Recognition of Service Associations under CCS (RSA) Rules - 1993.

Directorate vide their letter No. 13/01/2010-SR dated 22nd September, 2010 has issued orders regarding recognition of Service Associations under CCS (RSA) Rules, 1993 – Declaration of results of the verification process 2010. The copy of said letter is reproduced herewith.

Sir/Madam,

            I am directed to refer to the Department’s letter of even number dated 18/2/2010 regarding re-verification of membership of Service Associations for the purpose of grant of recognition and to say that on the basis of results of re-verification through check off system, it has been decided to recognize the following Service Associations in the Department of Posts for a period of five years.

1. Group ‘C’ (Postal) :

A) All India Postal Employees Union Group ‘C’.

B) National Association of Postal Employees Group ‘C’.

2. Group ‘C’ RMS including MMS :

A) All India RMS and MMS Employees Union Group ‘C’.

B) National Union of RMS and MMS Employees Group ‘C’.

3. Group ‘D’ Postal including Postman.

A) All India Postal Employees Union Postmen and Multi Tasking Staff / Gr. D.

B) National Union of Postal Employees Postmen and Group ‘D’/Multi Tasking Staff (MTS).

4. Group ‘D’ (RMS & MMS) including Mail Guards.

A) All India RMS & MMS Employees Union Mail-Guards & MTS.

B) National Union of RMS & MMS Employees Mail-Guards & MTS.

5. Postal Civil Wing (Gr. ‘C’ &’D’) including JE.

A) National Union of Postal Civil Wing Non-gazetted Employees.

B) All India Postal Civil Wing Employees Association.

6. Postal Accounts Employees Gr. ‘C’ & ‘D’ including JAO.

A) All India Postal Accounts Employees Association.

B) Bharatiya Postal Accounts Officers Employees Associations Gr. C and D.

7. SBCO.

A) All India Savings Bank Control Employees Union.

B) All India Postal SBCO Employees Association.

8. PSS Group ‘B’ Officers Association.

Postal Officers Association (India).

9. AAO / AO / Sr. AO.

All India Postal Officer’s (Accounts) Association.

10. IPO / IRM Association.

All India Association of Inspectors and Assistant Superintendents Posts.

11. Mail Motor Service.

All India Mail Motor Service Officers Associations.

12. Stenographers.

All India Postal Stenographers Association.

                 The above Associations have obtained requisite percentage of membership in their respective categories. Due to number of representations received from staff side, the result in respect of Service Associations related to category of ‘Circle Office Administrative Staff (Gr. ‘C’ & ‘D’)’, is under review of the Department and will be declared separately.

                  As a follow up of the order passed by the Hon’ble Delhi High Court on 6/5/1997 in CWP No. 1827/97, All India Association of Postal Supervisors (General Line) is deemed to be recognized association as it was, on the date of passing of the order, notwithstanding the fact that it has not been participating in the verification process, in view of the High Court order.

                  With the issue of this communication, the trade union facilities being availed by other Service Associations / Unions in respect of these categories of staff stand withdrawn.

                   As regards GDSs, order will issue separately.

Note : 

All India RMS Assistant Superintendents and Inspectors Association has failed to secure 15% membership and it has not been recognized by the Directorate.
