(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Post Office Rules, 1933, rules 144 A to 144 G, and their heading “Instant Money Order” shall be omitted.

No. 13018/07/2018-AIS(1).—The following Rule 21(a) below Rule 21, Regulation 2(a) below Regulation 2 and Sub-Regulation 2.1(a) below Sub-Regulation 2.1 under Appendix-III are inserted in the Rules of Civil Services Examination, 2019 published by the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) in the Gazette of India, Extraordinary:—

SOP for Mandate Account Opening in IndiaPost Payment Bank ( IPPB )

IPPB is talks with multiple government departments and other institutions of repute where there has been a requirement to track the account opening. 
IPPB has already received mandates for onboarding beneficiaries of various schemes.
To cater to the need of tracking of the account opening specific to mandates, IPPB has come up with the customization in the account opening process. The End User(EU) shall have the option to open all the accounts either in the normal route or by tagging the accounts with specific mandates. 

The basic solutions which the mandate account opening provides are :

1. It will provide the option to tag an account for single or multiple DBT/Campaign scheme code for which the account has been opened.

2. It will enable identification of accounts through the DBT/Campaign Scheme name, the listing of 
all account opened for the customers under a specific DBT Scheme for any Government 
department

3. It will provide the provision for selection of relevant Government Scheme (or any other Scheme beyond DBT as well) from an extended master list of Schemes maintained in custom library for tagging the account at the account opening stage or a later stage as well

4. It will enable to capture specific beneficiary ID/identifier as per the scheme for which the 
account is being opened. 

5. The mandate will also have the provision to validate The beneficiary ID if IPPB has got a 
database from the Govt department or institution whose mandate IPPB is implementing.

Note :

Modification rights of the custom table/library of the schemes with bifurcation of national/state hierarchy to be provided to authorized users (at CO only).

As and when a new scheme/campaign is added to the list, the modified library would be replicated in the front end during the account opening process.

AGARTALA: Dismissing an inquiry against a retired employee of the state fisheries department, the chief justice of Tripura high court on Friday said that government employees can take part in political programmes, including meetings, and freely post their opinions on social media platforms, without attracting punitive measures under Rule 5 of the All India Services (Conduct) Rules.
Justice A Kureshi said that attending a political rally would not be considered as involvement in politics and government employees should have the personal liberty to post their opinions on social media.
Lipika Paul was dismissed from service on April 25, 2018, four days before her retirement, for taking part in a political programme in December 2017 and making a social media post against BJP.
“During election times, as is well known, political parties and their leaders as well as nominated candidates take out rallies and address public gatherings. Every person who is present in the audience during such addresses cannot be stated to have participated in the rally. The presence of a person does not either establish his or her political affiliation. A student of politics, an enthusiastic young man, a reporter or just a curious bystander – all are likely to be present in any political gathering. Even an opponent or a critic of a political party may also attend the gathering. Her mere presence at a gathering, therefore, without any further allegation, would not amount to her participation in such political gathering,” the court order stated.
“I have taken note of the contents of the said post which originally was in Bengali and has been translated and presented before me. Nothing contained in the said post suggests canvassing for or against any political party. It only expresses certain beliefs of the petitioner in general terms. As a government servant the petitioner is not devoid of her right of free speech, a fundamental right which can be curtailed only by a valid law. She was entitled to hold her own beliefs and express them in the manner she desired of course subject to not crossing the borders laid down in sub-rule (4) of Rule 5 of the All India Services (Conduct) Rules.”

Sub: Ex-gratia compensation to the families of Central Government employees who died due to Covid-t9 infection in performance of their duties.

Many Central Government employees (especially those of Armed and Paramilitary Forces, Police, Railways, Postal and Medical Services) have died due to Covid-19 infection caught up in performance of the duties and exigencies of their services. Their Families need to be adequately compensated for the severe loss of the caning member of the family while serving the Native in spite of the COVID-19 pandemic.
No amount of compensation will ever be enough lo recompense for the loss of a life especially in case of the employees who are putting their lives in danger to ensure seamless implementation to Government’s policies & schemes particularly during Covid-19 pandemic. The Government should ensure a life of dignity and respect for the dependent family members of the Central Government employees who die due to Conid-19 infection caught in the course of performance of their duties.
In the present scenario of Covid-19 Central Government employees particularly doctors, para medical staffs, Heath workers, Railway Postal employees, police, Armed & Para Military forces, etc are more prone to get infected with Covid-19 in the course of performance of their duties and some of them are meeting with tragic end.
Thermal scanning is the only screening done for all employees during duty to the work Place, Thermal scanning is done for most of the public visiting Government offices, Railway Stations etc. All corona infected persons particularly asymptomatic persons infected with corona virus cannot be screened out by thermal scanning. There are chances of employees getting infected with corona virus from the coworker and from the public.
Major chances of Government employees getting infected with corona virus in the course of performance of theirs duty are, in many departments Government employees are required to have direct interaction with public, in industrial establishments it is practically not possible to maintain one meter social distance between employees on the work spot, chances of employees getting infected enroute to duty and return from duty in work exigences employees with co-morbidity conditions and above 55 year of age required to attend work. handling of files by many employees, presence of left out wastes, particularly presence of human waste in rail coaches & tracks, handling of variety of materials & parcels across the nation, etc. Justices needs to be done for the loss of life through ex-gratin compensation to the families of Central Government employees who died due to Covid-19 infection caught in the course of performance of their duties.
Some of the Government organizations have already announced compensation for its employees who died due to Covid-19 infection in the course of performance of their duties. Some of them enlisted below:
The Government has approved the proposal for gram of ex-gratia monetary compensation to 1.08 lakh of workers and officers of the Food Corporation of India (FCI) who are working to supply food grains across the country amidst the outbreak of Corona virus pandemic. Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to COVID-19 infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled 10 Rs.10 lakh, Category-1 Officers Rx.35 lakh.  Cotegory-2 Rs.30 lakh and Category -3 & -4 workers — Rs.25 lakh. (Press release issued by Ministry of Consumer Affairs, Food & Public Distribution)
The Ministry of Shipping has decided that all she Major ports may grants  compensation Ex-Gratia of Rs.50 lakh in the event of boss of life doc to Covid-19 to the dependent members/legal heirs of the port employees employed directly or through contract by the port, (Press Release issued by Ministry of Shipping.
State-run Bank of Boards (BOB) has announced an ex-gralia cover of Rs 50 lakh for as employees in the event of death due to Corona virus disease. While the PSU bank offers Rs 20 lakh Group Life Insurance covers to its employees, It has added additional Rs 30 Lakh that will go to the dependents of the employee in the event of’ a death.
Gram of ex-gratia compensation to the families of deceased employees infected with Covid-19 in the course of performance of their duties will be doing at least some justice for the supreme sacrifice made by the employees.
It  is therefore requested that, Families of Central Government employers who died because of Covid-19 infected in the course of performance of their duties may please be granted ex-gratia compensation of Rs. 50 lakh.

Senior Citizen Savings Scheme (SCSS) Death Claim Closure Within Lockup Period or PMC in DOP Finacle

PMC Normal Case:

(1) The account holder may withdraw the deposit and close the account at any time on an application in Form-2 subject to the following conditions, namely:-
(i) In case, the account is closed before one year after the date of opening of account, interest paid on the deposit in the account shall be recovered from the deposit and the balance shall be paid to the account holder.

SCSS Death Claim Premature Closure Dealt in DOP Finacle

When a SCSS account customer is expired, we may get the copy of death certificate after verification with Original Certificate we have to follow below procedure.

Modification at CIF Level:-

  1. Invoke the menu CMRC then select the function as "Modify" and enter the CIF id of the deceased customer as shown
    • Then click on Go then the system will shown the screen as shown then select the customer status as "Deceased" and enter the date of death ________ as shown
  2. Then click on submit then the system will show the message modified successfully and verify the same in the supervisor.

Modification of Interest rate at supervisor level:-

  1. The menu HINTTM which is a supervisor menu which is used to change the rate of interest for any account. Generally HINTTM in practical scenario is used in two cases
  2. For transfer of PPF account from DOP to Bank in this scenario we have to make the interest rate as Zero for current year and then transfer to Bank.
  3. When we are closing the SCSS death closure we have to make the rate of interest as simple SB interest rate from the date of death.
  4. Invoke the menu HINTTM select the function as "modify", Entity type as "Accounts" and Entity id as "customer account number"  as shown
  5. Then click on Go then the system will ask to enter the following 
  6. Then enter the column interest table code as "SBRATE"
  7. Enter the start date as "date of death of the customer"
  8. Then click on Submit and verify the same in another supervisor.

Closure of SCSS account:- 

  1. In the next invoke the SCSS closure menu HCAACTD then select the function as "Z-close" and enter the account id of the customer then the system will automatically fills the closure value date as shown
  2. Then visit the closure details and closure exceptional details.
  3. Select the reason code as "DTCLM" for death closure as shown
  4. Then click on submit and verify the same in the supervisor.
Note that in Finacle each reason code is coded as per the norms given by the DOP to Infosys so select the reason with utmost care for correct calculation of interest for any closure.

National Pension Scheme Tier II- Tax Saver Scheme, 2020

S.O. 2232(E).- In exercise of the powers conferred by clause (xxv) of sub-section (2) of section 80C of the Income-tax Act, 1961 (43 of 1961), the Central Government hereby makes the following scheme, namely:-

1. Short title and commencement.-
(1) This scheme may be called the National Pension Scheme Tier II- Tax Saver Scheme, 2020.
(2) It shall come into force from the date of its publication in the Official Gazettee.

2. Definitions – (1) In this scheme, unless the context otherwise requires,-
(a) “Act” means the Income-tax Act, 1961 (43 of 1961);
(b) “authority” means the Pension Fund Regulatory and Development established under Sub-section (1) of section 3 of the Pension Fund Regulatory and Development Authority Act,2013 (23 of 2013);
(c) “investment” means contribution in an specified account by the Central Government employee in accordance with the scheme;
(2) The words and expressions used herein and not defined but defined in the Act shall have the same meaning as respectively, assigned to them in the Act.
3. Investment.-
(i) The assesses, being a Central Government employee, shall make contribution to the specified account which has been activated by the authority in accordance with the provisions of this scheme read with the operational guidelines, if any, issued by the authority in this regard on or after the date of commencement of this scheme.
(ii) The minimum amount of contribution to activate the specified account shall be one thousand rupees and minimum amount of subsequent contribution shall be two hundred and fifty rupees.

4. Lock- in-period.-The contribution made under this scheme shall have a lock in period of three years from the date of credit of amount to the specified account.

5. Transferability.-The contribution made to the specified account shall not be permitted to be assigned, pledged or hypothecated during the lock-in-period.

Support for Income tax Department against Covid-19: Reg.

1. The on-going Covid- 19 outbreak by in many ways unprecedented, in both the scale of this challenge, the Scale of public health response, and the historical context in which all this is unfolding. Covid- 19 1s the first global pandemic of the social media age, and its occurring a moment when politics and society seem to be in a state of accelerated flux.
2 The outbreak of Covid- 19 has raised an extra-ordinary situation in the country. The health infrastructure of the country is tinder tremendous pressure. The covid-19 has impacted the Income tax Department too like any other Department.
3 To overcome this situation the following guideline may be adopted:

1. CREATING STRUCTURES WITHIN THE CCA REGIONS: –

A) The Pr. DGIT(HRD), CBDT proposes that a structure may be developed in Eighteen Pr CCA regions through which a officer/official in need may be identified and may encourage them to attend the group session by Clinical Psychologist available locally. The key to this method will be identification of emotionally deprived/stressed officer/official. At the least 2 session per week may be organised by each CCA region which may be informed to Pr. DGIT(HRD), CBDT.
B) In addition to this structure, one session per week may be organised which can focus on work life balance and distressing mechanism,

2.1 YOUR BEHAVIOR: –

3.1 KEEP THINGS IN PERSPECTIVE:
Set limits on how much time you spend reading or watching news about the outbreak. You will want to stay up to date on news of the outbreak, particularly if you have loved ones in places where many people have gotten sick. But make cure to take time away from the news to focus on things in your life that are going well and that you can control.
3.2 GET THE FACTS:
Find people and resources you can depend on for accurate health information. Learn from them about the outbreak and how you can protect yourself against illness if you are at risk. You may turn to your family doctor, a state or local  health department, U.S. government agencies, or an international organization. Check out the sidebar on the next page for links to good sources of information about infectious disease outbreaks.
3.3) KEEP YOURSELF HEALTHY:
1. Eat healthy foods, and drink water,
2. Avoid excessive amounts of caffeine and alcohol.
3. Do not use tobacco or illegal drugs,
A. Get enough sleep and rest.
5. Get physical exercise.
3.4 USE PRACTICAL WAYS TO RELAX:
1 Relax your body often by doing things that work for you—take deep breaths, stretch, — meditate, wash your face and hands, or engage in pleasurable hobbies.
2. Pace yourself between stressful activities and do a fun thing after a hard task.
3. Use time off to relax—eat a good meal, read, listen to music, take a bath, or talk to family.
4. Talk about your feelings to loved ones and friends often.
3.5 PAY ATTENTION TO YOUR BODY, FEELINGS, AND SPIRIT:
1. Recognize and heed early warning signs of stress.
2. Recognize how your own past experiences affect your way of thinking and feeling about this event and think of how you handled your thoughts, emotions, and behavior around past events.
3 Know that feeling stressed, depressed, guilty, or angry is common after an event like an infectious disease outbreak, even when it does not directly threaten you,
4. Connect with others who may be experiencing stress about the outbreak. Talk about your feelings about the outbreak, share reliable health information, and enjoy conversation unrelated lo the outbreak, to remind yourself of the many important and positive things in your lives.
5 Take time to renew your spirit through meditation, prayer, or helping others in need.

       G.S.R. 98.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Union Public Service Commission, Director (Examination Reforms), Group ‘A’ Post Recruitment Rules, 2017, the Union Public Service Commission, (Joint Director Examination Reforms) Recruitment Rules, 1986 and the Union Public Service Commission, Deputy Director (Examination Reforms) Recruitment Rules, 1993, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ‘A’ Posts of Examination Reforms Cadre in the Office of the Union Public Service Commission, namely:-
1. Short title, commencement and application.—
(1) These rules may be called the Union Public Service Commission Examination Reforms Cadre (Group ‘A’ Posts) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. (3) These rules shall be applicable to the officers of Examination Reforms Cadre in the Union Public Service Commission.
2. Definitions.—
In these rules, unless the context otherwise requires-
(a) “Commission” means the Union Public Service Commission;
(b) “Cadre” means Examination Reforms Cadre in the office of the Commission, who are involved in design and development of assessment materials, periodic development and revision of test curriculum and in other works as assigned by the Commission as per requirement;
(c) “Scheme” means the Career Progress Oriented Scheme for the Officers of Examination Reforms Cadre in the office of the Commission approved by the Department of Personnel and Training vide, letter no. 39011/02/2018-Estt. (B) dated 22/08/2019;
(d) “Schedule” means the Schedule annexed to these rules.
3. Number of post, classification and level in pay matrix. —
The number of posts, their classification and the level in the pay matrix attached thereto shall be, save as provided in the Scheme, as specified in columns (2) to (4) of the Schedule.
4. Composition and authorised strength of Cadre. —
(1) All the posts in the Cadre shall be classified as General Central Service Group ‘A’.
(2) The authorized strength of the posts included in the entry level of the Cadre, the level in the pay matrix and other matters connected therewith shall be such as may be specified in the Table below, namely:-

(3) The authorised permanent strength of the posts in the entry level shall be such as may, from time to time, be determined by the Commission.
(4) The Commission may make temporary addition to, or reduction in, the strength of the posts in the entry level as deemed necessary subject to variation depending on work load from time to time.
(5) The Commission may include in the Cadre any post other than those included in the Table in sub- rule (2) or exclude from the Cadre a post included in the said Table.
(6) The Commission may appoint an officer whose post is included in the Cadre under sub-rule (5), to the appropriate grade of the Cadre in a temporary capacity or in a substantive capacity, as may be deemed fit, and fix his seniority in the grade after taking into account continuous regular service in the analogous grade.
5. Officers of the Cadre.— (1) The following persons shall be members of the Cadre, namely:-
(a) persons appointed under sub-rule (5) of rule 4; and
(b) persons appointed to duty posts under rule 6.
(2) A person appointed under clause (b) of sub-rule (1) shall, on such appointment, be deemed to be the member of the Cadre in the appropriate grade applicable to him as specified in the Table mentioned in sub-rule (2) of rule 4.
6. Future Maintenance of Cadre.—
(1) The vacancies caused due to any officer vacating the post by retirement on superannuation or voluntary retirement or resignation or death in any of the grades referred to in the table mentioned in sub-rule (2) of rule 4 shall be filled in at the level of Deputy Director (Examination Reforms) on direct recruitment basis.
(2) The method of recruitment, the field of selection for promotion, including the minimum qualifying service in the immediate lower grade or lower grades as the case may be, for appointment or promotion to the posts, included in the Cadre shall be as specified in columns (5) to (13) of the Schedule.
(3) The departmental promotions up to Senior Administrative Grade level shall be made as specified in Annexure I without taking into account the vacancies and shall be confined to officers of Cadre, on the recommendations of the Annual Screening Committee and Promotion Committee as specified in Annexure II.
(4) The minimum benchmark required for promotion to various grades of the Cadre under the Scheme shall be as specified in Annexure II.
(5) The minimum educational and other qualification, experience and age-limit for appointment to entry level posts in the Cadre by direct recruitment shall be as specified in the Schedule for the post of Deputy Director (Examination Reforms).
(6) The promotion to various grades of the Cadre, other than entry grade, shall be without linkage to vacancies.
7. Seniority.—
(1) The relative seniority of officers of the Cadre appointed to any grade in the Cadre, on the date of commencement of Scheme shall be as determined by the Commission:
Provided that if the seniority of any such officer had not been specifically determined on the said date, the same shall be determined on the basis of the rules governing the fixation of seniority as were applicable to the members of the Cadre prior to the commencement of Scheme.
(2) The seniority of officers appointed to the Cadre other than those officers appointed under rule 5 shall be determined in accordance with the general instructions issued by the Central Government in the matter from time to time.
(3) The seniority of a person in Cadre who are promoted to the posts up to the level of Senior Administrative Grade shall be same as the relative seniority in the lower grade from which they are promoted:
Provided that, in the case of persons found ‘unfit’ for time-bound promotion, their seniority shall be determined with reference to the date of actual promotion at each level.
(4) In cases not covered by this rule, seniority shall be determined by the Commission.
8. Probation.—
(1) Every officer appointed to the Cadre by direct recruitment shall be on probation for a period of one year:
Provided that the Controlling Authority may extend the period of probation in accordance with the instructions issued by the Central Government from time to time in this behalf:
Provided further that any decision for extension of the period of probation of an officer shall be taken immediately after the expiry of initial period of probation and ordinarily within eight weeks and communicated in writing to the concerned officer together with the reasons for so doing within the said period.
(2) On completion of the period of probation or any extension thereof, officer shall, if considered fit for permanent appointment, be confirmed in terms of the extant order of the Central Government.
(3) If, during the period of probation or any extension thereof, as the case may be, the Commission is of the opinion that an officer is not fit for permanent appointment, the Commission may discharge the officer or revert him to the post held by him prior to his appointment in the Cadre, as the case may be.
(4) During the period of probation or any extension thereof, officers may be required by the Central Government to undergo such courses of training or to pass such examinations as the Central Government may deem fit as condition for satisfactory completion of probation.
(5) The other matters relating to probation of the officers of the cadre shall be governed by the orders or instructions issued by the Central Government in this regard from time to time.
9. Appointment in the Service.—
All appointments to the Cadre shall be made by the Chairman of the Commission.
10. Other conditions of Scheme.—
The other conditions of service of the officers of the cadre shall be as specified in Annexure III.
11. Method of recruitment, age-limit, qualifications etc.—
The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.
12. Disqualification.—
No person, (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
13. Initial Constitution.—
(a) All existing officers holding regular posts in Cadre on the commencement of these rules shall be the officers of the cadre in the respective grades.
(b) The regular continuous service of officers referred in sub rule (a) before the commencement of these rules shall count for the purpose of seniority, qualifying service for promotion and pension in service.
14. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
15. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
ANNEXURE I
1. Eligibility Criteria:
For getting the benefit of promotion under C-POSER Scheme, an Officer shall fulfil following criteria on the crucial date of determining eligibility:
(a) (i) Rendered Five (05) years regular service in the grade of Deputy Director (Examination Reforms) for getting promotion to the grade of Joint Director (Examination Reforms).
(ii) Rendered Four (04) years regular service in the grade of Joint Director (Examination Reforms) for getting promotion to the grade of Director (Examination Reforms).
(iii) Rendered Seven (07) years regular service in the grade of Director (Examination Reforms) for getting promotion to the grade of Senior Director (Examination Reforms).and
(b) (i) Shall be clear from vigilance angle;
(ii) Shall have his INTEGRITY beyond doubt;
(iii) Shall have earned requisite number of APARs; and
(iv) Shall have obtained the benchmark grading of Very Good with 7.5 and above in every assessment year;
2. Crucial date of Determining Eligibility:
The crucial date of determining eligibility shall be First January of the assessment year.
3. Counting of minimum Residency period:
‘Residency period’ for the purpose of the Scheme shall commence from the date of joining of the post in Deputy Director (Examination Reforms) on regular basis through direct recruitment. Service Rendered on ad-hoc/ contract basis before regular appointment or on pre-appointment training shall also not be taken into account for reckoning residency period.
(a) Further, the following periods shall count towards the minimum residency period necessarily required to be put up in the lower grade for promotion to the next higher grade:
(i) The period spent on deputation/ foreign service to another similar post (academic post), which may help the Officer of the Cadre of Commission to acquire scientific/ academic experience in a diverse set up shall count towards the minimum residency period under the Scheme.
(ii) The period of study leave/any other leave granted/period spent on training for improving the academic accomplishment of the officers, shall count towards the minimum residency period under the Scheme.
(iii) Earned Leave sanctioned for a period of not exceeding 180 days at a time as per leave rules, shall also count towards the minimum residency period under the Scheme.
(iv) Maternity/ Paternity Leave sanctioned as per Leave Rules shall also count towards the minimum residency period under the Scheme.
(v) Leave of a maximum period of one year (including Child Care Leave) sanctioned in continuation of Maternity Leave as per Leave Rules may also be taken into account while counting the minimum residency period for promotions under the Scheme.
(b) Further, all the following periods shall not be counted, while computing minimum residency period for promotions under the Scheme:
(i) period spent on deputation/ Foreign Service to a non-academic post.
(ii) period spent on Medical Leave for a period exceeding 30 days at a time.
(iii) any period spent on Extra Ordinary Leave.
