PENDING ISSUES AT REGIONAL LEVEL

It has been brought to the notice by CHQ that the few members having the following issues related to IP/ASP cadre are pending and it is necessary to resolve it immediately with the coordination of Circle/Regional Administration. 

It is therefore requested to each Assistant Circle Secretary to take up these issues with Regional administration through bi-monthly / four monthly meetings or through correspondence and in case of non settlement/non response, the same may be reported to Circle Secretary.

1.     To conduct training on Finacle / Mc Camish software to IP/ASPs
2.     Non-payment incentive bills of IP/ASPs of PLI/RPLI
3.  Consideration of requests of IP/ASPs for transfer at their choice station etc.
4.     Supply of good quality of furniture to headquarter of sub divisional heads.
5.     Replacement of batteries of laptops provided to IP/ASPs.
6.     Non-payment of TA / Medical bills.
7.     Filling up of vacant posts of Mail Overseers.
8.     Non-payment of IO/PO honorarium bills of IP/ASPs.
9.     Grant of amount to purchase briefcase / purse for office use.
10.Non reimbursement of newspapers bill to ASPs.

Mumbai: Former Maharashtra home minister and Nationalist Congress Party leader RR Patil on Monday died in Mumbai.
Former minister was suffering from advance stage of Oral Cancer and was on ventilator support in Lilavati Hospital of Mumbai.
The leader held important ministries under Prithviraj Chavan-led Congress-NCP government in Maharashtra.
R. R. Patil, popularly known as “Aaba”, was born on 16 August 1957 in the village of Anjani, in the Tasgaon taluka,sangli district in the State of Maharashtra. He obtained a B.A. from Shantiniketan College Sangli as well as an LL.B. He spoke Marathi, Hindi and English. He died on 16th February 2015 due to Oral Cancer at Lilavati hospital.

The senior NCP leader had been undergoing treatment at the Lilavati Hospital in Bandra.

Air India has released new LTC 80 Fares applicable to Central Government Employees with effect from 2nd February 2015. This Scheme is meant for Central Government Employees, State Government Employees, PSU employees and Employees of Educational Institutions recognised by Central Government and State Govt.
Both Ministry of Finance and DOPT have issued instructions to the effect that Central Government Employees who intend to avail LTC by air have to purchase only LTC 80 Air Tickets. In other words, Air Travel utilising Leave Travel Concession has to be performed only in Air India Flights by purchasing LTC 80 Air Tickets.

अब मात्र 10 दिन में बन जाएगा आपका PASSPORT, ये है नया तरीका

पासपोर्ट बनवाने के लिए ऑनलाइन आवेदन करने वालों के लिए अच्छी खबर है। अब सिर्फ 10 दिन में पासपोर्ट बन सकता है। इसके लिए ऑनलाइन आवेदन करना होगा और इसके लिए डॉक्यूमेंट्स की लिस्टिंग करना भी जरूरी नहीं है। अपने डॉक्यूमेंट्स आवदेक ऑनलाइन समिट कर सकता है। साथ ही आइडेंटिटी प्रूफ और एड्रेस प्रूफ जैसे तमाम डॉक्यूमेंट की जगह सिर्फ एक आधार कार्ड से भी काम हो सकता है। आवेदन करते ही आपको अगले 3 दिनों में अपॉइनमेंट मिल जाएगा। पूरी प्रक्रिया होने के ठीक 7 दिन बाद आपका पासपोर्ट आपके हाथ में होगा। यानी कुल मिलाकर सिर्फ 10 दिनों की प्रक्रिया में आपका पासपोर्ट आपके पास आ सकता है। गाजियाबाद के पासपोर्ट अधिकारी सीताराम यादव का कहना है कि पहले प्रोसेस में समय लगता था। इसलिए डॉक्यूमेंटेशन के जरिए समय को बचाने की कोशिश की जा रही है।
आधार का फायदा
सरकार ने आधार की प्रक्रिया से आवेदक की आपराधिक गति‍वि‍धि‍यों के सत्यापन की प्रणाली स्थापित करने की कोशिश की है। नई प्रक्रिया के तहत यदि कोई पासपोर्ट के लिए आवेदन करता है और उसके पास आधार कार्ड नहीं है तो पहले उसे आधार कार्ड बनवाना पड़ सकता है।


















क्यों होती थी देरी
दरअसल, सरकार के पास पासपोर्ट के लिए पुलिस सत्यापन के संबंध में लगातार शिकायतें आती हैं और इसके चलते पासपोर्ट जारी करने में देरी होती है। आवेदक को सुविधा देने के लिए मिनिस्ट्री ऑफ होम अफेयर्स ने यह निर्णय लिया है। हम आपको बता रहे हैं कि आवेदक किस तरह अपने पासपोर्ट के लिए ऑनलाइन आवेदन कर सकता है और सिर्फ 10 दिन में अपना पासपोर्ट हासिल कर सकता है।

स्टेप-1- पासपोर्ट सेवा पोर्टल पर खुद को रजिस्टर करें
सबसे पहले पासपोर्ट सेवा पोर्टल की वेबसाइट http://www.passportindia.gov.in/AppOnlineProject/welcomeLink पर जाएं। पेज पर आपको register now के लिंक पर क्लिक करें। नए यूजर होने के चलते खुद को रजिस्टर करें। इसमें अपनी डिटेल्स भरें। जैसे की आपका पासपोर्ट कार्यालय कौन सा है। डेट ऑफ बर्थ और ई-मेल आईडी। ई-मेल आईडी पर आपको लॉगिन आईडी मिल जाएगी। इसके बाद आपको फिर से होम पेज पर वापस आना होगा।

स्टेप-2- लॉगिन करें
ई-मेल पर आए लिंक पर क्लिक करके अपने अकाउंट को एक्टिवेट करें। इसके बाद यूजर आईडी भरें और फिर पासवर्ड डालें। लॉगिन होने के बाद आपको अप्लाई फॉर फ्रेश पासपोर्स (Apply For Fresh Passport) या री इश्यू ऑफ पासपोर्ट (Re-issue of Passport) लिंक पर क्लिक करना होगा। क्लिक करने के बाद 2 पार्ट होंगे। दोनों में आपको यदि ऑनलाइन बनवाना है तो दूसरे ऑप्शन पर क्लिक करें।

स्टेप-3- विकल्प चुनें

अगर आप पहली बार पासपोर्ट के आवेदन कर रहे हैं तो इसके लिए अप्लाई फॉर फ्रेश पासपोर्ट (Apply For Fresh Passport) पर क्लिक करना होगा।
अप्लाई फॉर फ्रेश पासपोर्ट पर क्लिक करने के आपके सामने कई सारे फॉर्म आएंगे, इनमें आपकी जानकारी मांगी जाएगी। इन सभी फॉर्म को सही से भरें। ध्यान रहे कि फॉर्म भरने में गलती न हो, क्योंकि एक बार पासपोर्ट की प्रक्रिया रिजेक्ट होने पर दोबारा पासपोर्ट के लिए आवेदन करने में समय लग सकता है। इससे समय की बर्बादी होती है।

स्टेप-4- फैमिली डिटेल्स भरें
अपनी डिटेल्स भरने के बाद आपको इसे सेव करना होगा। सेव करने के बाद आप इस पेज को यूजर आईडी और पासवर्ड डालकर कभी भी खोल सकते हैं। इसके बाद अगले पेज पर क्लिक करके आगे का पेज खुलेगा, जिसमें आपको अपनी फैमिली डिटेल्स भरनी होंगी। इसे भी सेव करके आप अगले पेज पर बढ़ सकते हैं। इसके बाद एड्रेस की डिटेल्स भरनी होंगी। इसे भी सेव कर दें। इसके बाद एमरजेंसी कॉन्टेक्ट डिटेल्स भरनी होंगी।

स्टेप-5- भुगतान और मिलने का समय निर्धारण

‘व्यू सेव्ड/सबमिटेड एप्लिकेशन्स’ (View Saved/Submitted Applications) स्क्रीन पर ‘पे एंड शेड्यूल अप्वाइंटमेंट’ (Pay and Schedule Appointment) लिंक पर क्लिक करें और अपना अप्वाइंटमेंट, यानी मिलने का समय बुक करें।
फॉर्म सबमिट करने के बाद आपके सामने एक विंडो खुलेगी जहां पर आपको पासपोर्ट बनवाने की राशि का भुगतान करना होता है। यह भुगतान आप क्रेडिट कार्ड, डेबिट कार्ड, इंटरनेट बैंकिंग या फिर एसबीआई बैंक के चालान से कर सकते हैं।

स्टेप-6- प्रिंट लें एप्लिकेशन रिसीप्ट
सारी प्रक्रिया पूरी होने के बाद प्रिंट एप्लिकेशन रिसीप्ट लिंक पर क्लिक करके एप्लिकेशन को प्रिंट करें। इसमें आपका एप्लिकेशन रेफेरेंस नंबर और अप्वाइंटमेंट नंबर होता है।
स्टेप-7- ओरिजनल डॉक्यूमेंट ले जाएं साथ
जहां पर भी आपका अप्वाइंटमेंट बुक किया गया है वहां के पासपोर्ट सेवा केन्द्र में अपने असली डॉक्यूमेंट्स के साथ जाएं। बस इसके ठीक एक सप्ताह के अंदर आपका पासपोर्ट में आपकी घर होगा। इसकी कॉपी आप ऑनलाइन भी निकाल सकते हैं।

Subject: Capturing Mobile Telephone Number for the booking of eMO.

Attention is invited to the Directorate memo no.27-6/2014-PO dated 17-07-2014, vide which a combined Money Order Form was introduced.

2. The new Combined Money order form referred to above provides the fields for capturing Mobile Number of the sender as well as that of the addressee/receiver The functionality to enter the mobile number of the sender and addressee also exists in the eMO software. However, these fields have not been made mandatory either in the form or eMO software.


3. Meghtdoot 7.9 2. released by CEPT on 20th December 2014, has a provision to send an SMS to the addressee in case of eMO apart from Speed Post, Registered Post, Parcel and Foreign Money Order The SMS is electronically triggered once the central server receives the message pertaining to the receipt of eMO at the delivery Post Office concerned. However, this would be possible only if mobile number of the addressee is captured in Point of Sale (Meghdoot) at the time of booking of eMO.

4. If the mobile number of the addressee is captured at the time of booking, the auto-populated SMS would intimate the addressee about arrival of the eMO at the delivery Post Office. This would have a major impact on eMO delivery. Therefore, the Circles may sensitize the Postmasters as also officials deployed at the counters to encourage the senders of money orders to provide details of senders as well as addressee’s mobile number in the eMO form. If the customers are informed about the advantages, they are likely to provide the mobile number for the purpose of booking of eMO.

Aadhaar based biometric attendance system – Employees express displeasure

The biometric Aadhaar-linked attendance system has now been introduced among the staff of Income Tax Department in Tamil Nadu and Pondicherry. This now links the everyday attendance of these Income tax officials with their Aadhaar card. The fingerprint registered in the Aadhaar card database must match with the fingerprint saved in the timecard. Employees who have not yet applied for their Aadhaar card were instructed to get them as soon as possible.


A senior Income Tax official has said, “The Aadhaar information of the employees and officials are gathered at the national information database. Links are provided from this centre to the various Central Government departments. The daily attendance register has now been added to this database. The employee has to register his/her attendance by getting the thumb scanned.

This scanned thumb impression has to match with the one in the Aadhaar card. The new system has already been implemented at the Income Tax office and the postal department of New Delhi. It has now been introduced at the Income Tax office of Tamil Nadu and Pondicherry. Employees without the Aadhaar card have been asked to apply for one immediately.

Central Government employees meanwhile have expressed their objection to linking the daily attendance timecard with Aadhaar. Mr. Duraipandi, the General Secretary of the Employees’ Sammelan, said, “We have no objection to implementing a biometric attendance system. But, linking the Aadhaar card information with the attendance record is unnecessary and in violation of personal rights. Adding my personal information to my office attendance violates my right to privacy.

The honourable Supreme Court, in its judgement, has clearly specified that Aadhaar details should not be used for personal reasons.

1. Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employee as on 01-01-2014.

2. 7th CPC report should be implemented w.e.f. 01-01-2014.

3. Scrap New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.

4. JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.

5. Ratio of minimum and maximum wage should be 1:8.


6. General formula for determination of pay scale based on minimum living wage demanded for MTS is pay in PB+GP x 3.7

7. Annual rate of increment @ 5% of the pay.

8. Fixation of pay on promotion = 2 increments and difference of pay between present and promotional posts (minimum Rs.3000).

13. Transfer Policy – Group `C and `D Staff should not be transferred. DoPT should issue clear cut guideline as per 5th CPC recommendation. Govt. should from a Transfer Policy in each department for transferring on mutual basis on promotion. Any order issued in violation of policy framed be cancelled by head of department on representation.

14. Transport Allowance –

16. Scrap downsizing, outsourcing and contracting of govt. jobs.

17. Regularize all casual labour and count their entire service after first two year, as a regular service for pension and all other benefits. They should not be thrown out by engaging contractors workers.

18. The present MACPs Scheme be replaced by giving five promotion after completion of 8, 15, 21, 26 and 30 year of service with benefits of stepping up of pay with junior.

19. PLB being bilateral agreement, it should be out of 7th CPC perview.

20. Housing facility:-
(a) To achieve 70% houses in Delhi and 40% in all other towns to take lease accommodation and allot to the govt. employees.
(b) Land and building acquired by it department may be used for constructing houses for govt. employees.

21. House Building Allowance :-
(a) Simplify the procedure of HBA
(b) Entitle to purchase second and used houses

22. Common Category – Equal Pay for similar nature of work be provided.

23. CP appointment – remove ceiling of 5% and give appointment within Three months.

(iv) Allow accumulation of 400 days Earned Leave
(v) Allow encashment of 50% leave while in service at the credit after 20 years Qualifying Service.
(vi) National Holiday Allowance (NHA) – Minimum one day salary and eligibility criteria to be removed for all Non Executive Staff.
(vii) Permit encashment of Half Pay Leave.
(viii) Increase Maternity Leave to 240 days to female employees & increase 30 days Paternity Leave to male employees.

35. LTC – Leave Travel Concession
(a) Permission to travel by air within and outside the NE Region.
(b) To increase the periodicity once in a two year.
(c) One visit outside country in a lifetime

36. Income Tax:
(i) Allow 30% standard deduction to salaried employees.
(ii) Exempt all allowances.
(iii) Raise the ceiling limit as under:
(a) General – 2 Lakh to 5 Lakh
(b) Sr. Citizen – 2.5 Lakh to 7 Lakh
(c) Sr. Citizen above 80 years of age – 5 Lakh to 10 Lakh
(iv) No Income Tax on pension and family pension and Dearness Relief.

35. (a) Effective grievance handling machinery for all non-executive staff.
(b) Spot settlement
(c) Maintain schedule of three meetings in a year
(d) Department Council be revived at all levels
(e) Arbitration Award be implemented within six month, if not be discussed with Staff Side before rejection for finding out some modified form of agreement.

36. Appoint Arbitrator for shorting all pending anomalies of the 6th CPC.

37. Date of Increment – 1st January and 1st July every year. In case of employees retiring on 31st December and 30th June, they should be given one increment on last day of service, i.e. 31st December and 30th June, and their retirements benefits should be calculated by adding the same.

38. General Insurance: Active Insurance Scheme covering risk upto Rs. 7,50,000/- to Non Executive & Rs. 3,50,000/- to Skilled staff by monthly contribution of Rs. 750/- & Rs. 350/- respectively.

39. Point to point fixation of pay.

40. Extra benefits to Women employees (i) 30% reservation for women.
(ii) Posting of husband and wife at same station.
(iii) One month special rest for chronic disease
(iv) Conversion of Child Care Leave into Family Care Leave
(v) Flexi time

41. Gratuity:
Existing ceiling of 16 ½ months be removed and Gratuity be paid @ half month salary for every year of qualifying service.
Remove ceiling limit of Rs.10 Lakh for Gratuity.

42. Pension:
(i) Pension @ 67% of Last Pay Drawn (LPD) instead of 50% presently.
(ii) Pension after 10 years of qualifying service in case of resignation.
(iii) Increase pension age-based as under:
65 years – 70% of LPD
70 years – 75% of LPD
75 years – 80% of LPD
80 years – 85% of LPD
85 years – 90% of LPD
90 years – 100% of LPD
(iv) Parity of pension to retirees before 1.1.2006.
(v) Enhanced family pension should be same in case of death in harness and normal death.
(vi) After 10 years, family pension should be 50% of LPD.
(vii) Family pension to son upto the age of 28 years looking to the recruitment age.
(viii) Fixed Medical Allowance (FMA) @ Rs.2500/- per month.
(ix) Extend medical facilities to parents also.
(x) HRA to pensioners.
(xi) Improvement in ex-gratia pension to CPF/SRPF retirees up to 1/3rd of full pension.
