Postmaster Cadre... Allotment of Posts


Directorate vide its order No. 13-2/2010-PE.I dated 25.11.2010, directed the Chief PMG's to identify the Head Post Offices / Sub Post Offices where the Postmasters of respective grades in each of the identified offices are to be deployed. During Identification, preference will be given to Head Post offices, Mukhya Dak Ghars, Offices identified for Core banking Solution, major delivery offices and offices located in prime locations serving as face of India Post. The decision once taken by the Chief Postmasters General would be final and no change in future would be permissible without consulting the Directorate.

The allotment of posts made in each grade to Maharashtra Circle are shown as under;

58 HSG-I posts are allotted to Maharashtra Circle, whereas  16 HPOs in HSG-I  (IP Line), 2 SO (HSG-I IP Line) and one Dy. Postmaster (HSG-I) IP Line grade are in the Circle. There are number of HSG-I SOs also in the Circle. We hope that, administration may retain all the above said 19 posts to our cadre.

Allotment to PS Gr. B

 
Shri B. M. Meshram, ASP, Bhandara Sub Division (Nagpur MFL Div.) who was declared successful in supplementary result of PS Gr. B Exam 2003-2006  held on 16-17th Feb. 2008 is now allotted to Maharashtra Circle.

Fixed Monetary Compensation.....rates enhanced by Dte.


Directorate vide memo No. No. 10-7/2001-P.E.II dated 24/11/2010 has issued orders for revision of Fixed Monetary Compensation (FMC) to delivery staff and remuneration to other staff. The copy of the said order is reproduced below.

            I am directed to refer to Directorate letters of even number dated 4-9-2002 and 28.1.2003 on the above subject.

2. The Department has received a number of references from the staff Associations requesting for upward revision of Fixed Monetary Compensation (FMC) admissible to Postmen staff. A Committee of Senior Officers was constituted for looking into the issue and the report of the Committee has been examined carefully in consultation with integrated Finance wing and the Competent Authority has ordered enhancement of the Fixed Monetary Compensation (FMC) admissible to Postmen staff. The details are as under:

5. The Expenditure on account of revision has to be met from the allocated funds of the units under the prescribed Head of account.

6. These orders will take effect from the date of issue.

CHQ News


1. Central Working Committee meeting. 
    Meeting will be held on 16th and 17th December, 2010 at Panchal Bhawan, Near Shakti Dwar, Main Gate of Ambaji Temble, AMBAJI Dist. Banaskantha (Gujrat). All Circle Secretairies and CHQ Office Bearers are cordially invited to attend the same. 

2. Revision of Grade Pay to the cadre of Inspector, Posts. 
    File is still pending in the Estt. division of the Postal Directorate. REcruitment Rules of Supdt. in CBEC have been procured by the G. S. Efforts are being made to procure Recruitment Rules of Income Tax Officers in CBDT. On receipt of it, both REcruitment Rules will be submitted to the Department for further processing of the case. 

3. Result of PS Group 'B' Examination.
    Due to illness of the ADG (DE), it is expected to be announced by the end of 1st week of January, 2011. 

4. PS Gr. B DPC for the year 2010. 
    DPC was held on 12/11/2010 and 140 Officers promoted to PS Gr. B. List already circulated by Postal Directorate. All Circle Secretaries are requested to remain in touch with their Circles to ensure joining of all promoted officers by 31/12/2010 in order to get increment on 01/07/2011. 

5. Outsourcing of Examinations.
    It is likely to finalised by January, 2011. Thereafter, all examinations are likely to be conducted Objective Type. 

6. Revision of FSC for the Sub Divisions.
    File has been sent to MOF. Concurrence from Finance Ministry is still awaited. 

7. Revision of rates of remuneration for performing duty as Invigilators in the examinations.
    CHQ has addresed to D.G.Posts on the subject on 1/11/2010 which was also published on the website. Matter is under active consideration in the Postal Directorate. 

8. Deputation of ASPs and IPs to the Department. 
    Postal Directoate has called for applications for deputtion of ASPs and IPs to the Department. Circle Secretaries are requested to send advance copy of interested ASPs and IPs to the CHQ for pursuing their cases with the Postal Directorate. 

9. Result of Inspector, Posts Examination 2009. 
    It  has been declared on 5/11/2010. 

10. Allocation of Direct Recruit Inspectors of Posts - SSC Examination, 2008. 
    37 Femal + 233 Male canddidates have been allocated to various Postal Circles by the Postal Directorate vide No. 7-26/2010-SPB-II dated 27/10/2010.

Minutes of Bi-Monthly Meeting with PMG (MM)


Bi-monthly meeting with PMG (MM) held on 16/11/2010. Vilas Ingale, Circle Secretary and Shri Praful Tawade, Member and Inspector (Inv.) CO Mumbai attended the meeting. The discussion on the following issues take place.

1. MACP to IP / ASP working in MM Region. (Old item) 
Decision :  Orders of Financial Upgradation of IP / ASPs in CO units have been issued vide this office letter No. STA/10-35/MACPS/IPs&ASPs/CO/MM/FGN/2010 dated 28/09/2010. All complete claims received upto 23/10/2010 have been finalized.

2. Non grant of MACPS to Shri I. D. Patil, Supdt. (M&TM).
Decision : Left out cases will be taken up during next meeting. As regards non inclusion of the case of Shri I. D. Patil, SSRM, Air Mail Sorting Division will be directed to send his report.

3. Provision of Laptop to all IP / ASPs of MM Region. 
Decision : The matter was examined. The supply will be made by the Directorate in due course. Hence there is no need to take up the case with Directorate at this stage.

     All the members are once again requested to send the issues to be taken up with PMG (MM) in next Bi-monthly meeting to Circle Secretary through email.

Mobile Number Portability Service Launched.

Mobile Number Portability Service is Launched today on 25/11/2010 by Shri Kapil Sibal at Rohtak, Haryana.

The much awaited Mobile Number Portability (MNP) service is launched in Rohtak, Haryana. The Union Minister of Communications & IT Shri Kapil Sibal with Shri Bhupinder Singh Hooda, Chief Minister of Haryana as the Chief Guest inaugurated the service at a function in Rohtak at 3 p.m. on 25.11.2010.

A plan for phased migration of networks in all the remaining 22 (excluding Haryana) Licensed Service Areas in the country for working in MNP scenario is being chalked out in consultation with service providers. The detailed program for the entire country will be announced separately.

From 26/11/2010, mobile phone customers in Haryana Licensed Service Area (LSA) will have the choice of selecting their telecom service provider (operator) in with out changing their number provided a minimum period of 90 days has elapsed after subscription to the mobile service of the current service provider. For change of service provider i.e. porting, a subscriber has to send an SMS (PORTMobile Number) from the number he wishes to be ported, to number 1900 whereby a Unique Porting Code (UPC) will be received on SMS from his current service provider. The subscriber will need to apply in the prescribed application form to the chosen new service provider quoting the UPC which will act as a reference while filling up the application form with new service provider.

The new service provider will then take action to get the required processes completed to enable the subscriber to get connected to his network. Porting has to be completed within 7 working days. TRAI has put a ceiling of Rs. 19/- on porting charges which the new service provider may collect from the subscriber. Post-paid subscribers before making the porting request, have to make sure that their last bill has been paid failing which the request for change to new service provider shall be rejected. In the case of pre-paid subscriber any balance amount left will not be carried forward when the number is transferred to the new service provider.

Deptt. introduced .......POSTMASTER Cadre.

Directorate vide their letter No. 4-17/2008-SPB-II dated 22/11/2010 has issued orders for introduction a separate cadre of Postmasters comprising the following grades by carving out the posts from existing General Line posts as orders in their letter No. 13-2/2010-PE-I dated 3/3/2010.
1. Senior Postmaster (116 Posts) - Rs. 9300-34800 + 4800 GP
2. Postmaster  Gr. III (495 Posts - Rs. 9300-34800 + 4600 GP.
3. Postmaster Gr. II (511 Posts) - Rs. 9300-34800 + 4200 GP.
4. Postmaster Gr. I (2097 Posts) - Rs. 5200-20200 + 2800 GP.

The recruitment rules of the above stated grades have been framed and notified.  the number of posts in various grades of the Postmaster carved out of the existing General Line posts in various Postal Circles will be issued by Directorate separately.
Selection criteria for Postmasters Cadre is as under :
I. A separate cadre of Postmasters has been created at the level of LSG, HSG-II, HSG-I and PS Gr. B by carving out the cadre from the existing General Line Cadre posts in Postal Wing and PS Gr. B and designated as Postmaster Gr. I, Postmaster Gr. II, Postmaster Gr.II and Senior Postmaster.

II. Initial constitution of the various Grades of Postmasters shall be done by inviting options/applications from the existing incumbents of LSG, HSG-II, HSG-I in post offices and PS Gr. B.

III. In subsequent years all the vacancies in Postmaster Gr. I shall be filled up through a Limited Departmental Competitive Examination, from amongst PAs with 5 years regular service in the grade.

IV. All the vacancies in Postmaster Gr.II posts shall be filled up by promotion from amongst Postmaster Gr. I with 6 years regular service in the grade (including regular service in LSG, if any).

V. All the vacancies in Postmaster Gr. III posts shall be filled up by promotion from amongst Postmaster Gr. II with 5 years of regular service in the grade (including regular service in HSG II, if any).

VI. 25% vacancies in the grade of Sr.Postmaster will be filled up by promotion of Postmaster Gr. III with 2 years of regular service in the grade (including regular service in HSG I,if any) and 75% by Inspector of Posts (IPOs) with 6 years of regular service in the grade on the basis of Limited Departmental Competitive Examination (LDCE).

VII. The officials in PS Gr. B and Senior Postmaster (Gazetted) would be eligible for induction in IPoS Gr. A on the basis of a consolidated eligibility list.

Options / applications along with bio-data will be called for from the willing officals holding the posts in the equivalent grades for appointment as Postmaster grade I, II and III respectively.  Once an official submits his application he will not be allowed to withdraw the same. The applications received from officials will be placed before Screening Committee for assessing their suitability based on their ACRs and vigilance clearance provided they attain the minimum bench mark of 'Good'. Time line also framed by the Directorate.  Last date for receipt of options / applications along with bio-data  is 15/1/2011. Appointment orders will be issued on 16/3/2011 and selected Postmasters will be deputed for training.

Today (23/11/2010), following transfer orders in SAG cadre is issued by Directorate.

Last SC candidate is Mr. Ram Lal (1988 batch). List is not released. Circle wise allotment is said to be made in the next month.

Laptops to Divisional Heads.

Directorate has decided to provide laptops to all Divisional Heads under XI Plan Scheme during the current financial year. The process for selection of vendors under DGS&D Rate Contract has already been over. 

There are no orders issued for supply of laptops to all IPs/ASPs in the Country. Our Secretary (Posts) has only given assurance in her speech during the last All India Conference held at Delhi. CHQ is processing the matter with Directorate.

Decision : IP examination result is announced. Four candidates from Mumbai Region has been declred successful. Decision : This item is already replied vide above item. In respect of ad-hoc arrangement APMG (Staff) will please do the needful.

4. Issue of posting orders on promotion.
Decision : Orders have already been issued.

DEARNESS ALLOWANCE JAN 2011, MAY EASILY REACH 50%.


Central government employees always welcome the announcement of dearness allowance. Now the expectations are doubled in Dearness Allowance(DA), because" DA January 2011" is a major step up to the government employees.  All fixed allowances will increase up to 25%, if the dearness allowance cross over 50%.

In July 2010, 10 % DA announced by central government. Earlier it was 35%. Hence in  the month of September Central Government Employees received 45% DA and its  arrears.

July AICPIN was 178, August AICPIN was also 178, and September AICPIN was 179  According to this index number, DA  stands now at 48.6%, so  DA may reach  easily to  50% with in three months.

Confederation of central govt employees and workers Secretary General published a circular in his blog on 30-10-2010. In that he mentioned about " DA  Jan 2011".  They decided to adopt a comprehensive charter in the next meeting of the national council.
Central government employees are confident that the DA component will cross over 50% and will  enjoy the benifits of increasing fixed allowances.

Sub-Revision in rates of remuneration for performing duty as Invigilators in the examinations

Respected Madam,
          Your goodself is well aware that Inspector, Posts cadre is having important role in each and every examination conducted by the Department either on working days or Sundays/Holidays. Generally, most of examinations are conducted on Sundays without any compensatory off to our cadre. Work related to examination is an arduous nature of duty and is assigned to one’s own duty/work. At present, IPs/ASPs engaged for examination duties are being paid honorarium of Rs.20/- for single duty and Rs.40/- for full day duty. These rates were fixed by the Department in the year 1972 and a period of more than 38 years has since been elapsed but no revision has been carried out whereas SSC/UPSC are revising these rates periodically. At present, SSC is paying Rs.250/- for single duty & Rs.300/- for full day duty and UPSC is paying Rs.350/- per day to Group B officers.
       In view of above facts, it is urged that rates of remuneration may kindly be revised immediately at least at par with the rates being paid by SSC. In the meanwhile, orders may kindly be issued for grant of compensatory off to all IPs/ASPs engaged in upcoming examination for Direct Recruitment to the cadre of PA/SA scheduled to be held on 14-11-2010 throughout India.
      An early positive action along with a line in reply will be highly appreciated.

Protection of Women against Sexual Harassment at Workplace Bill, 2010

The Union Cabinet today approved the introduction of the Protection of Women against Sexual Harassment at Workplace Bill, 2010 in the Parliament to ensure a safe environment for women at work places, both in public and private sectors whether organised or unorganized. The measure will help in achieving gender empowerment and equality.

The proposed Bill, if enacted, will ensure that women are protected against sexual harassment at all the work places, be it in public or private. This will contribute to realisation of their right to gender equality, life and liberty and equality in working conditions everywhere. The sense of security at the workplace will improve women's participation in work, resulting in their economic empowerment and inclusive growth.

Salient features of the Bill are as follows:

The Bill proposes a definition of sexual harassment, which is as laid down by the Hon'ble Supreme Court in Vishaka v. State of Rajasthan (1997). Additionally it recognises the promise or threat to a woman's employment prospects or creation of hostile work environment as 'sexual harassment' at workplace and expressly seeks to prohibit such acts.

The Bill provides protection not only to women who are employed but also to any woman who enters the workplace as a client, customer, apprentice, and daily wageworker or in ad-hoc capacity. Students, research scholars in colleges/university and patients in hospitals have also been covered. Further, the Bill seeks to cover workplaces in the unorganised sectors.

The Bill provides for an effective complaints and redressal mechanism. Under the proposed Bill, every employer is required to constitute an Internal Complaints Committee. Since a large number of the establishments (41.2 million out of 41.83 million as per Economic Census, 2005) in our country have less than 10 workers for whom it may not be feasible to set up an Internal Complaints Committee (ICC), the Bill provides for setting up of Local Complaints Committee (LCC) to be constituted by the designated District Officer at the district or sub-district levels, depending upon the need. This twin mechanism would ensure that women in any workplace, irrespective of its size or nature, have access to a redressal mechanism. The LCCs will enquire into the complaints of sexual harassment and recommend action to the employer or District Officer.

Employers who fail to comply with the provisions of the proposed Bill will be punishable with a fine which may extend to 50,000.

Since there is a possibility that during the pendency of the enquiry the woman may be subject to threat and aggression, she has been given the option to seek interim relief in the form of transfer either of her own or the respondent or seek leave from work.

The Complaint Committees are required to complete the enquiry within 90 days and a period of 60 days has been given to the employer/District Officer for implementation of the recommendations of the Committee.

The Bill provides for safeguards in case of false or malicious complaint of sexual harassment. However, mere inability to substantiate the complaint or provide adequate proof would not make the complainant liable for punishment.

Implementation of the Bill will be the responsibility of the Central Government in case of its own undertakings/establishments and of the State Governments in respect of every workplace established, owned, controlled or wholly or substantially financed by it as well as of private sector establishments falling within their territory. Besides, the State and Central Governments will oversee implementation as the proposed Bill casts a duty on the Employers to include a Report on the number of cases filed and disposed of in their Annual Report. Organizations, which do not prepare Annual Reports, would forward this information to the District Officer.

Through this implementation mechanism, every employer has the primary duty to implement the provisions of law within his/her establishment while the State and Central Governments have been made responsible for overseeing and ensuring overall implementation of the law. The Governments will also be responsible for maintaining data on the implementation of the Law. In this manner, the proposed Bill will create an elaborate system of reporting and checks and balances, which will result in effective implementation of the Law.

Promotion to PS Gr. B cadre.

Circle Office is likely to issue promotion order in PS Gr. B cadre soon. The post of ADPS (SB/FS) in Circle Office, Sr.PM, Panaji HO and Sr. PM, Satara HO are vacant.

Bi-Monthly Meeting with PMG (MM)

Bi-monthly meeting scheduled to be held with PMG (MM) on 17/11/2010 is preponed to 16/11/2010. Problems related to RMS wing will be discussed in the said meeting. All Members are once again requested to send issues to be taken up in the meeting to Circle Secretary.
