Sad Demise


Shri Balaji Kulkarni,   father of Shri Pankaj Kulkarni, ASP(HQ), Nasik Dn., expired on 31.05.2015 at Dhule due to old age.

Funeral  today at Dhule.
 It is  a  shock to family of shri Pankaj Kulkarni.

This Association conveys heartfelt condolence on his demise and pray to almighty to give courage to the family members to bear the shock.

Subject: Demoralization of IP/ASPs by the SPOs, Pandharpur Division.

Respected Sir,

            It is brought to the notice of the undersigned that Shri V.G. Kshirsagar, SPOs, Pandharpur Division is adopting tactics which are de moralizing the IPs/ASPs , tarnishing the images of our colleagues & smooth functioning of the Post Offices.
The said Shri V.G. Kshirsagar is managing leave of some officials without knowledge of ASP(HQ) or B (staff) branch .Maximum correspondence are dealt with bypassing the ASP(HQ)  i.e. by calling OA directly . When this was brought to the notice of SPOs, he denied to move files through ASP(HQ). Also, certain dealing Assistants were instructed not to show remarks passed by the SPOs to ASP(HQ) in the files concerned.

            Further, whenever IPOs/ASPOs pay a visit to HO/SO, insulting remarks are passed by the union bearers  because of the humiliation made by the divisional head. Even when the fact was brought to notice of the SPOs, he ignored the activities of trade union resulting in the fueling of illegal activities carried out by the trade union members.

At the time of visit to SO, instructions issued by the visiting IPOs/ASPOs are not followed as Shri Kshirsagar has directed all the SPMs “not to follow the orders of IPOs/ ASPOs” which is totally unfair. This kind of working of the divisional head is putting our colleagues in embarrassing situation.
 
Sir, one can imagine the situation under which the IPOs/ASPOs of Pandharpur division are working.

Sir, it is also brought to the notice of undersigned that one Shri Y.J. Kazi , PA, Pandharpur division has used abusing and un parliamentary words against ASP(HQ) , Pandharpur dn in front of the staff members in the divisional office. The said SPOs was kind enough to order inquiry. However, it is learnt through sources that the officer to whom inquiry was entrusted  was confidentially directed not to complete enquiry till end of March , 2015 as the charged official Shri Y.J. Kazi is due to retire on 31.5.2015 . Thus, Shri Kazi was sheltered by SPOs and the ASP(HQ) still continues to work under undignified  and unhealthy atmosphere. 

It is also to bring to your kind notice that the said Shri Y.J. Kazi was also involved in another case of accepting articles with used postage stamps  in the capacity of counter supervisor at Pandharpur HO , the said incidence was came to the light  during visit of Hon’ble PMG, Pune Region.

Sir, had the SPOs, Pandharpur, taken proper note of the misdemeanor reported by ASP(HQ) timely, the above incidence could have been avoided. The only reason which propelled the wrong doings is the shelter offered by SPOs, Pandharpur to such activities. It is worth to note here that in both the above cases, Shri Y.J. Kazi was found guilty in the preliminary inquiry conducted by the Inquiry Officer concerned. But the SPOs consistently put pressure on Preliminary Inquiry Officer i.e. Shri V.U. Kulkarni , ASP(N), Pandharpur for completing inquiry before 31.3.2015 without going in the details of the case.

It is learnt that RO, Pune has directed to issue Rule 14 charge sheet to shri Y.J.Kazi however, SPOs has issued charge sheet under Rule 16 for the reasons best known to him. More interesting, RO Pune has overlooked the disobedience of Shri Kshirsagar, SPOs, Pandharpur, thereby leaving ample scope that he is having red carpet treatment at RO, Pune.

In this regards, I request your kind honour to interfere in this matter and arrange to issue necessary directions to PMG, Pune so that to curb the illegal activities carried out by Shri V.G. Kshirsagar , SPOs, Pandharpur.

Minimum Educational Qualifications: The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Application Fee: Candidates have to Pay Rs.100/- either by online or offline mode. No Fee for Female/ SC/ ST/ PH candidates.

Selection Process: The Civil Services Examination will consist of two successive stages. Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination and Civil Services Main Examination (Written and Interview).
