Subject – An Agenda for Four Monthly Meeting
Sir,
Following are the agenda for the four monthly meeting.
1)      Repatriation request of IP’s to be considered – There are Four to Five cases of repatriation cases of IP’s from Tamilnadu Circle,Kerala Circle, Delhi and Bihar Circle. Total 12 IP s were allotted to Maharashtra Circle under Surplus qualified scheme. They have completed their two years probation period. As per directorate order both the circles can decide the cases of repatriation. Some cases are on medical ground. If the receiving circle is ready to accommodate the IP s then association requests to consider their case and give NOC to relieve the IP as and when vacancy arises in their circle. . On their transfer vacant posts can be filled up through IP examination.

2)       Providing Laptop/Tab to IP/ASP’s who are working in CO/RO/DO – This association is frequently demanding Laptop/Tab for the IP/ASP’s working in CO/RO/DO. They are the middle level managers and now days the laptop/tab is essential for the officer to monitor the work assigned by their superior officer .Therefore it is requested to provide Laptops/Tab to all IP/ASPs in the Circle.

3)      Revision of monitory ceiling of Briefcase/Ladies Purse for official purposes – At present Brief Case/ ladies purse  are being allowed to purchase  to the IP/ASPs up to 1500/- . Vide Directorate letter no 15-1/2011-GA dated 26.10.2012 the revised monitory limit for purchase of briefcase/Ladies Purse is circulated by directorate for the Directorate staff. The revised limit for IP/ASP‘s are 3500/-.  In some Circles the revised limit is followed therefore it is requested to allow IP/ASPs to purchase the Briefcase/Ladies Purse with revised monitory limit.

Govt Likely to increase and merge DA with Basic Pay

Letter to Secretary (P) i/c/w holding of supplementary DPC & repatriation of PS Gr. B officers to their parent circle.

Subject:    Request for convening supplementary DPC after calculating the actual vacancies including vacancies after repatriation of Group B officer presently working outside their Circles.

Respected Madam,  

          Your kind attention is invited to this Association’s letter of even number dated 30/12/2013 vide which it was requested to issue orders for convening supplementary DPC for promotion to the cadre of PS Gr. B and consider repatriation of all Group B officers who completed one year in outside Circles. But till date nothing has been heard in this regard. 

Directorate vide memo No. 9-5/2013-SPG dated 29/1/2014 has accepted 17 (seventeen) declination of PS Gr. B officers promoted vide Memo No. 9-33/2013-SPG dated 10.10.2013. Last year also such type of orders were issued and then supplementary DPC for the promotion to the cadre of PS Gr. B was convened under Memo No.9-23/2012-SPG(Pt.) dated 21/6/2013.  

Supplementary DPC of the left out vacancies from the extended zone of consideration is a part of main DPC and should be convened immediate after completion of one month against left out vacancies so as the officers in the extended zone may not be deprived of their legitimate right and benefits. It is also the settled law that if the consideration for promotion gets delayed for no fault of the employee who is otherwise found fit for promotion in that vacancy year itself, then natural justice would require grant of the benefit of promotion with retrospective effect from the date of occurrence of the vacancy. This has held by the court of law in various cases. In the year 2012 but after regular DPC-2011, 23 vacancies were left vacant depriving equal number of  senior most officer(s) of their legitimate right that too keeping DOP&T instructions at stake. In the vacancy year 2013, vacancies occurring in December 2013 have not been taken into account leaving a chunk of vacancies of the given year. It is not understood as to how this gap shall be filled. Even now, no action to convene supplementary DPC has been initiated till date.  

In view of the above, your honour is once again requested to convene the supplementary DPC for the vacancies 2013 and consider the request of officers for repatriation to their parent circle.  

          We hope that an early action will be taken in these issues.

Delay in Holding DPC's in the department of Posts.

Sub:           Delay in holding DPCs in the Department of Posts. 

Respected Madam, 

Your kind attention is invited to this Association’s letter of even number dated 21/1/2014 whereby it was brought to notice of Directorate that DPC for promotion to the cadre of JTS Gr. A for the year 2012-13 is being badly delayed for one reason or the other. 

2.       In this connection, attention is invited to the consolidated instructions on DPC, re-circulated vide DOP&T’s OM No. NO.22011/1/2011-Estt(D) dated 13-12-2013, which, interalia, provides that DPCs should be convened at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. These instructions enjoin upon the concerned authorities to initiate action to fill up the existing as well as anticipated vacancies well before the expiry of the previous panel.  

3.       According to the standing instructions, action for convening the DPCs should be initiated before the commencement of the vacancy year and that DPC’s should be held against future vacancies. Contrary to these instructions, in Department of Posts, IP/ASPs/PS Group “B” are made to officiate for years together. At later stage particularly during Internal Check Inspection all the substantial benefits on which the official have worked are ordered to be withdrawn and recovery allowed quoting DOP&T instructions not to allow officiating arrangement for more than 11 month particularly when the official have worked on the officiating posts continuously that result in considerable frustration amongst officials and this also adversely affect morale of employees. It is reported that DPC, for the vacancy year 2012-13 and 2013-14 is still to be convened in JTS cadre.

4.       It was reported by members of this Associations from Assam Circle that all JTS Gr. ’A’ posts available in the circles were downgraded by CPMG due to non-availability of regular incumbent. It is not understood as to whether HOC is competent to downgrade any post of JTS Gr. 'A' cadre to PS Gr. B cadre without the concurrence of Directorate. Further, three officers who have completed three years regular service in PS Gr. B cadre are not given promotion on adhoc basis either for 11 months or till regular incumbent joins whichever is earlier.  

5.       In view of the above, it is once again requested that suitable orders may kindly be passed to put in place immediately to convene the DPC for JTS for vacancy years 2012-2013 and 2013-14. In future a panel should be prepared in time so that the extant orders on the subject are followed, both in letter and spirit.

Important Notice - Pl Pay Attention


Dear Members, 

Department has created Postmaster Cadre vide memo No. 4-17/2008-SPB.II dated 22/11/2010, and 116 PS Gr. B Posts were carved for Senior Postmaster Cadre and framed RRs for Senior Postmaster Cadre vide memo No. 137-03/2009-SPB.II dated 9/9/2010.
This Association have severally requested Directorate to issue revised Recruitment Rules for PS Gr. B cadre to correct the anomaly of fixation of quota for PS Gr. B from IP Line Officials and General Line Officials by providing 97% vacancies to PS Gr. B from IP Line and 3% by promotion of HSG-I officials from General Line through a LDCE. But till this date neither Recruitment Rules of PS Gr. B cadre revised nor share of General Line officials reduced from PS Gr. B examination.
Hon'ble CAT Chandigarh Bench (In OA 1328/HP/2011 & 135/HP/2011) also directed Department to submit the progress made in revision of Recruitment Rules of PS Gr. B cadre. On the request of Learned Counsel on behalf of Department, matter has now been posted to 05.03.2014 for submission of progress report. 
This issue was also discussed at length in subject committee meeting held during AIC Ahmedabad. General Secretary explained the present position in detailed and requested to all delegates, visitors and Circle Secretaries who attended AIC to search/find out creation memos of PS Gr. B cadre since 1993 at their Divisional Office / Regional Office and Circle Office, as 56 creation memos of PS Gr. B posts are not readily available at Directorate and Nodal Ministry has demanded these for extending approval for amendment of  Recruitment Rules of PS Gr. B cadre. Actually 76 PS Gr. B cadre posts were created during 1993 to 1996 by downgrading some JTS/STS posts and out of these, 20 posts creation memos are available at Directorate. 

Every time we have discussed about sanction strength of PS Gr. B and taken it as 866, but in the Annual Report of Department for the year 2012-13, PS Gr. B posts are shown as 826.
It is once again requested to each and every member of this Association to examine the establishment register at their office (i.e.DO/RO/CO/Fgn Post/CSD/RSD/PSD) within 2 to 3 days and intimate the details of PS Gr. B post created in their unit/office since 1993 to General Secretary by email. This is very very important issue for our cadre. I hope that our members will take it seriously and co-operative with their CS and CHQ.

Sad demise.


Shri R.K.Bhagwat Supdt Central Sorting Dn Dadar passed away due to severe heart attack today ( 12.02.2014) at 11.30 hrs. He was admitted in St. George Hospital Mumbai.He was 60.

This association conveys a heartfelt condolence on his untimely demise and prey to almighty to give courage to their family to bear the shock.

New year diary released.


New year Diary for the year 2014 of IP/ASP Association Mah Circle has been released on 31.01.2014 by then CPMG Maharashtra Circle. This year diary contains Name,Cell Numbers, e-mail ids and  Office telephone numbers of all IP/ASPs in Maharashtra,It contains telephone numbers of Regional offices and Divisional Offices in Maharashtra.Also there is list of closed holidays and restricted holidays coming in the year. 

Copies of the diary has been sent to Assistant Circle Secretaries of the region. You may collect your copy from ACS, if not received.

New CPMG Took Charge of Maharashtra Circle.


On Retirement of Col K.C.Mishra then CPMG Mah Circle, Shri P.K.Bisoi PMG Behrampur Region Odissa Circle promoted as CPMG Maharashtra Circle vide Directorate memo no 1-5/2014-SPG dated 29.01.2014. He took Charge of Circle on 06.02.2014 ( Thursday).

This Association Congratulates Shri Bisoi Sir on their Promotion as CPMG.

       The  promotion of  above  officers  is  purely  on ad-hoc basis  for  a  period  of  11 months and not  exceeding  one  year    with  effect from the  date of assumption of charge or   till the  regular  incumbent  joins or until further  orders  whichever is earlier and  subject to no disciplinary/vigilance case  pending   against  them.  The  ad-hoc  promotion is  also  subject to no punishment  is  current  and  also  subject to the  approval of Directorate.

        The  local  offg.  arrangement  of  the  officers  will take effect from the  date of assumption of charge.  The  adhoc  arrangement  will be terminated on  completion of eleven months without  awaiting  further  orders from  Circle  Office.

       The  adhoc  appointment  will  not  confer  any  right  for  regularization of the same or for benefit of such seniority etc. on a future  date.  Government  reserves the right to terminate the  adhoc  appointment  without assigning any   reason or  giving notice etc. to the officers  concerned.

            Concerned Regional PMsG  will issue  further  posting orders of the  above  officers and relieve  them  under  office   arrangement to  join  their   new assignment.

           Necessary   charge   reports  may  be  sent  to  all concerned.
