Your kind attention is invited to this Association’s letters of even number dated 3/5/2012 and 19th May, 2012 on the above mentioned subject.

This Association has already informed Directorate that many Circles have not allowed our members to fill the OMR sheet on the ground that training period spent before induction in IP cadre is not to be reckoned as qualifying service. The second reason being adverse entry like ‘warning’, ‘reprimand’ emerged in last 5 ears’ ACR/APAR, though otherwise their grading in APAR remains between 6-8(very good).

Since both the reasons of the department are unfounded and against the rules in vogue thereby giving way to litigations. In view of such acts, few members of this Association have knocked the doors of Courts for relief and as such got relief. Hon’ble CAT Ernakulam Bench OA No. 380/2012 and 232/2012 filed at Bangalore CAT bench may kindly be referred to.It is apparent that, other eligible and analogous IPs/ASPs who are not allowed on the above grounds have approached Directorate through different representations to allow them to appear in the examination. Their representations are still pending for decision and as such, the circles will not be in a position to allow them to fill OMR sheets. Not allowing all eligible even those who have not approached the court will be against the natural justice and infringement to article 14 & 16 of the Constitution. It will also be discrimination to other eligible similar situated candidates who are not party to the OA.

In view of the above, your kind honour is once again requested to arrange for withdrawal of the notification issued to conduct the PS Gr. “B” examination scheduled to be held on 3rd June 2012 and hold the said examination only after the revision of Recruitment Rules and other prerequisites such as qualifying service and grading etc.

Education Loans for Engineering Students

The India Banks’ Association (IBA) had circulated a Model Educational Loan Scheme for implementation to its member banks with broad operational guidelines. Banks may adopt the scheme with discretion to make changes as deemed fit.

The scheme is for all Indian Nationals who have secured admission to professional/technical courses in India or abroad through an entrance test/merit based selection process.

As per the scheme, the assessment of the educational loan is based on the employability and earning potential of the student upon completion of the course.

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Rajya Sabha today.

CAT Ernakulam passes interim order in PS Group B Examination case


The Hon'ble CAT Ernakulam Bench passed an interim order today (21/5/2012) in favour of the applicants in OA No. 380/12 filed by Sri. M.P.Ramesh and Smt. V.Sarada. The applicants had approached the Tribunal aggrieved by the stand taken by the Department that the IP induction training period cannot be taken into account for determining the length of service required for the PS Group B Examination. When the said OA came up for admission today (21.5.2012), the Hon'ble Tribunal passed an interim order directing the respondents to admit the applicants provisionally for the PS Group B examination scheduled to be held on 3.6.12 and also to issue OMR applications to the applicants.

Circle Conference at Aurangabad on 14th and 15th July, 2012.


Reception Committee formed for holding of Circle Conference at Aurangabad on 14th and 15th July, 2012 have already forwarded donation coupons to all members. General Secretary wrote a letter to DG (Posts) for withdrawal of PS Gr. B Examination notice.


It is requested in the said letter that, hold the examination only after the issue of Revised Recruitment Rules of PS Gr. B cadre along with vacancy position of both examinations (PS Gr. B and Sr. PM) together. It was also requested to count IP induction training period for qualifying service.

Circle Level Sports Trials.


It is decided by CPMG and President CSB Mumbai to hold Circle Level Trials in the following sports events during the year 2012-13.

1. Athletics and Cycling
2. Weight Lifting, Power Lifting and Best Physiques
3. Kabaddi
4. Wrestling

All Departmental and GDS employees are eligible to participate in the trials. Venue of the trials will be intimated later on. Entry fee is Rs. 50/- per head per item in shape of Indian Postal Order. The last date of submission of entries is 15/06/2012.

During the Circle Level Trails, outstation participants who selected to represent Maharashtra Circle in the All India Tournament will be paid to and fro second class fair and DA as per sports / welfare rules. Special Casual Leave for the day of trials plus actual journey time will be given to all participants.

The indending participants may be apprised of this and wide publicity should be given to encourage the participatnts.

e-IPOs to help diaspora file RTI applications.

 
NEW DELHI: Making it easy for the Indian diaspora to seek information under the RTI Act, the Centre has decided to float electronic Indian Postal Order for paying RTI fee, which can be purchased using debit and credit cards.

The Indians settled abroad were finding it difficult to seek information under the transparency law as IPO or Demand Draft of Rs 10 was not easily available.

The Department of Personnel has now agreed in principle with the Department of Posts to launch e-IPO which can be easily purchased by the applicant living abroad using their credit or debit cards.

Under the proposed scheme, once applicant purchases e-IPO using credit or
debit card physical postal order will not be generated, only a number would be generated which could be mentioned on the application by the applicant.

"Information seeker will write this number on his RTI application and send to public authority. Service of e-IPO along with RTI application will be applicable to Central Public authorities", a Personnel Ministry circular said.

The details provided by the applicant will be matched with those on the Department of Posts web site and once transaction details are matched, fee will be accepted.

"Money will not be received physically by the PIO but will be transferred to a consolidated fund of India. This will be on the patten of the payment received by the Department of Posts in the scheme of CAPIOs", it said.

The Ministry directed all Ministries and departments to appoint nodal officers for handling e-RTI applications.

It said the nodal officers will be given training to handling these applications once the modalities are worked out.

ALLOTMENT OF STAFF QUARTERS TO PMS/SPS-REGARDING.

I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
 
2. It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
 
3. It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
 
4. This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
 
5. This issues with the approval of Member (Planning).

PS Gr.B Examination on 03.06.12 - View on vacancies by Punjab Circle

Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only. Nevertheless, Punjab Circle Association will not move any application against the said examination if the vacancies are notified as per these rules. Vacancies under each category as per existing recruitment rules should be around 19 in 165 point roster (IP line) and 2 in 52 point roster (General line).

It is intimated that meeting was taken by the Secretary (Posts) with our Association on 11.08.2011. Minutes of this meeting were issued by the Department vide No. cited above. Issue of holding of periodical meeting with Association at regular intervals was discussed and our demand was accepted. Since then, no periodical meeting has been held with our Association so far. Hence, agenda for next periodical meeting is being submitted herein under:

Item No.1:- Cadre restructuring /promotional aspects concerning Inspectors and Asstt Supdts .

A committee was constituted under the Chairpersonship of Member (P) vide directorate order No .1/1 /2011 SR dated 09.09.2011. Two meetings of the committee were held on 18.10.2011 and 03.11.2011 in the Dak Bhawan New Delhi. Minutes of these two meetings were issued by the Department vide No. 01/01/2011-SR dated 14.11.2011. The proposal of the Department for forgoing gazetted statues of ASPOs and up-gradation of IPOs was deliberated in depth in the 37thAll India Biennial Conference of this Association was held at Banguluru on 28thand 29th January 2012 and the house passed a resolution unanimously which is reproduced below-

“This Association is against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. Inspector Posts should be granted Grade Pay of Rs. 4600/- with effect from 01/01/2006 at par with Inspectors of CBDT/CBEC in tune with directions of the Hon’ble CAT, Ernakulam Bench”.

This was conveyed to the Chairperson i.e. Member (P) vide this Association letter No.CHQ/IP/ASP/1/2012 dated 22.02.2012.

It is pointed out here that cadre restructuring proposal i/r/o Inspector of CBDT/CBEC have been sent to the DOPT/MOF whereas our proposal is still pending in the Department. Hence, it is urged that necessary directions/instructions may be issued to the committee to finalise its proposal and submit the same to the competent authority for further course of action.

Item No. 2 :- Quota of IP line in PS Group “B” Examination on introduction of Postmaster Cadre in Postal Wing.

Out of 866 posts of PS Group “B”, 116 posts of Senior Postmaster have been earmarked for Postmaster Cadre in the manner given below :

Thus, 750 posts still remain in PS Group “B”. These posts may be divided among IP Line and General Line as suggested below by suitable amendment in Recruitment Rules of PS Group “B”.

In view of the above facts, it is requested to kindly reconsider and implement the proposal by taking appropriate action to amend the PS Group “B” Recruitment Rules.

Item No. 3 :- Issue of Combined Seniority List of Inspectors, Posts from the
year 1999.

This Association addressed the Department on the subject on 31/12/2010 followed by reminder on 22/3/2012, but no action has been taken by the Department so far. It is requested to kindly arrange for issue of Combined Seniority List of Inspectors, Posts from the year 1999 onwards and make it available in the website of the India Posts so that our members may aware of their seniority position in the All India Seniority List and point irregularity if any.

It is requested to kindly grant periodical meeting and arrange for fixing date and time for holding of the same.

Amarnath Yatra: Post offices to also register pilgrims from May 15


Srinagar: The Shri Amarnath Shrine Board (SASB) on Monday said 100 post offices across the country would register devotees for the annual pilgrimage this year. The post offices are located in Uttar Pradesh, Madhya Pradesh, Punjab, Haryana, Bihar and Gujarat, an SASB spokesman said.
The list of all the 100 post offices was available on the website of the Board, he said. The post offices would start registering pilgrims from May 15, the spokesman said. The pilgrims could also register on-line on the website of the Shrine Board from May seven onwards, he said.
Intending pilgrims needed to obtain health certificates from registered medical practitioners before seeking a Yatra permit, the spokesman said. "Even those Yatris who register on-line shall need to furnish health certificates for embarking on the pilgrimage," he said.

Convening of regular DPC for promotion to PS Group ‘B’

Sub:     Convening of regular DPC for promotion to PS Group ‘B’
Respected Madam,
I intend to bring to your kind attention one of the areas, where delay is occurring in non-convening of DPC for promotion of IP/ASP to PS Group ‘B’.
2.         In this connection, attention is invited to the consolidated instructions on DPC, circulated vide DOP&T’s OM No.22011/5/86-Estt.D dated 10.4.89, which, interalia, provides that DPCs should be convened at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. These instructions enjoin upon the concerned authorities to initiate action to fill up the existing as well as anticipated vacancies well before the expiry of the previous panel in their respective reservation quota that is not covered in adhoc promotion. Moreover adhoc promotions can not provide uniformity amongst Circles as the vacancy positions differ from Circle to Circle.
3          According to the standing instructions, action for convening the DPCs should be initiated before the commencement of the vacancy year and that DPCs should be held against future vacancies so that justice is met to all and no category feel isolated. Non convening of timely DPC is effecting next financial up-gradation (MACP) to the officers. 
4.       It is understood that 22 TO 23 vacancies out of 649 posts of PS Gr. B earmarked for 75% quota are lying vacant for the vacancy year 2011, so supplementary DPC for the vacancy year 2011 may please be ordered to conduct before any promotion through LDCE. Any overlapping under different quota can lead to legal complication and cause creation of supernumerary post for the promotion of all seniors being set rules and procedure.      
5.         In view of the above, it is requested that suitable orders may kindly be passed to put in place immediately for calling records and required planning is done to convene the DPC, not only for the left out vacancies for the year 2011, but also for the vacancy years 2012, so that panels are prepared in time allowing sufficient time is given to the officers to join well before time and that the extant orders on the subject are followed, both in letter and spirit.
