I am enclosing herewith a copy of
application dated 28/11/2012 received from Gautam Kumar, Inspector Posts,
Suryapet East Sub Division, Suryapet 508213 regarding inter-circle transfer
under Rule 38 of P&T Manual Vol. IV from Andhra Pradesh Circle to
Maharashtra Circle.
The applicant is a surplus candidate of Sub Inspector of CISF (Ministry
of Home Affairs) and allotted to Postal Department in February, 2011 in Andhra
Circle. The applicant is permanent resident of Maharashtra Circle. He has
already worked for 9 years away from his native place while working in CISF. The
applicant has applied for Inter-Circle transfer on family ground. He has also completed
his probation period very successfully in Andhra Pradesh Circle.
This Association would like to bring to your kind notice that Directorate
vide their memo No. A-141-177/2009-SPB-II dated 14th December, 2010
has issued guidelines for Inter-Circle transfer of Inspectors of Posts under
Rule 38 of P&T Manual Vol. IV. In
the said memo it has stated that minimum service limit is 3 years for surplus
qualified IPs and CPMG of the Circle where the IPs are working would be
competent to permit such transfer in consultation with the CPMG of the Circle
where the transfer is sought for by the individual.
This Association would like to further state that, in Maharashtra Circle
there are sufficient number of vacancies in IP cadre in each region.
In view of the above, it is requested to kindly take up the issue with
CPMG Andhra Pradesh Circle for consideration of transfer to of above named
official to Maharashtra Circle.

P&T Manual Vol. IV from Maharashtra Circle to Kerala Circle.
The applicant is a surplus candidate of 2009 batch and allotted to
Maharashtra Circle. The official’s
representation is self explanatory. The applicant has applied for
Inter-Circle transfer on family ground. The medical papers attached to his
representation may kindly be seen.
This Association would like to bring to your kind notice that, Directorate
