Hon’ble CAT, Hyderabad Bench had observed in OA No 1316/2011 on 21-12-2011 that there is no prohibition for the ASPs from appearing for the examination in the existing Dept. of Posts, Sr.Postmaster(Group B Gazetted), Postmaster(Grade III & II Group B Non Gazetted) and Postmaster(Grade I Group C Non Gazetted) Recruitment Rules 2010. A copy of the order is enclosed herewith.

In view of the above, clarification issued by the SPB Division of the Directorate is not in conformity with the orders of the Hon’ble CAT. Hence, it is requested to kindly re-consider the above clarification and arrange for allowing all ASPs to appear in the above examination and hold the examination only after amending the PS Group B Recruitment Rules as examination quota is already full.

NOTICE OF MOTION BY CAT, CHANDIGARH BENCH ON SR. POSTMASTER EXAMINATION

 IP/ASP Association of Punjab & Haryana Circle Branches have  jointly  filed  OA  in  Hon'ble  CAT, Chandigarh Bench  for the following reliefs:-
  1. Quash the letter dated 3.10.2011 by which Limited Departmental Examination for Promotion to the cadre of Sr. Postmaster(Gazetted)  has been ordered to be held on 31.12.2011 which is against the Department of Posts, Postal Supdts/Postmaster Group B Recruitment Rules, 1987 as amended from time to time as there is no vacant post in the quota prescribed under the rules as detailed in the preceding paras.
  2. Quash the letter dated 29.11.2011 by which the applicants have been informed that ASPO are not eligible for appearing in the examination.
  3. Quash the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade ‘III and II-Group B non-Gazetted) and Postmaster (Grade I-Group C Non-Gazetted) Recruitment Rules, 2010, i.e Postmasters Cadre Rules, 2010 run contrary to the Postal Services Postmaster Group B Rules, 1987 as amended from time to time, as the quota of the Inspector Line, has also been reduced from 19% and 75% by carving out the posts. 
  4. Issue direction to the respondents to consider the case of the members of the applicant No 1 Union and other applicants for promotion under these rules of 1987 in their quota and promote them from due date with all the consequential benefits and it be declared that the bifurcation of quota now carried out by the respondents is illegal, arbitrary and bereft of any discernible principle.
  5. Any other order or direction deemed fit and proper in the facts and circumstances of the case may also kindly be issued in favour of the applicants.
Above said OA no.1328/HR/2011 has been admitted by the Hon’ble CAT, Chandigarh Bench and notice of motion has been issued for 05/01/2012 with the interim orders to the Respondents. We will receive copy of the interim relief with in one or two days.

CO Mumbai vide memo No. STA/2-4/07011 dated 16/12/2011 has given consent for approval to grant speical casual leave on application to those who could not attend duties on 14/07/2011 and 29/08/2011 due to heavy rain and dislocation of train services in Central, Western and Harbour Railway local services in Mumbai.

CAT Hyderabad Orders on Sr. Postmaster Examination

Hon'ble CAT, Hyderabad Bench allowed OA No.1316/2011 and directed the CPMG, AP Circle, Hyderabad to take the list of willing and eligible ASPs from the Association and allow them to appear in Sr. PM Examination scheduled to be held on 31.12.2011.

Complete Order dated 21.12.2011. is furnished below :-

4. Today, I visited the Postal Dorectorate and met with concerned officers on the above subject. It has come to the notice of the CHQ that CAT, Ernakulam judgement is still under examination in the Department. File having certified copy of the judgement is likely to be sent to the Secretary, Department of Expenditure, MOF (Ist Respondent) with opinion of the Department for final decision in the matter shortly.

Subject: Re-vitalization of PLI/RPLI Agency System

Changes in the Agency System of PLI and RPLI:

Revision of the existing incentive Structure for Agents and field Officers of PLI & RPLI

            In pursuance of decision of Postal Services Board in its 1st meeting held on 07.08.2009 as circulated under Department of Posts letter No. 1-1/2009-PSB dated 20.08.2009 the following orders are issued to have effect from 01.10.2009: -

            In partial modification of Postal Services Board (2007) decision as contained in PLI Directorate orders No. 26-02/2003-LI dated 20.09.2007 Divisional Head is now delegated the powers to engage PLI Direct Agents. A minimum number of 20 PLI Agents should be engaged per division;

            PLI Agents /FOs (PLI) will be paid commission @ of 2% of renewal premium collected by them on PLI cash policies procured on or after 01.10.2009. This commission in over and above the existing commission based on sum assured of business procured;

            In partial modification of postal Services Board decision as contained in PLI Directorate orders No. 26/02/2003-LI dated 20.09.2007, Divisional Head is now delegated the powers to engage the RPLI Agents including Angan-wadi workers, Mahila Mandal workers, Ex-servicemen, retired School Teachers, SHGs, Gram Pradhan/Members of Gram Panchayats etc, in order to expand the agency base of Rural PLI. A minimum number of 30 RPLI Agents should be engaged per Division;

            RPLI Agents/Sales force will now be paid commission @ of 10% of first year premium and 2.5% commission on renewal premium collected by them on policies procured after 01.10.2009. An additional commission of 1.5% of premium will also be paid to group leaders/entrustees for collecting premium towards 1000 or more such RPLI policies procured on or after 01.10.2009.

2.         The detailed procedure of empanelment of Direct Agents is given in Appendix to this letter. Heads of Circles are requested to issue necessary instructions to all Divisions /Regions to commence the process of empanelment of Agents forthwith so that required number of agents are in place from 01.10.2009.

3. These orders shall also be applicable to Agents already working.

4. Operating and Accounting procedure is being issued separately. Necessary modification in the Software is being made and is being communicated.

5. This issues with the approval of competent authority.

DoP lose major chunk of revenue SMS, emails cause

New Delhi: The Postal Department has lost a major chunk of revenue from postcards, as this mode of communication has been replaced during the last decade by SMSes and emails with the volume of the handwritten letters going down as much as 72 percent.
"Approximately 277.57 crore post cards were posted during the year 2000-01 and the same declined to 78.86 crore during 2009-10, which indicates that there has been a reduction by approximately 72 percent in the usage of postcards since 2000-01," Minister of State for Communications and IT Sachin Pilot has said in a written reply to the Rajya Sabha.
He said the primary reason for the decline is on account of the rapid development in communications technology and increased use of mobile phone and emails for personal communication.
As more people switched to SMSes and emails for communicating with their loved ones, the postcard seems to have lost out in the race.
India is the fastest growing market in terms of mobile subscribers and has the second largest user base. According to the data released by the Telecom Regulatory Authority of India (Trai), mobile subscriber base stood at 881.4 million at the end of October, 2011.
Though the internet penetration in the country is still in its nascent stages, the country still boasts of over 100 million Internet users, which is one of the highest in the world.
The number of internet users in the country is also expected to touch 121 million by the end of this year, as per a study by internet and Mobile Association of India (IAMAI) and IMRB, giving more people access to means of communication like emails and social networking sites.
Social networking sites like Facebook and Orkut have also provided people an alternate platform to stay connected with their loved ones.
The Postal Department, however, is unperturbed. "The Department of Post has initiated a major IT induction project which is aimed at serving the customer better and meeting all their communication requirements, printed as well as electronic/digital," Pilot said.

New Pension scheme

New Pension Scheme (NPS) is a defined contribution scheme, its pay out depends upon the amount of contribution and the growth on the investment over a period of time for an individual while defined benefit schemes pay out is defined and is based on salary and number of years in service etc. at the time of retirement of an individual.
At the time of normal retirement after attaining 60 years, the subscriber can withdraw 60% of the accumulated wealth and will be required to invest remaining 40% of the accumulated wealth to buy a life annuity from insurance company approved by Insurance Regulatory and Development Authority (IRDA). The mandatory provision of annuitisation will be invested to buy life annuities as per various options available to him. The amount of annuity varies depending upon the option selected by him. Registration of ASPs (Annuity Service Providers) is under process and as soon as they get registered, other details will be made available.
In old pension scheme government pays pension after retirement as its liability while in NPS government co-contributes to employee during his service period to build up a corpus on which annuities will be paid.
This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in the Rajya Sabha today.

1.29 lakh branch post office to be modernised by FY''13: Pilot


New Delhi, Dec 7 (PTI) Over 1 lakh branch post offices will be equipped with IT infrastructure by 2012-13, Parliament was informed today. "About 24,015 departmental post offices have been supplied with computer hardware. The remaining 1,279 departmental post offices and 1,29,497 branch post office of the Department would be equipped with Information Technology infrastructure under ''India Post Technology Project-2012'' by 2012-13," Minister of State for Communications and IT Sachin Pilot said. There were 1,54,866 post offices in the country at the end of March 31, 2011, of which 24,015 are computerised and 12,202 have Internet connectivity, Pilot said in a written reply to Lok Sabha. In reply to another question, he said there were 98 Telegraph offices in the country as on November 30, 2011 and all of them are working on modern technology -- WTMS (Web Based Telegraph Messaging System). To yet another question, Pilot said India Post has signed an agreement with the National Stock Exchange on September 26, 2011, for installation of LCD screens in the post offices that is aimed at creation of financial literacy and awareness leading to financial inclusion. "All expenditure, except electricity charges on setting up of LCD screen in post offices, shall be borne by the NSE," the minister said.

This information was given by Minister of State in the Ministry of Communications and Information Technology SHRI SACHIN PILOT in written reply to a question (2145 – Shri M.B.RAJESH) raised in Lok Sabha on 07.12.2011 regarding the eligibility criteria for recruitment in Postal Department.

MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY ELIGIBILITY CRITERIA FOR RECRUITMENT

Question :-
(a) whether the Department of Posts has specified any fresh eligibility criteria for the posts of Postal Assistants and Sorting Assistants;
(b) if so, the details thereof and the reasons therefor;
(c) whether the Department has specifically excluded vocational streams from the recruitment process;
(d) if so, the details thereof and the reasons therefor;
(e) whether the Government proposes to amend the eligibility criteria to include vocational streams; and
(f) if so, the details thereof and the action taken in this regard?
Answer :-

(a) Yes Madam.
(b) The educational criteria and other qualifications required for direct recruits are:
(i) 10+2 standard or 12th class pass with at least 60% marks, from recognized University/Board of School Education/Board of Secondary Education with English as a compulsory subject (excluding vocational streams), 55% for other Backward Classes and 45% for Scheduled Caste/Scheduled Tribes.
(ii) Should have studied local language of the State or Union Territory of the concerned Postal Circle or Hindi as a subject at least in Matriculation or equivalent. Earlier “Scheme of Examination” for direct recruitment provided for, shortlisting of the candidates to the extent of 10 times of the reported vacancies, based on the marks obtained by them in 10+2 standard or 12th class. As per the amended Recruitment Rules, all candidates having the prescribed educational qualification and are otherwise found eligible would be called for appearing in the examination. Apart from it, the candidates who had studied Hindi up to Matriculation have also been made eligible. The said amendments in the Recruitment Rules have been done to widen the field of selection.
(c) The provisions of the earlier Recruitment Rules in this regard have been retained.
(d) Not applicable in view of reply to (c).
(e) No Madam.

Performance based incentive to Govt. employees.

NEW DELHI: The Central Government is contemplating introduction of a performance based incentive for its employees like in the private sector.
"The Sixth Pay Commission has recommended the introduction of a new performance based pecuniary benefit, over and above the regular salary, for Government employees.
"The benefit will be called Performance Related Incentive Scheme (PRIS) and will be payable taking into account the performance of the employees during the period under consideration," Minister of State for Personnel and Public Grievances V Narayanasamytold the Lok Sabha in a written reply.
"This recommendation has been accepted by the Central Government and guidelines are being worked out through inter-departmental consultation," he added.
