Subject : Non convening of DPC for the promotion to Dy. Manager MMS. 

Respected Madam,            

        IP/ASP Association indeed to bring to your kind notice that, there are only 4 posts of Dy. Manager MMS available in all over India. The post of Inspector MMS and Assistant Manager MMS were already merged with nomenclature as “Assistant Manager MMS” but fresh recruitment rules for the post of Assistant Manager have not been framed by the department till this date. DPC for the promotion to the post of Dy. Manager was also not convened years together. Therefore senior incumbent of post of Assistant Manager are being deprived from the promotion and they are retiring as Assistant Manager whereas on other hand younger’s are enjoying these posts without their seniority. Secondly, Assistant Manager MMS are not allowed to write PS Gr. B examination. This is also one of cadre is totally neglected by the Department. As per rules, Manager MMS post is justified for having fleet of 10 vehicles, but this aspect was found never considered by the department and since last several years number of new MMS schedules were put into operation for smooth delivery of postal mails.  

This Association therefore requested your honour to take the review of all MMS units in the country for justification of additional Managers posts and also allow the Assistant Manager MMS to appear in the PS Gr. B examination and direct SPG Division of Directorate to convene the DPC for the promotion of post of Dy. Manager at the earliest.  

         It is expected that, your honour will take the decision on the above matters in positive way and the undersigned will be obliged with a reply.
