Reply : Report from all Divisinoal Heads are called for on 07/01/2011. However, it is decided to reimburse coupons of Rs. 330/- p.m. to all IPs/ASPs, who are not supplieid with land line telephone connection to their residence.

Excellence in academic achievement in Board Exam.


Circle Office Mumbai vide memo No. WLF/11-2/2010-11 dated 11/1/2011 has called for applications with zerox copies of mark list duly attested from the officials including GDS for the awards to their children for excellence in academic achievement in X and XII standard Board Examination held in March/April 2010.

Five awards (Rs. 1000/-, Rs. 800/-, Rs. 700/-, Rs. 600/- &  Rs. 500/-) in each of the following groups purely on merit will be given subject to the minimum percentage of marks shown against each group.

Stepping up of Pay..........Clarification thereon.


A copy of Directorate vide memo No. 1-9/2010-PCC dated 5/1/2011 i/w/ stepping up of pay of the promotee senior with direct recruited junior appointed on or after 1/1/2006.is reproduced below:

              This is regarding stepping of pay of promotee senior with reference to direct recruit junior apponted after 1/1/2006. 

2.          The issue was examined in this office and referred to Minisitry of Finance for clarifiction. Ministry of Finance, Department of Expenditure Legal Cell vide U. O. No. 18/28/2010-Legal dated 29/12/2010 has claried that the stepping up of pay of the promotee senior with direct recruited junior appointed on or after 1/1/2006 may be agreed to subject to fulfrillment of the following conditions:-

a)           Stepping up the basic pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basisc pay of the seniors will be stepped up with reference to the basic pay of the directly recrited junior provided they belong to the same seniority list for all purposes. 

b)          Further, government servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 1/1/2006 as laid down in Section II of part A of First Schedule to the CCS (RP) Rules, 2008, if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them. 

c)          Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increment at the time of recruitment. 

3.          This issues prevailing in the Circle may be decided as per above clarificatins.

Book on GDS.


The 410 Pages Book “Crusader to Gramin Dak Sewaks” jointly published by National Federation of Postal Employees (NFPE) and All India Postal Employees Union, Group ‘C” (CHQ) and compiled and edited by Com. K. V. Sridharan, General Secretary, AIPEU Group ‘C’ (CHQ) is an excellent and complete manual of GDS rulings. All the orders relating to GDS issued by the Department of Posts up to 31.12.2010 are included in the book. Headings and sub-headings of each Chapter with page number is given as index for easy and ready reference. It is most authoritative than any other book on GDS available. The memo number and date of each ruling is given. No such exhaustive compilation on GDS is available now. This book serves not only as a reference book in the day to day functioning but also as a real weapon in the hands of union activists and Gramin Dak Sewaks.

Revised Welfare Schemes for GDS.


Directorate vide memo No. 19-3/2010-WL/Sports Dated: 13/01/2011 has issued following orders of Welfare Schemes to GDS.

Sub: Recommendations of Gramin Dak Sevaks (GDS) Committee.

As a follow up of the recommendations made in Nataraja Murthi Committee Report on GraminDak Sevaks, it has been decided with the approval of the competent authority to make the following changes in existing Welfare Schemes of Department in regards to their applicability to Gramin Dak Sevaks:-

Procedure for Mobile Number portability.



We all know that Mobile Number Portability (MNP) will be a reality from 20th January 2011, as Government has at last announced the launch of this facility for the entire India from this date.

We do not know at this stage how this arrangement would span out but it's really boon for the customers who want to shift to other mobile network for want of quality, lesser cost or for more facility such as 3G.

The procedure for switching over from one mobile network to another mobile network is as follows:

The customer should send a SMS (PORTMobile Number) from the number he wishes to transfer from one mobile network to the other, to number 1900.

Then the customer will receive a Unique Porting Code (UPC) by SMS from his current service provider.
Now the paper work comes. The Customer will have to furnish his details in the prescribed application form to the chosen new mobile network along with Unique Porting Code (UPC) that he got through SMS.

The new mobile network company should then ensure that the switched over customer gets the connection from the new mobile network within seven working days.

TRAI has fixed a ceiling of Rs 19 on porting charges which the new service provider may collect from the subscriber.

Post-paid subscribers, before making the porting request, have to make sure that their last bill has been paid failing which the request for change to new service provider shall be rejected.

In the case of pre-paid subscriber, any balance amount left will not be carried forward when the number is transferred to the new service provider.

CO Mumbai vide memo No. WLF/11-1/2010-2011/Main dated 7/1/2011 called for the applications from staff including GDS employees, with basic upto Rs. 25,120/- bew sscale, working in Maharashtra Postal Circle for grant of Departmental Scholarship awarded for Technical Education in Degree and diploma course in Medicine, Engineering, Agriculture, Veterinay course etc. and for Non Technical Education in three years Degree course leading to B.A., B.Sc., B.Com. etc. after XII standard of their wards for the year 2010-2011.  Application is to be submitted in the prescribed proforma on or before 18/2/2011 to respective Head of Unit / Division and in turn it should reach to CO before 25/2/2011.

Officers whose basic pay in the pay band exceeds Rs. 25120/- may also submit application for schorships, if their ward/s are studying in one of the under mentioned institution.
a) Indian Institute of Technology, Delhi, Mumbai, Madras, Kanpur, Kharagpre, Roorkee etc.
b) Institute of Technology, (BHU)- Varanashi.
c) DMET, Kolkatta.
Two wards and dependent brothers and sisters are eligible for scholarship. It is kinldy requested to inform tthis to all our members and also to all to get the benefit of this scheme.

Copy of Directorate letter No. 17-103/2007-GDS dated 29th December, 2010 received from A. K. Sharma, Deputy Director General (Estt) addreseed to all CPMsG / PMsG & circulated vide CO Mumbai memo No. Estt/4-1/GDS/2007-2008 dated 05/01/2011 is reproduced below:

           Subject : Filling up of GDS posts in Branch Post Offices - review of guidelines regarding.

Sir/Madam, 
          Reference is invited to this Directorate letter No.even dated 14th Jul 2009 on the subject cited above which provides for the manner of filling up of GDS vacant posts in single handed branch offices and branch post offices having two or more hands. 

2.       Provisional appointment for a brief period may be resorted to only on account of sudden death, dismissal, removal, put off duty, absorption against the departmental posts of Gramin Dak Sevaks and unauthorized absence for long period in case regular arrangements cannot be made immediately. 

3.      In the case of posts falling vacant due to discharge from service of the GDS BPM or absorption of the GDS BPM on the regular departmental posts, efforts shold first be made to fill up the posts by adjusting identified surplus GDS fulfilling the prescribed qualification and other prscribed conditions failing which action should be taken in advance to fill the vacant post of GDS BPM on regular basis by following the prescribed procedure and following other conditions prescribed under letter NO. 17-103/2007-GDS dated 14 Jul 2009.  The list of all the GDS, category wise, due to be discharged from service in a calendar year may also be displayed on the Depaprtment's website in the month of January of each calendar year. 

        This issues with the approval of competent authority.

All Central Government Employees are eagerly waiting to know what will be the increasing percentage of Dearness Allowance from January 2011, because the Dearness allowance is an important component of our salary. As per “Swamysnews”, expected Dearness Allowance from Jan-2011 is 51%.
