub divisional heads.
3.  Non Replacement of batteries of laptops provided to IP/ASPs.
4.  Non-payment of TA / Medical bills of IP/ASPs.
5.  Vacant post of Mail Overseers of Sub Divisions.

6.    Non-payment of IO/PO honorarium bills of IP/ASPs.

CAT Case : Upgradation of GP of Inspector Posts....updates!!!

It is reported by Shri Ajith Kuriaon Ex-CS Kerala Circle that our Grade Pay case disposed of by Hon'ble CAT Ernakulam Bench directing the Finance Ministry or else the 7CPC to examine the case and retify the anomaly. 


The copy of judgement is not received. Kerala circle is in touch with lawyer.  
 

Sad Demise

Sister of  Shri Jayant Daoo, ASP, Nagpur Regional Office, expired  today at Yavatmal. She was suffered from Cancer.

Funeral today at 1200hrs at Yavatmal.
 It is  a  shock to family of

Dopt issued an another fresh order regarding the verification of claims of candidates belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes for purpose of appointment to posts/services on 8.10.2015

G.I., Dept. of Per. & Trg., O.M.No.36011/1/2012-Estt.(Res.), dated 8.10.2015

Subject: Reiteration of the instructions on verification of claims of candidates belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes for purpose of appointment to posts/services.

The undersigned is directed to say that as per extant instructions where a candidate belonging to a Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Classes (OBC) is unable to produce a certificate from any of the prescribed authorities, he/she may be appointed provisionally on the basis of whatever prima-facie proof he/she is able to produce in support of his/her claim subject to his/her furnishing the prescribed certificate within a reasonable time. Instructions have been issued vide DoPT’s letter No.36022/1/2007-Estt.(Res.) dated 20.3.2007 to the Chief Secretaries of all States/UTs for streamlining the system of verification of caste certificates so that unscrupulous non-SC/ST/OBC persons are prevented from securing jobs meant for SCs/STs/OBCs by producing false certificates. Timely and effective verification of caste status is necessary so that the benefit of reservation and other scheme of concessions etc. go only to the justifyfiil claimants.

2. In this regard, attention is invited to the instructions contained in the following Office Memoranda/Orders issued by this Department from time to time. A copy each of the Office Memoranda is enclosed:-

(i) OM No. 36019/7/75-Estt. (SCT) dated 31.10.1975
(ii) OM No. 36011/16/80 — Estt. (SCT) dated 27.02.1981
(iii) OM No. 36011/3/2005-Estt. (Res.) dated 09.09.2005
(iv) OM No. 360 12/6/88-Estt.(SCT) dated 24.4.1990

3. Instances have been brought to the notice of this Department that despite the aforesaid instructions, the appointments of the candidates belonging to SC/ST/OBC communities are with-held/delayed due to pending caste certificates verification.

4. It is, therefore, reiterated that in the situation where a candidate belonging to a Scheduled Caste, Scheduled Tribe and Other Backward Classes is unable to produce a certificate from any of the prescribed authorities, he/she may be appointed provisionally on the basis of whatever prima-facie proof he/she is able to produce in support of his/her claim subject to his/her furnishing the prescribed certificate within a reasonable time and if there is genuine difficulty in his/her obtaining a certificate, the appointing authority should itself verify his/her claim through the District Magistrate concerned.

5. All Ministries/ Departments are requested to bring the contents of this 0.M. to the notice of all concerned.

Seventh Pay Commission Faces Pay Gap Problem


The previous pay commission showed a wide gap in pay between the top bureaucrats and the government employees at the bottom.

The first pay commission was recommended pay of the top bureaucrats 41 times higher than the government employees at the bottom. The top bureaucrats were given salary Rs 2,263 while the lowest earning employees got Rs 55.

Subsequent pay commissions reduced the ratio of pay between lowest earning employees and top bureaucrats from 1:41 in 1947 to about 1:12 in 2006. The minimum basic salary of central government employees is now Rs 7730 while maximum salary at the level of Secretary is Rs 80,000.

Accordingly, the Seventh Pay Commission will have to consider reduction in the disparity of pay ratio between its highest and lowest paid employees because it determines the socialism view of the government and the higher number of central government employees are in the minimum pay slabs.

The pay gap increases employee’s turnover and work-related illness, with all the associated economic consequences.

The bureaucrats with high pay are generally happier, healthier and a better place to live for almost everyone in them compare to the lower earning employees.

A pay gap is calculated as the ratio of the pay of the highest paid employee of an organisation to the pay of the average or lowest paid employee in that organisation.

Seventh Pay Commission can make recommendations on promoting pay fairness in the central government employees’ fraternity by tackling disparities between the lowest and the highest paid central government servants.

The Seventh Pay Commission, headed by Justice Ashok Kumar Mathur was appointed in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

As part of the exercise, the Seventh Pay Commission holds discussions with various stakeholders, including organisations, federations, and groups representing civil employees as well as defence services.

The Commission is ready with its recommendations on revising emoluments for nearly 50 lakh central government employees and 55 lakh pensioners, and will submit report to the Finance Minister till December 31.
