Promotion to PS Gr. B cadre and issue of promotion order of ASP cadre in Mumbai & MM Region.

General Secretary met with Hon'ble Chief Postmaster General and Postmaster General (Mail Management) who is holding additional charge of Postmaster General (Mumbai Region) and discussed the issues related to issue of promotional orders to PS Gr.B cadre on ad-hoc basis against the vacant posts in the circle and issue of posting orders of ASPs who have already been allotted to Mail Management and Mumbai Region.

          I am enclosing herewith a copy of representation dated 8th April 2013 received from 8376177-X WO Zaware Ravikumar Pandurang, 101, Area Postal Unit, PIN-902601 C/o 99 APO addressed to Director General in connection with incorrect checking of his answer paper of Paper-I (IPO) held on 13th October, 2012.

          Directorate vide its memo under reference has announced the result of the departmental examination for selection of the posts of Inspectors of Posts Examination for the year 2012 held on 13th and 14th October, 2012. It is noticed from the said result that, the above named official has shown secured 68 marks in Paper-I (IPO), where as answer sheet received by official under RTI Act, 2005 undoubtedly shows that he has correctly solved 105 questions which may get 210 marks instead 68.  His name was also shown wrong in the result list. The details of the candidate appeared in the said examination is furnished herewith for kind ready reference.

Subject : Filling up of vacant posts of HSG-I (IP Line) cadre.

Respected Madam,

               The Department has issued orders vide Memo No. 04-44/2012-SPB.II dated 18th April, 2013 permitting circles to fill up the vacant posts of HSG-I in Post Offices and RMS Offices on the basis of existing recruitment rules, as amendments of revised Rules of HSG-I have not been approved by DOP&T and UPSC. It is seen from the above memo that department has overlooked the fact that there exist HSG-I in IP line as well. No orders have been issued to fill the vacancies in HSG-I held by IP line officials thereby further eroding the promotional prospects of Inspectors causing frustration amongst the Inspectors cadre.

The Department has no any concrete steps to implant the accepted recommendations of the Second Cadre Review Committee also even after more than two decades. It is therefore in the interests of this cadre that the present cadre strength should be maintained and any attempt to reduce the cadre strength at HSG-I level without taking into account the declining promotional avenues of the Inspectors cadre would be detrimental to the interests of this cadre. It is apparent from the return of file by DOP&T that the proposed creation of separate cadre of Postmasters and that too by amalgamating the share of Inspectors cadre and General line had disturbed the subtle equation between the General line and Inspectors line and creates more problems to the administration than respite that could be visualized at present.

This Association is of the view that there is no need to seek any further clarification from DOP&T to fill the IP line vacancies of HSG-I particularly when these are to be filled on old recruitment rules which are otherwise common for that purpose and sanctioned posts. There should also be no mention about referring the matter to DOP&T in the said memo rather Circle should be given clear instructions to fill the vacant post of IP line too simultaneously but unfortunately this has not taken place.   

 It is therefore requested to kindly issue instructions to all Circles to fill all the vacant post of HSG-I (IP Line) on the same analogy as given in the case of HSG-I General line. If any change is still felt to be necessary in the interest of better efficiency, it would be only fit and proper that association may be consulted before revising the recruitment rules and resubmitting file to DOP&T.

Subject: Regarding non maintaining uniformity by Circles in making Adhoc  Promotion of ASPs to PS Gr. B Cadre.  

Respected Madam,  

The IP/ASP Association intends to bring to your kind notice how Circles are resorting to ad-hoc arrangement in total disregard to the statutory provisions on the subject as well as proper manpower management and career advancement of the employees. As explained in DOP&T’s O.M. No.28036/8/87-Estt.(D) dated 30.03.1988 read with O.M. No.28036/1/2001-Estt.(D) dated 23.07.2001, promotions/ appointments on ad-hoc basis are to be resorted to a post which cannot be kept vacant in consideration of its functional/operational requirement. In our Department, posts of PS Group ‘B’ are of such a nature that these cannot be kept vacant in the larger interest of department and public as well.
           Whenever  ad-hoc  promotions  are  found  inescapable  in  selection  posts  in  the  exigency  of  service,  the  same  should  be  ordered  only  from  amongst  the  senior-most  eligible  staff.  As  a  rule,  a  junior  should  not  be  promoted,  ignoring  his  senior  unless  the  competent  authority  ordering  the  ad-hoc  promotion,  considers  him  unsuitable.  Certain circles are over sighting these rules while making ad-hoc promotions. Assam Circle is set example where two juniors of Shri Ganesh Kumar Sarmah, ASP (HQ), Tezpur Division are still working on ad-hoc basis in PS Gr. B cadre at Circle office as ADPS (Mails) and ADPS (FS) ignoring the right of Shri Ganesh Kumar Sarmah. It means that inter-se-seniority has not been taken in to consideration while making the ad-hoc arrangements in PS Gr. B cadre.
           
           This Association therefore requested your honour to kindly issue instructions to all the circles to fill short term vacancies of PS Gr. B cadre on ad-hoc basis according to the guidelines issued by DOP&T and as per the inter-se-seniority cum fitness at the earliest and convene timely DPC in each cadre for career advancement of the employees and to avoid ad-hoc arrangements that is otherwise also creating ambiguities.

Subject : Non implementation of Modified Assured Carrier Scheme for Inspector Postts /Assistant Supdt. Posts cadre in true spirit.

 Respected Madam,  

               Your kind attention is invited to this Associations letter of even number dated 10/12/2012 and 4/3/2013 (copy enclosed) wherein justice being denied to our members due to non convening of DPC for grant of timely MACP by circles was brought to the notice of Directorate but unfortunately no attention seems to have been paid at Directorate level towards above said letters, as till this date, neither the above cited letters acknowledged nor replied.  

              This Association would like to bring to your kind notice that, DOPT has already issued crystal clear instructions under their OM No. 35034/3/2008-Estt(D) dated 19/5/2009 stating that cases maturing during the first half (April-September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year.  

           In view of the above, this Association has requested Directorate vide above referred letters to issue instructions to all circles to follow the orders issued by DOPT both in letter and spirit, but till date many circles have not convened their pending DPCs for MACP to IP/ASP cadre.  

          It is therefore once again requested to kindly issue strict instructions to all circles to convene the pending DPCs by the end of this month.

Union Cabinet approved 8% D.A.w.e.f from 01.01.2013


The Union Cabinet today gave its approval to release an additional installment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.

Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

Respected Madam,

          IPASP Association would like to draw your kind attention to their letters of even number dated 22/3/2012, 21/8/2012 and 29th October, 2012 on the above captioned subject.  The post of Inspector MMS and Assistant Manager MMS were already merged with nomenclature as Assistant Manager MMS but fresh recruitment rules for the post of Assistant Manager have not been framed by the Department despite request and reminders from this Association.  There are number of Assistant Managers posts are vacant in each and every circle in the country and due to non framing of recruitment rules, department has not conducted the examination for the vacant posts of Assistant Managers.  

                This Association would like to state that, our letter dated 21/8/2012 has already been forwarded to concerned Division by Section Officer (SR) under his letter No. 905/SR/12 dated 13/09/2012 for taking appropriate action in the matter, but till date neither fresh recruitment rules have been framed by the Department nor examination for filling up vacant posts of Assistant Managers in MMS has announced.

          It is therefore once again requested to put on place orders for finalization of the Recruitment Rules of the Assistant Manager MMS along with conducting of examination for promotion for concerned eligible staff in the cadre of Assistant Manager MMS.

          An early action is solicited please.
