Promotion/Allotment in JTS Gr "A" 


The competent authority has ordered the following promotion/allotment in JTS Gr "A" on temporary and ad-hoc basis in the pay band Rs 15600-39100 with grade pay of Rs 5400/- ( PB-3)with immediate effect.

2) Shri R V Kulkarni, ADPS, Mumbai Region transfer and allotted Circle Office against Shri H C Patel promoted to JTS Gr"A".

CAT cases i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800/-.

(a) CAT case filed at Hyderabad Bench i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800/-.

All are aware that 15 Gr. B Officers and ASPs who have completed 4 years of service in Grade Pay of Rs. 4800/- of Andhra Pradesh Circle has already filed OA No. 296 in Hon'ble CAT Hyderabad Bench on 17/3/2014. The applicants have stated in their OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicants are holding Gr. B gazette post (Offg. PS Gr. B and ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and they are now eligible for financial upgradation in the GP of Rs. 5400/-. 

 Applicants are requested to intimate the present position of case to CHQ. 

(b) CAT case filed at Madras Bench i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800/-.

Shri M. Mohanarangam, Ex-GS of All India Association of ASRM and IRM and now Superintendent, NSH, Varanashi has already filed OA in Hon’ble CAT Madras Bench in connection with to grant (MACP) financial up-gradation to applicant in the GP of Rs. 5400/- in PB-2 on non-functional basis, on completion of 4 years of regular service in the GP of Rs. 4800/- w.e.f. 1/9/2008, with all attendant benefits is listed for filing of reply by respondent i.e. Department 

The applicant in his OA No. 1273/2013 stated that 6CPC introduced Modified Assured Career Progression Schemes (MACPs) and the commission recommended that a Gr. B officer in PB-2 with GP of Rs. 4800/- will get the GP of Rs. 5400/- after completing 4 years of regular service on non-functional basis. The recommendations of the 6CPC was accepted by the Government vide GOI, Ministry of Finance’s Resolution dated 29/8/2008.  

The applicant has further stated in his OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicant is holding Gr. B gazette post (ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and he is now eligible for financial upgradation in the GP of Rs. 5400/- w.e.f.1/9/2012. The applicant while working as ASP (Gr. B) was granted financial upgradation in the GP of Rs. 4800/- in the pay band of Rs. 9300-34800 in PB-2 w.e.f. 1/9/2008.

Meeting with 7 CPC members on 7/11/2014


As per the appointment received from 7CPC for discussion on issues related to IP/ASP cadre, a delegation of following members of Association attended meeting with Hon’ble Chairman of 7CPC at Sahyadri State Guest House, Malbar Hill, Mumbai on 7/11/2014. 

1.   Shri Vilas Ingale – General Secretary & Superintendent, NSH, Mumbai.
2.   Shri Roop Chand – Ex-General Secretary & President Delhi Circle &  ADPS o/o CPMG, Delhi.
3.   Shri Manjunath Hubballi – Circle Secretary, Karnataka Circle & ASP Haveri Sub Division.
4.   Shri M. S. Ahirrao – President Maharashtra Circle & SRM “L” Division, Bhusawal.
5.  Shri S. S. Kulkarni – Ex-CHQ Treasurer & Ex-Circle Secretary, Maharashtra Circle and ADM (PLI) o/o CPMG, Mumbai.
6.   Shri N. Yadagiri – CHQ Treasurer and ASP (T) o/o SSPOs, Mumbai East Division, Mumbai.
7.   Shri Rajan S. Buchade – ASP, NSH, Mumbai.

At the beginning of the meeting, General Secretary conveyed sincere thanks to the Hon'ble Chairman, 7CPC for giving an opportunity to Association to discuss the pay related issues and then offered shawl and bouquet to Hon’ble Chairman as goodwill gesture. GS handed over a copy of Memorandum to Hon’ble Chairman and thereafter briefed about the cadre and highlighted the demands as  listed in the Memorandum before 7CPC. Hon’ble Chairman and all Members heard the grievances very patiently in a positive manner. During the course of discussions, queries raised by Hon’ble Chairman and his team were actively replied by GS and his team to their satisfaction.  GS  further requested Hon’ble Chairman that the pay parity among Inspectors of other Central Government Departments i.e. Income Tax, Central Excise and Customs, Assistants and Personal Assistants in Central Secretariat Services etc. and Inspector Posts should be maintained. The duties and responsibilities (i.e. annual inspections of post offices, cash conveyance without police escorts, MGNREGS payments, recruitment of GDS staff etc.) of Inspector Posts and Inspectors working in other departments were also explained in details before 7CPC. Secretary of 7CPC  took note of all new and important points discussed in the meeting.  GS proposed pay scale to Inspector Posts Rs. 70000-150000 with GP Rs. 14400/- and pay scale to ASP Rs. 70000-150000 with GP Rs. 16200/-. 

Shri Manjunath Hubballi, Circle Secretary, Karnataka Circle Branch  presented power point presentation in a effective manner. He briefed that Inspector Posts and Assistant Superintendents Posts are Middle Level Managers and they should get more pay than the staff being supervised by them.    

Shri Roop Chand, Ex-GS and President Delhi Circle Branch explained the promotional avenues available to the IP/ASP cadre  also bequeathed an example of long span of promotion and its stagnation etc. During the course of discussion, the issue of merger of ASP cadre with PS Group "B"/ IP cadre was also discussed in detail. Hon’ble Chairman advised us to pursue this vital issue with the Department of Posts/ Ministry of Finance and outcome of the same should be reported to 7CPC by separate note.  

Shri S.S. Kulkarni, Ex-CHQ Treasurer and Ex-Circle Secretary, Maharashtra Circle and Shri M. S. Ahirrao, President, Maharashtra Circle  also took active part in the discussion. Both the members brought to the notice of Hon'ble Chairman that Inspectors recruited through Direct Recruit quota in Department of Posts through SSC are quitting department immediately due to less Grade Pay than the Inspectors in other Central Govt. departments and therefore large number of posts of Inspectors in the department are  lying vacant for years together.

Meeting with 7th CPC members at Mumbai on 7/11/2014


Today, it has been reported by office of 7CPC over phone that, our Association's request for an appointment / meeting to discuss issues related to IP/ASP cadre mentioned in Memorandum dated 1st July 2014 is considered. Meeting with 7CPC will be held at Sahyadri State Guest House, B. G. Kher Road, Malbar Hill, Mumbai 400006 on 7/11/2014 at 17.00 hours.

Dear Shri Vilas Ingale,
With reference to your request for making an oral representation to the Seventh Central Pay Commission during its visit to Mumbai, you are informed that your request has been agreed to. You are informed that your entity has been allocated 15 minutes time at 1700 hours on 7.11.2014. The venue will be Sahyadri State Guest House located at B G Kher Marg, Malabar Hill, Mumbai.  You may be present at the venue one hour before the allotted time.  The contact person shall be Shri Sudhir Sharma, Under Secretary, 7th CPC at 08447442466(sudhirspeaking@gmail.com).
