CBS Software expected soon - No more Sanchay Post Software will be purchased

Directorate has issued letter No F.No.76-01/2010-SB dtd 25.5.10 and as per the letter, Sanchay Post software will not be purchased and CBS software will be installed. The letter is reproduced below for information.




The undersigned is directed to say that on the recommendations of a committee constituted to review utility and capabillity of Sanchay post software in the light of proposed CBS, Accrual Base Accounting and compliance of prevention of Money Laundering (PML)/combating of Financing Terrorism (CFT) norms, the competent authority has taken the following decisions:-



1.There will be no further expansion of Sanchay post software. The post offices for which legal copies of the sanchay post CDs have not yet been purchased will continue to work on manual system.



2.No further CD of Sanchaya Post system will be purchased from Datanet System.



3.Software Development Centre Chennai operating from O/O CPMG, T.N.circle will maintain the software at its present level and no further modifications or enhancements will be carried out in the software.



4.SDC, Chennai will help the probable system integrator in data migration to proposed CBS software.



5.After implementaion of CBS in 4000 major post offies, the remaining departmental offices will be shifted to a lower version of CBS with centralized database system.

This is regarding vacancies in Mah Circle.I am fully agree with your concern about vacancies and manning of additional sub dns for long period.i would like to mention here that earlier i had also worked as IP Lanja (Ratnagiri Dn)for Four years and i know the difficulties of sub dnl heads.on my first four monthly meeting with CPMG i had taken up this issue and the issue was discussed in depth and CPMG had written DO to Secretary to fill up the IP vacancies at the earliest.further the reason for non filling of vacancies was also mentioned in the DO that due to non coming of candidates from Staff Selection Commission vacancies remained for long.It is also suggested by CPMG in his DO that Seprate examination for Inspector post may be asked to conduct by SSC.So I am Very much concern about your problem as I had also faced this situation.

It is noticed that respresentives of our association are taking much care of CO/RO/DO ASP/IPs. Kindly show your achivement for progress of IP/ASP of sub Divisional Heads. What you have taken for filling of vacant post of Sub Dn. My friends are holding duall charge since 2 to 3 years . What you have done for them. . Kindly reply please.

CCS (LTC) Rules - 1988, Relaxation for travel by air to visit J & K

As per the Order No. 31011/2/2003-Est. (A-IV) of  Dept of Per. & Training dtd. 18.06.2010, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:

  1. All officers / employees of Govt of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home town LTC.
  2. Officers / employees of Govt of India entitled to travel by air can avail this LTC in the their entitled class.
  3. All other employees of Govt of India can travel by air in economy class from Delhi / Amritsar to any place in J&K by any airlines, subject to their entitlement  being limited to LTC-80 fares of Air India. Journey from their place of posting upto Delhi / Amritsar will have to be undertaken as per their entitlement.
  4. This scheme shall be effective from the date of issuance.
  5. This orders shall be in operation for a period of two years from the date of issue of this OM.

Detection of Mailing fraud at Agripada Annual Report Centre.

Shri I D Patil, Manger, Annual Report Centre, Agripada has detected a fraud  on 02-06-2010. The Mailer M/S Anish Entreprises had submitted franking docket of  24900 copies. However after taking weight, actual no of copies were found only 17300. There was difference of 7600 copies. Per Copy Postage was Rs 25/-. The Mailer created lot of problems, hence RIC team was summoned and they recounted the copies again up to 02.00 am and confirmed the short posting of 7600 copies.  Thus the fraud of the Mailer was detected on the spot and leakage of revenue  is under process.

If such kind of information is available with any Member of the Association, it may be shared with all members by posting on the blog. It will help to arrest leakage of revenue of the department.

From the editors desks.

Dear Friends.


During 38th Circle conference at Pandharpur all have reposed faith on me and elected as Circle Secretary of our esteem association.

Since taking charge of Circle Secretary during last two years, our association has tried level best to sort out various issues with administration.

Immediately after taking charge of circle Secretary, there was an untoward incident at Karad HPO, where our member and Postmaster Karad HPO were manhandled by the sub-ordinate staff working in his office. I, immediately taken up the issue with Honourable Chief Postmaster General and resulted the suspension of the sub-ordinate staff immediately pending the enquiry.

Our members who were declared successful in the PSS Gr-B exam were felicitated by the hands of Honourable Chief Postmaster General. This was the first ever occasion when our member were felicitated on their achievement in the departmental competitive exam.

The RTI Act 2005 proved handful to our association, I on behalf of our association call information under this act from CPIO, Gujarat Circle, regarding DPC for promotion of IP to ASP cadre. As our Circle was hesitating to conduct the DPC meeting on the plea of non-availability of gradation list from the Directorate. On receipt of information from the Gujarat Circle under RTI Act, we compelled our administration to hold the DPC and DPC was held and our members got regular promotion in ASP Cadre.

First time in the History of our Association at Circle level we published our Association Diary containing information of all members such as office telephone, mobile No. and email ID besides the list of Government of India Holidays and Restricted Holiday for the year 2010 and the details of Holiday Homes in India. I must convey to our India Post for generously giving advertisement for the diary.

As you all are aware that this was my first tenure as Circle Secretary I, and my team has given their best to the association for solving the issue's of he members such as Transfer and posting, timely conducting of DPC's, and cabinets to all ASP's HQ in the Circle.

Besides above general issues our association has become tech savy. we launch our blog on net. The web address of our blog is www.ipaspmhandgoa.blogspot.com. The blog is regularly updated by me and the updates were put in immediately which are helping us in reducing the cost of printing and publishing the so called bulletin. The response to the blog is over whelming.

Similarly, during my tenure first time in the history of our association the CWC was conducted at Aurangabad. The feedbacks from the CWC members were very positive and issues were discussed in depth with participations from all corners.

It is important to mention here that as per the by-laws of the association there were 3 post of ACS, but in Maharashtra Circle there are 5 Regions, hence the resolution got passed in All India Conference held at Delhi by resolution committee as well as in August House and the number of post of ACS enhanced to 5. The same resolution was earlier passed by the CWC members in Aurangabad.

While taking initiative at many fronts I, have always maintain the financial position of the association in sound and solid condition. Considering all the above words during my shorts span of Two years I, am sure that you will continue to repose the same faith on me during coming years.

3. ACHIEVEMENT THROUGH RTI ACT - 2005.


Since the Administration was hesitating to conduct the DPC meeting for promotion of IP to ASP's on the grounds for want of All India Gradation List. However it was learnt that Gujarat Circle had conducted the DPC on the basis of Circle Gradation List. The same was got confirmed through RTI ACT by calling the copies of meeting of minutes. On the basis of these minutes the Administration was compelled to conduct the DPC and finally the DPC was conducted on 24.02.2010 and 21 IP's promoted to ASP's Cadre.

 4. BI-MONTHLY MEETING.


The Circle Secretary had attended the Bi-monthly regional meeting ‘s of Mumbai / Goa / Nagpur as well as with MM Region, Mumbai. This is the first Circle secretary who has taken the pain to give weightage to bi-monthly meeting with Regional PMG’s. It is my pleasure to mention here that during bi-monthly meeting with PMG (MM) & PMG (MR), the cabin to ASP(HQ), had been approved, and the order had been issued accordingly.

 5. Central Working Committee meeting held at Aurangabad On 03/10/2009 To 04/10/2009.

Minutes of the meeting are as under :-

  
1. Shri Asad Shaikh, Assistant Circle Secretary, Aurangabad Region welcomed the Shri A. H. Shaikh, Sr. Postmaster, Aurangabad H. O., Chief Guest, Shri R. S. Gaikwad, President, Shri S. S. Kulkarni, Circle Secretary and other members and invitees.

2. Shri A. H. Shaikh is present as Chief Guest to inaugurate the meet.

3. Two minute silence observed as condolence to Shri A. N. Gaikwad and Shri S.S. Borse.

4. Shri. Asad Shaikh, ACS, Aurangabad presented bouquets to Shri Shaikh, Shri R. S. Gaikwad and Shri S. S. Kulkarni .

5. President Shri R. S. Gaikwad read out the notice of the CWC.

6. As Chief Guest was to attend some important official work, the address of Chief Guest was arranged in the beginning of the session. Hon’ble Chief Guest Shri Shaikh inaugurated the meet by addressing the gathering in his very pleasing manner.


7. Circle Secretary Shri S. S. Kulkarni narrated purpose of CWC to the members. The Circle Secretary read out the agenda before the gathering. Circle Secretary put stress on membership verification and proper deduction of membership fees.

8. It is unanimously agreed to register the protest against the proposed reorganization of IP Sub Division in a very strong and notable manner. The postcard campaign initiated by General Secretary is discussed and the postcard as desired was get written by the members on the spot.

9. Hon’ble Secretary distributed the donation coupons for 36th All India Conference of IP and ASP to ACSs the total amount of these donation coupons is Rs. 10000/- ( Rupees Ten Thousand Only ).

10. The second issue of agenda was regular holding of DPC for promotion to ASP cadre. The Hon’ble Secretary explained the current position of the DPC. He further read out the agenda taken in the four monthly meeting with CPMG in this context. The meeting is scheduled to be held on 6th October, 2009. The Circle Secretary further informed that, in the Gujarat Circle the candidates recruited in the year 2003 are promoted as ASP on regular basis. The information is supplied by the Gujarat Circle under the RTI Act, 2005 to the secretary.


11. The Circle secretary read out the important issues with the administration in a brief.

12. The resolution is passed by the members for filing of CAT case against the decision of extension of period of tenure from one year to two year of Goa.

13. Shri Asad Shaikh, ACS, Aurangabad Region raised the issue of enhancement of rate of honorarium for examination duties ( invigilator etc ). The Circle Secretary assured that the issue will be pursued through appropriate channel.

14. It is unanimously agreed that the next Circle conference scheduled to be held in the month of June, will be held at Nagpur Region. The delegates from Pune Region have come forward for standby arrangement at Pune.


15. It is unanimously agreed that Shri G. P. Palsule be appointed as Assistant Treasure of All India Association of Inspectors and Assistant Superintendents of Posts, Maharashtra Circle.

16. The Circle Secretary requested ACSs to submit updated telephone numbers and other details i.e. email ids etc. of IP and ASPs for preparation of diary of 2010 for members.

17. It is unanimously agreed to vest the full powers on Circle secretary to call for any information under RTI Act, 2005 as and when required.

18. It is unanimously agreed to supply personal letter pad and envelop to all ACSs at the cost of association.

19. It is unanimously agreed to enhance the number of ACSs from four to five as there are five regions in the circle. The resolution in this regard will be forwarded to CHQ for amendment.

20. The committee congratulated the candidates who declared successful.

6. THE GIST OF 36th ALL INDIA CONFERENCE OF THE ASSOCIATION HELD AT NEW    DELHI ON 3-4 APRIL 2010.


Total 14 Members from our circle attended All India Conference, except Nagpur Region, Members from other Regions have represented the Conference.

Delhi Circle hosted the conference in a befitting manner. Ms. Radhika Doraiswamy, Secretary(Posts) was kind enough to address the delegates in the Open Session on 03.04.2010.

Important Discussion and decision made as under:

1. Decision taken on up-gradation of Grade Pay to IP.

(1) The posts of Inspector Posts & Assistant Superintendent Posts may be merged.
(2) After merger, the merged posts will be called as “ Asst. Superintendent Posts”
(3) Gazetted status should continue.
(4) Grade Pay should be given w.e.f. 1.1.2006.
(5) MACP should be made applicable ignoring one promotion in the merged post..

2. Laptop to all IPs & ASPs

During the Conference Secretary Posts told that Laptop would supplied not only to Sub Divisional heads but to all IPs/ASPs. Accordingly, Supply of Laptop started commencing now in all Circles.

9. DIARY.

The Diary published by the Association 2010 was released on 26.01.2010 by the hands of Honorable Chief PMG. The diary received a warm welcome from all members of the association and the officers of India Post. During All India Conference the diary was presented to Honorable Secretary Madam, she appreciated the efforts taken and on the contents of the diary.

 10. MEMBERSHIP VERIFICATION.

During my tenure there were three instances where membership verification has been imposed by the administration inspite of that our members have extended full co-operation and enrolled themselves as member of this association. It is to add that during my tenure the RMS Wing IP / ASP's have voluntarily enrolled their membership with our association.

  
My sincere and personal thanks to all ASP ( HQ's) and other office bearers for their valuable contribution in obtaining the letter of authorization in time.

11. 39th Circle Conference at Nagpur -Notice

This is to inform that the meeting of our members have been conducted on 29.5.2010 in connection with arrangement of Circle Conference is to be held at Nagpur at MLA Hostel, Nagpur on 3rd and 4th July 2010. During meeting the decision was taken to form the reception committee and other committees. At present there is a short period for the arrangement and funds are not available. It is therefore to arrange the amount Rs. 30 to 40 thousand immediately by remitting to Shri D.L. Khade Asstt. Treasurer and Platform Inspector RMS ‘F’ Division Nagpur.
