Respected Sir,
We solicit your kind reference to the discussions; the representatives of the Staff Side JCM had with you on 30th June 2016 in the wake of impending strike action that was to commence from 11th July 2016. Hon’ble Home Minister, Shri Rajnath Singh, your goodself, Hon’ble Minister for Railways, Shri Suresh Prabhakar Prabhu and Hon’ble MoSR, Shri Manoj Sinha, on having detailed deliberations with the Staff Side, had appreciated that, the Central Government employees were not generally happy with the decision taken by the Union Cabinet on 29th June 2016, while accepting the recommendations of the 7th CPC, particularly in the matter of Minimum Wage and Fitment Formula. After detailed discussions it was agreed by your goodself and other Hon’ble Ministers present in the meeting that, the government would address the grievances of the employees, whereupon the NJCA had decided to defer the “Indefinite Strike”. Accordingly, a committee was set-up to consider the demand of Revision of Minimum Wage and Fitment Formula with a mandate to finalize its report within four months.

We (Staff Side) interacted with the said committee, headed by Shri P.K. Das, Addl. Secretary(Expenditure), on 24.10.2016. It would be quite appropriate to bring to your kind notice that, we have felt, during the course of meeting, that, the proceedings of the committee are extremely disappointing and are left with the impression that, the committee is dilly-dallying the issue.

We are, therefore, left with no option, but to address this communication with the fervent hope that, your goodself will direct the said committee to interact with the Staff Side in a fruitful manner and arrive at a mutually agreeable proposal on the issues of Minimum Wage and Fitment Formula.

We have full trust and believe that, the government would honour the decision taken in the meeting held on 30.06.2016 in your benign presence, and suitable direction will be given to the committee to complete the assigned task within the stipulated timeframe in a satisfactory manner.

It would be the most unfortunate development, we regret to state, if we are constrained to tread the path of struggle once again in the event of the committee not coming up with a satisfactory settlement.

Post offices to go paperless in six months


ONGOLE, October 29, 2016 : In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.

Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.

The CSI also provided for IT-based mail operations with improved article tracking and technology-driven logistics network. Finance & Accounts as also Human Resources Management would be done online under CSI, he added.

“India Post is fully geared up to offer banking services from new fiscal,” he said, adding that the Reserve Bank of India had in principle agreed to inter-portability of its Automated Teller Machines (ATMs) with those of PSU banks. “Some ticklish issues like addressing the complaints of the customers of each other are being looked into,” he added.

Media Report : "Committee on allowance ready with report"


Government employees might have an exciting new year as the Committee on Allowances under the chairmanship Finance Secretary Ashok Lavasa is ready with its reports.


Media reports said that the committee is likely to submit the reports on revised allowance to Finance Minister Arun Jaitley very soon.

Quoting sources in the Finance Ministry, media reports said that the committee is waiting to be called by Jaitley for submission of its reports.

Interview For CEO & MD Of India Post Payment Bank On Nov 11

Banks Board Bureau (BBB) will conduct interviews on November 11 for CEO and MD of India Post Payment Bank that plans to begin operation from next year.

"BBB is scheduled to take interview on November 11," sources said.

The Postal Department has laid the criteria of minimum 15 years of experience in financial services and age between 40 - 55 years for prospective candidates.

Last year, India Post received in-principle approval from RBI and subsequently nod from the Cabinet for setting up the payment bank.



India Post's payments bank with 650 branches is expected to start functioning from September 2017. There are 1.54 lakh post offices, of which 1.39 lakh are rural ones.

The total asset of postal payments bank is Rs 800 crore, which will have Rs 400 crore equity and Rs 400 crore grant.

India Post Payment Bank (IPPB) last month received certificate of incorporation from the Registrar of Companies, setting the stage for the new bank to begin operations during 2017.

IPPB aims to become the most accessible bank in the world, riding on advanced banking and payments technology.

Coupled with physical presence across 1.55 lakh post offices and the reach of the postman, it plans to become a powerful and effective vehicle of real financial inclusion in the country.

Centre may announce 2% DA for staff, pensioners: PTI

New Delhi, Oct 26 (PTI) In what could bring cheers to 50 lakh central employees and 58 lakh pensioners ahead of Diwali, the Centre is all set to announce 2 per cent dearness allowance to be effective from July 1, 2016.

"The proposal to provide 2 per cent dearness allowance and dearness relief to central government employees and pensioners respectively, is listed on agenda of the Union Cabinet meeting scheduled for tomorrow," a source said.

Dearness allowance and dearness relief is provided to employees and pensioners to neutralise the impact of price rise on their earnings.


Earlier this year the government hiked Dearness Allowance by 6 per cent to 125 per cent of the basic pay. The DA was later merged into the basic pay following implementation of 7th Pay Commission award.

The central government employee unions want that the DA should be increased by 3 per cent and not 2 per cent which is being considered by the centre.

President of Confederation of Central Government Employees K K N Kutty told PTI: "The 12-month average of Consumer Price Index for Industrial Workers from July 1, 2015 to June 30, 2016, works out to be 2.92 per cent. Therefore the unions had pressed for 3 per cent DA. We are not satisfied with this." 

As per the agreed formula, government increases DA on the basis of 12-month average of the retail inflation and does not consider the price rise rate beyond decimal point for deciding the rate of dearness allowance.

GDS Bonus @ Rs.7000- issue has been discussed in JCM (NC) Standing Committee meeting with the Govt.

GDS BONUS ENHANCEMENT TO Rs.7000-

This issue was discussed in the JCM Standing Committee meeting as a notified agenda. The official side informed that the file is still under process in the Finance Ministry and a decision is yet to be taken. Once the approval of the Finance Ministry is given the proposal is to be submitted to Cabinet for approval.

All affiliates and C-O-Cs are once again requested to extend full support and solidarity to the proposed Postal Strike on 9th & 10th November 2016, demanding bonus calculation ceiling limit enhancement to 7000/- for GDS and immediate payment of revised wages to casual labourers from 01.01.2006. Conduct solidarity demonstration in front of important Postal/RMS office on 9th & 10th November 2016.

Commemorative Postage Stamp on 'National Unity Day' will be released on 31/10/2016


Rashtriya Ekta Diwas (National Unity Day) was introduced by the Government of India and inaugurated by Hon’ble Prime Minister Shri Narendra Modi in 2014. The intent is to pay tribute to Vallabhbhai Patel, who was instrumental in keeping India united. It is to be celebrated on 31 October every year as annual commemoration of the birthday of the Iron Man of India Sardar Vallabhbhai Patel, one of the founding leaders of Republic of India. The official statement for Rashtriya Ekta Diwas by the Home Ministry of India cites that the National Unity Day “will provide an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country.”

National Unity Day celebrates the birthday of Patel because, during his term as Home Minister of India, he is credited for the integration of over 550 independent princely states into India from 1947-49 by Independence Act (1947). He is known as the “Bismarck of India”.

This year Department of Posts has decided to release Commemorative Postage Stamp on 'National Unity Day' on 31/10/2016.

All members and track in viewers are once again requested to open one Philately Deposit Account (PDA) in any Head Post Office and get the philately stamps and stationary items at door step.
