Sub : Utilisation of surplus PS Gr. B post of erstwhile Supdt. RSD Mumbai as Sr.PM, Chembur HO (Maharashtra Circle).

Respected Madam,

          This Association would like to invite your kind attention to this letters of even number dated 18/5/2012 followed by reminders dated 20/9/2012, 6/12/2012 & 6/2/2013 on the above captioned subject.  This issue was also discussed with your honour during the informal meeting held on 6/2/2013 and it was assured that an early action will be initiated at Directorate level, but till date nothing is heard. 

          This Association requested Directorate for optimum utilization of human resources in our Department through above referred letters. Establishment review is one of the tools to identify places where posts are surplus and where same needs to be redeployed for its proper utilization. It is also intimated that Chembur HO is located in prime area in Mumbai City and is also important station as far as business and other postal operations are concerned, as such, the expectations from this Head Post Office are manifold. Keeping in view the importance of location coupled with workload, this HO is fully justifies for up-gradation to a Gazetted HO (PS Gr. B). It is to further state that, Chembur HO is one the HO in Maharashtra Circle identified for CBS. Due to increase of work load and establishment, the then CPMG Ms K. Noorjehan has strongly recommended the up-gradation case of Chembur HO (IP Line HSG-I) to Gazetted Line (PS Gr.B).

          In view of the above, this Association urge to kindly look into this important aspect personally taking into consideration of optimum utilization of human resources properly and cause to issue necessary orders for up-gradation of Chembur HO (IP Line) into Gazetted HO (PS Gr. B) by redeploying the erstwhile surplus post of Supdt. RSD, Mumbai at the earliest. This will ensure optimal utilisation of post of Supdt. RSD for implementation of CBS project. CPMG Mumbai has already recommended this issue under their letter No. Estt/2.4(31)/II dated 22/2/2005, 16/11/2005 and Estt/1-Four Monthly Meeting/10 dated 12/10/2010. The brief history of the case is appended to this letter as Annexure-I.

          We hope that your honour will take the proper decision in this long pending item at the earliest and line in reply is requested.

ANNEXURE – I

The brief history of the case.

          A proposal, based on the establishment review of Chembur HO (HSG-I, IP Line) for the year 2003 which qualify for conversion to Gazetted HO (PS Gr. B) was submitted to Directorate by CO Mumbai vide their letter of No. Estt/2.4(31)/II dated 22/2/2205. In the said proposal, the post of Sr.PM Mandvi HO which was not justified as per norms, was identified for the proposed redeployment as Sr. PM, Chembur HO. In the year 2005, the post of Sr. PM Mandvi was redeployed to Circle office as AD (Inspection Cell) vide Dte. Letter No. 11-7/05-CP dated 8/6/2005 after its down gradation from HO to SO (HSG-I IP Line). Therefore, the post of Sr. PM, Mandvi HO was not available now for redeployment to Chembur HO.

          Directorate vide letter No. 25-19/2010-PE.I dated 28/1/2011 has approved the merger of RSD Mumbai with CSD Nashik with effect from 1/3/2011. Consequent upon the merger, the post of Supdt. RSD Mumbai is kept in skeleton form with effect from 1/3/2011. Surplus Gr. ‘C’ and MTS staff have already been redeployed by CPMG Mumbai to needy offices. Only the post of Supdt. is still kept in skeleton form. Therefore, this Association urges that, the surplus post of Supdt. RSD Mumbai in PS Gr. B cadre may be utilized for redeployment to Chembur HO on its up-gradation at the earliest.
