Subject          :DPC for promotion to the post of  ASP from IP cadre.
           
            This is regarding holding of DPC meeting for promotion to the post of
ASP cadre from IP  for the year 2015-16.

            As per Directorate guideline Inspector of posts who have completed 03 years service in the grade as on 31-08-2015 are eligible for ASP promotion.
1.         Names of the eligible officials for promotion to the post of ASP as         per the new recruitment rules is listed in Annexure-A attached herewith
2.         It is requested to furnish the following :-

(a)             Proforma – I : Numerical Grading of all the APARs of eligible Officials for last Six  years i.e., from  year 2009-10 to 2014-15 may be forwarded (Format Attached). After noting the Grading in Proforma – I, it should be duly attested by Divisional Head.

(b)             Attested Copies of APARs of last 6 years : The officials under punishment/case pending / contemplated / suspended / adverse remark etc. may be furnished. Xerox copies of CRs should be forwarded to this office.

            (c)       Proforma – II : Certificate regarding communication of below                                      benchmark grading with the official (Format Attached).

(d)             Special Report in attached format
           
(e)             Punishment / Penalty Statement indicating particulars of current punishment, penalties against the officials.







1.                  As per DOP&T’s OM No.21011/1/2010 dated 13th April, 2010, if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2009-2010 which would be reckonable for assessment of his/her fitness, in such future DPCs contain final grading which are below the benchmark for his next promotion, before such ACRs are placed before the DPC, the concerned employee will be given a copy of the relevant ACR for his representation, if any within 15 days of such communication. On receipt of representation, if any, from the concerned officer, the competent authority shall take a decision on it. You are, therefore, requested to take immediate necessary action as per the above mentioned OM and furnish a certificate to this office in the enclosed proforma-II intimating that all the below benchmark gradings have been communicated. However, ACRs may not be kept pending for a reason of pending representation.

2.             If any of the officials have been given adverse entries and their representation against the communicated entries are pending, the same may be decided at the earliest under intimation to this office.

3.             Any change of position relating to vigilance/disciplinary cases initiated         against any of the above officials and decision, if any, taken in any      pending    cases   for   a   period   of   3   months   after   the documents
mentioned above are forwarded may be informed to this office for necessary action. Details of disciplinary action pending/contemplated, if any along with memo No. and date of issue of charge sheet may also be furnished.


4.                  All Divisions/Unit will submit  consolidated information in the prescribed proforma in MS Excel Format only on or before 31/08/2015 on E-mail  address apmgs.mah@gmail.com

7.    The requisite information/documents complete in all respect may kindly
     be submitted to this office on or before   31.08.2015  positively.
