The birthday of Shri Guru Gobind Singh has been shifted from 5th January 2012 (15 Pausha 1933 SE, Thursday) to 31st December 2011 (10 Pausha 1933 SE Saturday). Modification had been made on the basis of amendments in the critcrion of the festival falling on Lunar tithi - Pausha Sukla Saptami instead of Solar Date of January 5. Accordingly, there will be Restricted Holiday on 3lst December, 2011 on account of birthday of Shri Guru Gobind Singh.

Enhancement of SB Allowances to PAs

Enhancement of SB Allowance to PAs working in Savings Bank Branches.

The undersigned is directed to refer to this office letter of No. 2-2/93-SB Dt. 08.10.2004 (SB Order No. 17/2004) vide which it was conveyed that Ministry of Finance (DEA) has conveyed its approval for increase in the SB Allowance from Rs.60 to Rs.150 & from Rs.30 to Rs.75 per month wef 08.10.04.

02. After implementation of 6th CPC, increase in teh SB Allowance was taken up with MoF (DEA), which has not vide its OM No. 17/1/2001-NS-II Dt. 10.06.11 has conveyed its approval for enhancement of SB Allowance as per the following rates wef 01.09.08.

01. Staff Fully engaged in SB / SC work - present Rs.150 - new rate from 01.09.08 Rs.300.
02. Staff Partially engaged in SB / SC work - present Rs.75 - new rate from 01.09.08 Rs.150.

03. All other conditions for grant of SB Allowances will remain unchanged.

CBDT Notification on exemption of Filing IT return

The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will be due on July 31, 2011. Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return.Such individuals must report their Permanent Account Number (PAN) and the entire income from bank interest to their employer, pay the entire tax by way of deduction of tax at source, and obtain a certificate of tax deduction in Form No.16. Persons receiving salary from more than one employer, having income from sources other than salary and interest income from a savings bank account, or having refund claims shall not be covered under the scheme. The scheme shall also not be applicable in cases wherein notices are issued for filing the income tax return under section 142(1) or section 148 or section 153A or section 153C of the Income Tax Act 1961.
NOTIFICATION NO. 36/2011 F. NO. 142/09/2011 (TPL), DATED 23-6-2011
In exercise of the powers conferred by sub-section (1C) of section 139 of the Income-tax Act, 1961 (43 of 1961), the Central Government hereby exempts the following class of persons, subject to the conditions specified hereinafter, from the requirement of furnishing a return of income under sub-section (1) of section 139 for the assessment year 2011-12, namely :—

Class of Persons
1. An Individual whose total income for the relevant assessment year does not exceed five lakh rupees and consists of only income chargeable to income-tax under the following head,—

(A) "Salaries";
(B) "Income from other sources", by way of interest from a savings account in a bank, not exceeding ten thousand rupees.
Conditions
2. The individual referred to in para 1,—
(i) has reported to his employer his Permanent Account Number (PAN);
(ii) has reported to his employer, the incomes mentioned in sub-para (B) of para 1 and the employer has deducted the tax thereon;
(iii) has received a certificate of tax deduction in Form 16 from his employer which mentions the PAN, details of income and the tax deducted at source and deposited to the credit of the Central Government;
(iv) has discharged his total tax liability for the assessment year through tax deduction at source and its deposit by the employer to the Central Government;
(v) has no claim of refund of taxes due to him for the income of the assessment year; and
(vi) has received salary from only one employer for the assessment year.
3. The exemption from the requirement of furnishing a return of income-tax shall not be available where a notice under section 142(1) or section 148 or section 153A or section 153C of the Income-tax Act has been issued for filing a return of income for the relevant assessment year.
4. This notification shall come into force from the date of its publication in the Official Gazette

Respected Madam,

Your kind attention is invited to our letter of even no. dated 23.12.2010 (copy enclosed) on the subject mentioned above.

This issue is pending since November 2009 and we have taken up the above matter with the Department repeatedly and also held informal meetings with the DDG (Estt.). We have also taken up this issue as an item in the agenda for periodical meeting. Unfortunately, no meeting has been conducted by the Department. However, the Department is holding regular meetings with the Postal JCA comprising NFPE, FNPO and GDS Unions. We have also requested to your goodself by our letter dated 31.05.2011 for grant of personal interview to discuss our long pending genuine demands but the same has not been granted so far. This is very crucial and important issue agitating the minds of our members and there is a great resentment among them.

Association gave its proposal in writing for merger of the post of Inspector, Posts & Assistant Superintendent, Posts and designating the merged post as Inspector, Posts or Assistant Superintendent, Posts as may be decided by the Department but retaining the Gazetted status to the existing incumbents in Assistant Superintendent, Posts grade till their promotion / retirement. If the Department feels problem in merger of the post of IP and ASP, then the post of ASP may be merged with PS Group B with a Grade Pay of Rs.4800/- with effect from 01.01.2006 as both the posts are Gazetted Group B & difference of Grade Pay is only Rs.200/-.

This Association urges upon the Department to consider up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of the post of ASP with the post of PS Group B with a Grade Pay of Rs.4800/- .

The Association shall be grateful if an immediate meeting on the above subject is conducted by the Department to discuss and resolve this issue positively.

Respected Madam,

Your goodself is well aware that 141 posts of HSG-I in Postal Wing through out the country belong to IP Line officials. You are also well aware that post of HSG-I IP Line / ASP are promotional posts for Inspectors Posts. ASPs holding the posts of HSG-I are in gazetted status whereas General Line officials holding the posts of HSG-I are in non-gazetted status.

Service Unions representing General Line officials in HSG-I are demanding that 141 posts of HSG-I IP Line may be transferred to General Line to increase their promotional avenue. Their demand is not justified consequent upon introduction of Postmaster cadre in Postal Wing as their promotional avenues have already been increased.

In view of above facts, our Association urges upon the Department that 141 posts of HSG-I IP Line may be re-designated as "Assistant Superintendent Posts" in order to differenciate between HSG-I IP Line officials and HSG-I General Line officials as there is no financial implications.

Post Office savings accounts to be taxed from current fiscal


The government has decided to levy tax on the interest obtained on Post Office savings schemes from the current financial year.

The Central Board of Direct Taxes ( CBDT )) has brought out a notification in this regard recently, which stipulates that any interest earned beyond Rs 3,500 (in case of individual accounts) and Rs 7,000 (in case of joint accounts) will be taxable from the running fiscal.

The CBDT-- which is the administrative authority of the Income Tax Department-- has issued the notification to all the tax collection ranges across the country for implementation.

Taxpayers will have to reflect this investment on their income tax returns.

"Taxpayers who now invest in the post office saving accounts schemes will now have to show the interest earned on this scheme while filing their income tax returns. Interest upto Rs 3,500, in case of single accounts and and Rs 7,000 in case of joint accounts, is exempted," a senior I-T official said.

The Assessing Officer (AO) will compute the tax on the interest earned, beyond the exemption limit, accordingly, he said.

The current interest rates for Post Office savings deposits is 3.5 per cent per annum.

The minimum investment limit in this scheme is Rs 50 while the maximum limit is Rs one lakh for an individual account and Rs 2 lakh in case of a joint account.

GS Desk...Revised Charter of Demands


On the basis of feedback received from CHQ Office Bearers / Circle Secretaries, CHQ has made some modifications in the charter of demands. Revised Charter of Demands is reproduced below for information of all members. This will be submitted to the Department shortly.

i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-.

ii. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.

iii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e.,
649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.

iv. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of IP Line through seniority from 75% to 87%, IP Line through LDCE from 19% to 10% and General Line from 6% to 3%.

v. Supply of Laptops to all IPs/ASPs.

vi. 141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.

vii. Revision of rates of remuneration for performing duty as Invigilators in the examinations.

viii. viii. Promotion earned through examination should not be counted while granting MACP.

ix. Holding of periodical meetings with the Association at regular intervals. No
periodical meeting has been held since long time despite submission of agenda for the same.

GS Desk ...CHQ decision in connection with strike w. e. f. 5/7/2011.

Dear Friends,

In response to the Email/SMS sent to all CHQ Office Bearers and Circle Secretaries on 10.06.2011, Two Circle Branches have not replied so far. One Circle Branch is defunct. 19 Circle Branches have replied as follows:

No. of Circles not in favour of Strike : 5

No. of Circles not taken any decision and left the decision to CHQ : 7

Majority of the Circle Branches are not in favour of the strike. Hence, CHQ is not issuing strike notice with effect from 05.07.2011. Decision regarding strike/agitational programme will be taken by ensuing Central Working Committee of the Association. In the meantime, CHQ will try its best to get our demands fulfilled through negotiations with the Department.

Extension of support to proposed indefinite Strike from 05-07-2011



All are well aware that CHQ has already extended its support to the indefinite strike call from 5th July 2011 given by Postal JCA comprising NFPE, FNPO and GDS Unions.

General Secretary requested to consult our CWC members and take a decision whether we should also go for strike and issue notice to the Department for strike with effect from 05.07.2011 for non settlement of our cadre issues and inform our Circle decision by 13.6.2011.

It is therefore requested to all the members particularly CWC members to convey your opinion over phone/email before 13/6/2011 (Morning) so that our Circle/s decision can be informed to CHQ. ..........Circle Secretary


People above 60 may get Old Age Pension

The government plans to lower by five years the existing age bar of 65 for getting Indira Gandhi Old Age Pension to benefit lakhs of people across the country.

Besides, there is a plan to double the quantum of pension to people above 80.

These proposals are likely to come up before the Union Cabinet at its meeting here tomorrow, official sources said.

The scheme is a part of the National Social Assistance Programme of the central government.

It has been a long-pending demand to lower the age of old age pension beneficiaries to 60 and the proposal if approved could benefit lakhs of aged people including widows and people living below poverty line.

Moreover, the government has proposed to increase the old age pension amount for people above 80 years by more than double.

Will Kisan Vikas Patra be discontinued?

Government Panel recommendations on small Investment Schemes
NEW DELHI: A government panel, set up to review the small investment schemes of post offices and banks, has recommended discontinuation of the popular Kisan Vikas Patra, among other changes.

The committee has also proposed a 0.5% raise in the interest rate for post office savings account to 4%, reduction in the maturity period of National Savings Certificates (NSCs) to five years from six, and raising the annual contribution limit in Public Provident Fund ( PPF )) toRs 1 lakh, from the current Rs 70,000.

The panel, headed by Reserve Bank of India (RBI) deputy governor Shyamala Gopinath, submitted its report to the finance minister on Wednesday, a finance ministry statement said.

The proposals are in line with the suggestions made by experts, the RBI and commercial banks to ensure transparency, have market-linked rates, and reform the small savings plans offered by the government.

If the proposals are accepted, it could lead to big changes in the way the National Small Savings Fund (NSSF) is managed and the returns it generates for investors.

The finance ministry had formed the panel after it accepted the recommendations of the 13th Finance Commission to examine all aspects of the National Small Savings Fund.

To address the need for a long-term investment instrument, it has recommended introduction of a 10-year NSC scheme. The panel has also adviced benchmarking of interest rates on other small savings schemes to rates of government securities of similar maturity with positive spread of 25 basis points with two exceptions.

The first is 100 basis points spread for senior citizens' schemes, keeping in view its social objective, and the second is 50 basis points spread for the recommended 10-year NSC, keeping in view of its higher illiquidity.

These rates may be notified by the government afresh at the beginning of every financial year based on the average yields on government securities in the previous calendar year.

Bankers say the recommendations are in the right direction. "We will have to study them in detail, but it certainly looks like a first step in the right direction," said RK Bansal, executive director, IDBI Bank .


The committee has proposed that the mandatory component of investment of net small savings collections in state government securities be reduced to 50%. States can access up to 80% of NSSF for financing their annual expenditure.

The funds are given as a 25-year loan carrying 9.5% interest, higher than rates at which states can borrow from the market.

The balance amount could either be invested in central government securities or could be on-lent to other states on basis of requirement or could be lent for financing infrastructure projects requiring long-term finance, according to the panel.

It has been proposed that the tenure of these loans may be reduced from the current 25 years, including moratorium of 5 years, to 10 years.

Subject: - Extension of PPF Scheme up to Post Offices with sanctioned strength of 2+1 ('A' Class Post Office) w.e.f 1.7.2011.

Sir / Madam,

The undersigned is directed to say that PPF Scheme was introduced by the Government through PPF Act 1968 and was initially made operational through designated bank branches. The Scheme was introduced up to Head Post Office level w.e.f 1.1.1979 and further extended up to LSG Post Offices w.e.f 1.7.1988. A review has been undertaken in this office to expand its operations to other Post Offices and it has been decided to expand the operation of this scheme up to 'A' Class Post Offices i.e where one SPM and 2 PAs are sanctioned.

2. The scheme will be made operational in such post offices w.e.f 1.7.2011. It is pertinent to mention that the scheme is a centralized one under which second set of data is to be maintained in SBSO at HPOs like savings account and all functions like Opening of account, registration of nomination, Interest Calculation, Sanction of Loan, Sanction of Withdrawal, Closure Sanction etc. are to be done at HPO level.

3. It is requested to circulate this letter to all Head Post Offices and 'A' Class post offices along with sufficient copies of all related forms/ledgers so that no one can find it difficult to make the scheme operational. It may also be ensured that working strength of such post offices may not become single handed at any point of time. Copy of PPF Rules framed by Min. of Finance under PPF Act 1968 and PPF operative rules given in POSB Manual Vol-I are enclosed for circulation to such post offices.

This issues with the approval of Secretary Posts.

New Examination System- Conducting LDCE for the year 2011

A copy of Postal Directorate Letter No. A-34020/08/2010-DE dated 30.05.2011 on the above subject is reproduced below :-

I am directed to say that after introduction of New Examination System in the Department of Posts, Applications under RTI Act 2005 are being received from several candidates seeking following clarifications on the syllabus prescribed for different examinations :-

(i) Intimate the Postal Manuals in which the syllabus/subjects are available ;
(ii) What is meant by " Accounts" ?
(iii) What is meant by " Material Management" ?
(iv) Model Question Papers suggested by the Examiners to the Department for adoption in the Examination ;

2. It is clarified that as per the new system of departmental examinations, all the Question Papers will be objective type Multi Choice Questions (MCQ) pattern and no books are prescribed. Candidates have to acquire knowledge from the following sources :

(i) With reference to the available Postal Manuals in the PSDs/ Indiapost Website.
(ii) Approved reference Books like FRs/SRs, Manual of Office Procedures, Marketing etc.which are already available in the market and also
(iii) From the experience gained by the candidates in their day to day work.

3. It is also informed that there is no scope for supply of Model Question Papers as the Question Papers will be objective type (MCQ pattern) and will mostly be given on the subjects prescribed in the syllabus and a single answer has to be given by the candidate. This may be circulated among all the candidates.

Subject: Conclusion of Special Recruitment Drive launched for filling up the backlog reserved vacancies of Persons with Disabilities.
The undersigned is directed to refer to this Department's OM of even
number dated 27.1 1.2009 whereby a Special Recruitment Drive for filling up the backlog reserved vacancies of SCs, STs and OBCs was launched. It was stipulated that all the backlog vacancies existing in the Ministries / Departments and its Attached Offices / Subordinate Offices / Public Sector Undertakings / Autonomous Bodies etc. as on 1 5.1 1.2009 shall be filled up by 15.7.2010. It could, however, not happen. The Drive was, therefore, extended upto 3oth June 201 1 vide OM of even no. dated 04.0 1.20 1 1 and all the Ministries / departments were requested to make concerted efforts to fill up the backlog reserved vacancies which had remained unfilled till then during the extended period of the Drive.
2. In view of the fact that the drive would conclude on 30.06.2011, it is requested that earnest efforts be made to fill up all the identified backlog vacancies by the said date.
3. All Ministries / Departments are requested to submit the progress of the drive to this Department, in preformed already prescribed earlier, in respect of the Ministry / Department and all its attached subordinate offices and autonomous public sector undertakings by 20.07.2011.
4. It may be noted that progress of the drive is to be submitted to the
Cabinet immediately on completion of the drive and as such it would be important that complete and up to date information is sent to this Department by the above date so that correct progress may be reported to the Cabinet, for which Ministry / Department would be responsible.

Sub: EXTENSION OF SUPPORT TO THE PROPOSED INDEFINITE STRIKE CALL GIVEN BY POSTAL JOINT COUNCIL OF ACTION.

As all of us are well aware the Postal Joint Council of Action comprising NFPE, FNPO and GDS Unions has given a joint call for indefinite strike from July 5th 2011. The Department is going ahead with the Mail Network Optimisation Project recommended by the multinational consultancy called Mckinsey, which will have for-reaching implications. Thousands of Post Offices and RMS Sorting Offices are under the threat of closure. Unfortunately, the Department is not ready to take the employees or their Unions/Associations into confidence while implementing such measures. The other issues raised in the charter of demands are also equally important.

The Inspector, Posts cadre is one of the most neglected cadre in the Department. We are forced to work day and night for achieving targets fixed by the superiors, in addition to our day-to day inspection and other routine work without any extra remuneration. We are doing an excellent work as the middle level managers. Inspite of all this, our genuine demands for up-gradation of Grade Pay and better promotional avenues have not yet been considered positively by the Department. Our minimum demands for up-gradation of Grade Pay for Inspector, Posts and cadre restructuring to ensure better promotional avenues are still pending. We are in dark when these demands will be accepted by the Department for implementation. Our letters and memorandums are not being considered in a positive manner. There is great resentment among the IPs and ASPs working through out the country against the attitude of the Department.

We are seriously considering the appeal from the Postal JCA to join the strike. Pending decision by our Central Working Committee, we hereby extend our full and whole hearted support to the proposed indefinite strike from July 5th. We like to make it clear that we shall not act as strike breakers. However, it is also made clear that we shall work within the sphere of duties of Inspector, Posts cadre only in the event of the strike.

No need to file IT Return for annual Income up to Rs 5 Lakhs


New Delhi, May 31 (PTI) - As many as 85 lakh salaried tax payers with an annual income of up to Rs 5 lakh will not have to file income-tax return from now onwards, a Finance Ministry official said "No income-tax returns would be required for salaried persons earning up to Rs 5 lakh per annum. We would notify this in first week of June," outgoing Chairman of Central Board of Direct Taxes Sudhir Chandra told reporters here.The scheme would be applicable from assessment year 2011-12 onwards. This means that the salaried persons eligible under the scheme would not have to file returns for the financial year 2010-11 in 2011-12 (assessment year). However, such tax payers would have to file return if they want to claim refunds, Chandra said.

On 2/6/2011, General Secretary visited Postal Directorate and he has noticed that, ACRs/APARs from Bihar, Gujarat, Kerala, Rajasthan, M.P. & U.P. Circles have not been received so far for the holding DPC for the year 2011. Circle Secretaries of these Circles are requested to please arrange for submission of the same from their Circles so that DPC could be held as early as possible.  

Staff taking loan from Departmentt also consumer:


LUCKNOW: In some good news for government employees, Lucknow's consumer dispute redressal forum has ruled that government employees who take loans from their departments and pay interest on the sum will henceforth be regarded at par with other 'consumers' of the department.
The ruling was made in response to a complaint made by Ahmad Hussain, a retired official of the postal department. During his years at the department, Hussain took a loan of Rs 69,620 for constructing a house.
The defending party, in this case the Department of Post and its officers, in their counter-affidavit submitted to the forum accepted that Hussain was an employee of the postal department and that he had taken a loan. Officials of DoP also accepted that the complainant had re-paid the loan with an interest amount.
The forum, in the matter, observed that the complainant is a consumer because he took a loan from his department and paid interest on the same. Granting of a loan to an employee was a service given by the postal department to Hussain.
Further, by earning interest on the loan amount the department also made profits on the service rendered.
In such situations, the forum added, despite being an employee of the department, the complainant will also be considered a consumer of the department. Despite the fact that complainant paid back the loan along with an interest, postal department could not return the complainant's document. "This amounts to lack in service," observed the forum. The DoP has now been ordered to not only return Hussain's original documents within a month from getting the certified copy of the forum's order, but also pay him a compensation amount of Rs 5,000 for mental harassment and another Rs 5,000 as litigation cost.
