Minutes of Bi-monthly Meeting with PMG Aurangabad Region.

 The minutes of the Bi-monthly meeting held with PMG Aurangabad Region is reproduced herewith.

Item No. 1 : Due to shortage of IP/ASPs the Divisional Heads are ordering to IP/ASPs to hold additional charge of any other vacnt Sub Division.  IP/ASP who is holding the additional charge of another Sub Division has to carry out anual inspections, to attend enquiries, to carry out investigations in fraud cases etc of additional Sub Division. But the Divisional Heads are not approving additional mileage of 200 kilometers to the concerned IP /ASP. Therefore, it is requested to issue instructions in this regard to concerned Divisional Heads.

Reply : Whenever additional charge is given to a ASP / SDI Sub Division and he is doing full work of other sub division i.e. inspection, inquiry, investigation etc. in that case he may  be allowed to claim additional milage up to 200 Kms.

Item No. 2 : IP/ASPs has ordered to work as enquiry officer / presenting officer in Rule 10, Rule 14 cases after completion cases, many of the IP / ASP has submitted Honorarium bills for sanction but since last 1 year honorarium bills has not been sanctioned. Hence requested to sanction bills.

Reply : All honorarium claims/bills have been sanctioned on 6-8-2010. No honorarium bill is pending in this office as on today. However, next time minimum charge may be sanctioned.

      The officers have to give an option under FR 22 (1) (a) (i) to get their pay fixed in the higher Grade Pay as the case may be either from the date of finanical upgrdtion or from the date of their next increment viz. 1st July of the year. the pay and the date of date of increment would be fixed in accordance with clarification No. 2 of Department of Expenditure's OM No. 1/1/2008-10 dated 13-9-2008.

PIL on retirement age of civil servants.

A PIL was filed in the Lucknow bench of the Allahabad High Court on 25/9/2010, seeking direction to extend the retirement age of officers of India Civil Services from 60 years to at least 65 years.

Neelendra Pandey, a local social worker, stated in his PIL that he is aggrieved with discrepancies in the retirement policy of different government services.

He said IAS, IPS and IFS officers retire at 60 years, while people of about 80 years and sometime even more continue as President, Prime Minister, Governor and Chief Minister, Minister and MLAs.

Professors and doctors of Central universities and institutions like AIIMS retire at 65 and primary school teachers retire at 62, Pandey said while terming the retirement policies as defective and challenging the same.

He requested the court to direct Central government to consider making a universal retirement policy for all public servants.

Updates on IP Examination 2009.

A number of telephone calls are receiving from members and IP aspirants as to when the result of IP examination 2009 result will be declared by the Department.  There is no authentic source to confirm the actual position of the result. However, it is learnt from CHQ that, the result of IP Exam-2009 is expected around first week of October, 2010.

Payment of DA to Central Govt. employees w.e.f. 1/7/2010.

Ministry of Finance, Department of Expenditure vide their memo No. 1(6) /2010-E-II (B) dated 22nd September, 2010 has issued orders for payment of Dearness Allowance to Central Govt. Employees .

Subject : Payment of Dearness Allowance to Central Govt. Employees ... Revised effective from 1/7/2010.

              The undersigned is directed to refer to this Ministry's Office Memorandum No. 1 (3) /2009-E-II(B) dated 26th March, 2010 on the subject mentioned above and to say that the President  is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 35% to 45% with effect from 1st July, 2010.
2.           The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3.            The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4.            These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence andMinistry of Railways, respectively.
5.              In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

                  As a follow up of the order passed by the Hon’ble Delhi High Court on 6/5/1997 in CWP No. 1827/97, All India Association of Postal Supervisors (General Line) is deemed to be recognized association as it was, on the date of passing of the order, notwithstanding the fact that it has not been participating in the verification process, in view of the High Court order.

                  With the issue of this communication, the trade union facilities being availed by other Service Associations / Unions in respect of these categories of staff stand withdrawn.

                   As regards GDSs, order will issue separately.

Stepping up of pay of Senior Direct Recruit appointed before 1.1.2006 Junior Direct Recruited official appointed on or after 1/1/2006.

Directorate vide their memo No. 1-9/2010-PCC (Pt) dated 14/9/2010 informed that, Ministry of Finance, Department of Expenditure, Legal Cell under U. O. No. 18/28/2010-Legal dated 30/8/2010 has agreed to the greed to the proposal for stepping up of the pay of the Senior directly recruited official appointed before 1/1/2006 with his direct recruited junior appointed after 1/1/2006 subject to fulfillment of the following conditions.

1.    Stepping up the basic pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basic pay of the seniors will be stepped up with reference to the basic pay of the directly recruited junior provided they belong to the same seniority list.
2.    Further, Government Servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 1/1/2006 as laid down in Section II  of Part A of First Schedule to the CCS 9RP) Rules, 2008, if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them.
3.    Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increments at the time of recruitment.

It was further mentioned in the said order that, the clarification given by Ministry of Finance, Department of Expenditure may not, however, be applied in cases of promote officials promoted before 1/1/2006 with reference to their juniors appointed as direct recruit on or after 1/1/2006 finding  place in the same seniority list.

Guidelines on Air Travel on Tour / LTC.


Ministry of Finance, Department of  Expenditure vide their Office Memorandum No. 19024/1/2009-E.IV dated 16th September, 2010 has issued the following Guidelines on Air Travel on Tours / LTC.


Subject: Guidelines on Air Travel on Tours / LTC.

This Department is receiving repeated references seeking clarifications with regard to purchase of Air tickets through authorized agents and relaxation for travel by Airlines other than Indian Airlines. The following guidelines may be noted for compliance:

1. On Official Tours :

(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry's OM No. 19024/1/2009-E.IV dated 13.07.09.

(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.

2. LTC :

(i) Travel by Air India only.

(ii) In Economy class only, irrespective of entitlement.

(iii) LTC-80 ticket of Air India only to be purchased.

(iv) Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No. 31011/6/2002-Estt.(A) dt. 02.12.09).

3. LTC for J & K :

(i) Relaxation to travel by Private Airlines to visit J&K while availing LTC is available to all the categories of Govt. employees, including those entitled to travel by Air [DoPT OMs No. 31011/2/2003-Esst.(A-IV) dated 18.06.10 and 05.08.10 refer].

(ii) For purchase of Air tickets, however, the procedure as given under para 2 (iv) above should be followed.

4. All Ministries/Departments of Govt. of India are requested to strictly adhere to these instructions.

Merger of RSD Mumbai with RSD Nasik.

The proposal for merger of RSD Mumbai with RSD Nasik has taken up with Directorate by Circle Office. Directorate has raised some queries about utilization of the surplus posts of Gr. B and Gr. C categories with detailed justification. The proposal for utilizatinon of surplus Gr. B posts is to be approved by the Postal Services Board in consultation with Integrated Finace Wing as per the delegated powers of redeployment.

Supplementary Result of PS Gr. B ... Shri B. M. Meshram ASP, Bhandara Sub Division

Directorate vide memo No. A-34013/1/2008-DE dated 03-09-2010 has declared supplementary result of one candidate of SC category in IPO Line in PS Gr. B Examination 2003-2006 held on 16-17th February 2008.

The result of Shri B. M. Meshram (Roll No. MH/67/Gr.B/03-06/2008), ASP, Bhandara Sub Division (under Nagpur MFL Division) which was held up due to provisional candidature was released and he was declared successful as selected against SC vacancy in the said examination. Shri B. M. Meshram is placed at S. No. 63 in the list of successful candidates of PS Gr. B Examination 2003-06.

10% hike in DA w.e.f. 1st July 2010.

Union Cabinet on Thursday approved 10 % hike in Dearness Allowance (DA) for Central Government Employees and pensioners considering the high rate of inflatiion in the past six months. DA now will be 45% of the basic pay. The increased 10% DA will be released with effect from 1st July 2010. The Central Staff already get 35% of their basic pay as DA. The proposed increase is in accordance with the formula devised by the Sixth Pay Commission to compensate for price rise.

Sub: Child Care Leave in respect of Central Government employees as a result of Sixth Central Pay                Commission recommendations - Clarification regarding

The undersigned is directed to say that this Department has been receiving representations from Government Servants through various quarters like the Public Grievances Cell/Associations etc requesting to review the decision to allow Child Care Leave (CCL) only if the employee has no E.L. at her credit.

2. This Department's O.M. No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave in respect of CentralGovernment employees and subsequent clarifications vide O.Ms. dated 29/9/2008, 18/11/2008 and 2/12/2008 were reviewed.

It has now been decided in consultation with Department of Expenditure, to delete the condition that CCL can be availed only if the employee concerned has no Earned Leave at her credit, subject to the following conditions:-

(i) CCL may not be granted in more than 3 spells in a calendar year.

(ii) CCL may not be granted for less than 15 days.

(iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

3. It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

4. These orders take effect from 1.9.2008. Earned Leave, if any, availed by women employees before availing CCL subsequent to the issue of the OM 13018/2/2008-Estt.(L) dated 18/11/2008 may be adjusted against CCL, if so requested by theemployee.

Health insurance scheme for CENTRAL GOVT. EMPLOYEES on anvil


The government has formulated a scheme that will allow its employees to choose between a health insurance plan provided by an insurer or that from state-run Central Government Health Scheme (CGHS).

At present, the Central government employees are covered under the CHGS scheme, being operated by the health ministry.

"The scheme is already formulated...It will open the choice for government servants,"G C Chaturvedi, Additional Secretary in the Finance Ministry told news agency. The new scheme, which will be placed before the Union Cabinet for approval soon,will immediately benefit at least three lakh Central government employees, he said. The new scheme, Chaturvedi said, will be more beneficial to the employees who are
posted at places where there are no CGHS dispensaries or they are far away from theplace of posting.

CGHS dispensaries and hospitals are located only in 26 places in the country."Those who are residing outside CGHS dispensaries areas will immediately opt for it...There are over three lakh employees which will immediately opt for it, others will take some time," Chaturvedi said.

The government had earlier appointed a inter-ministerial committee to work out a health insurance scheme to supplement the CGHS scheme to provide better coverage to its employees.

Service Discharge Benefit Scheme (SDBS) for the GDS


The department has released orders on discharge benefits scheme which is in lieu of pensionary benefits and the existing severance amount scheme. This scheme is optional for the existing GDS employees and compulsory for those entering into service from 1.1.2011.The GDS who are left with only three years or less service shall not be eligible. For opted to new scheme, the severance amount @ Rs.1500 per annum for every completed years of service will be added to the accumulated contributions at the time of discharge for annuitization.

Govt shall contribute Rs.200/- and no recovery from GDS. The contributions shall be credited to the Trustee Bank designated by the PFRDA. Not eligible during Put Off periods, Provisional appointments and substitutes. On promotion, the accumulations shall be transferred under New Pension Scheme.  On attaining the age of 58, the GDS can withdraw 20% of the accumulations.  At the time of discharge 60% will be paid. 40% shall be invested for purchase a Life Annuity from Insurance Company. On removal & dismissal no amount will be paid. Option should be given before 30.9.2010.

Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allownace (TRCA).

Sub: Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance
       (TRCA) and payments of arrears to Gramin Dak Sevaks consequent on implementation  
       of  ecommendations of One-man Committee.

Sir/Madam,

I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.

2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dated 09.10.2009. The rates of Honorarium applicable are as under:

(i) Fixation of Time Related Continuity Allowance (TRCA)
A ) Fixation of Time Related Continuity Allowance (TRCA) as on 1.1.2006 by the OA of Divisional Office Rs.5 for each Gramin Dak Sevak

B) Checking of fixation sheet by the Asstt. Supdt. of Post Offices/Inspector posts as the case may be Rs.2 for each Gramin Dak Sevak

(ii) Drawal of Arrears
A) Drawal of arrears of Time Related Continuity Allowance (TRCA) and entry in the original Bill. Rs.1 for entry for each Gramin Dak Sevak for each month.

B) Checking of drawl of Arrears and entry in the original Bill by the supervisors in the HO/HRO Rs.1 for each Gramin Dak Sevak

(iii) Post Check of the drawl by Pre- Check unit Rs. 2 per case.

3. The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.

4. The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.

5. The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.

6. This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.
