Income tax exemption for gratuity increased from Rs.10 lakhs to 20 lakhs w.e.f. 29.3.2018
Ministry of Finance has enhanced the income tax exemption for gratuity under section 10 (10) (iii) of the Income Tax Act, 1961 to Rs. 20 lakhs. Shri Santosh Kumar Gangwar, Minister of State for Labour and Employment has expressed hope that this would benefit those employees of PSUs and other employees not covered by Payment of Gratuity Act, 1972 and has thanked the Finance Minister for enhancing the exemption limit.
The ceiling of Gratuity amount under the Payment of Gratuity Act, 1972 has been raised from time to time keeping in view over-all economic condition and employers capacity to pay and the salaries of the employees, which have been increased in private sector and in PSUs.
The latest such enhancement of ceiling of gratuity was made vide Government of India Notification dated 29.03.2018 under which the gratuity amount ceiling has been increased from Rs.10 lakhs to 20 lakhs w.e.f. 29.3.2018.

Cabinet approves Delhi Metro's Phase -4 project
The Union Cabinet, chaired by the Prime Minister Narendra Modi has approvedDelhi Metro's Phase -4 projectcomprising of 3 - priority corridors. The total length of these 3 corridors is 61.679 km. Out of the total 61.679 km, 22.359 km will be built underground and 39.320 km will be constructed as elevated section. These corridors will consist of 46 stations, of which 17 stations will be underground and the rest 29 stations will be constructed as elevated sections.
The total completion cost of three metro corridors will be Rs.24,948.65 crore. The project will be implemented by Delhi Metro Rail Corporation Ltd. (DMRC), the existing 50:50 Special Purpose Vehicle (SPV) of the Government of India and Government of National Capital Territory of Delhi (GNCTD).
Connectivity Highlights:
1. Aerocity to Tughlakabad - 15 Stations (Aerocity, Mahipalpur, Vasantkunj Sector-D, Masoodpur, Kishangarh, Mehrauli, Lado Sarai, Saket, Saket G Block, Ambedkar Nagar, Khanpur, Tigri, Anandmayee Marg Junction, TughlakabadRIy. Colony, Tughlakabad)
2. R. K Ashram to JanakpuriWest - 25 Stations(R.K. Ashram, Motiakhan, Sadar Bazar, Pulbangash, GhantaGhar/SabziMandi, Rajpura, Derawal Nagar, Ashok Vihar, Azadpur, Mukundpur, Bhalaswa, MukarbaChowk, BadliMor, North Pitampura, Prashant Vihar, MadhubanChowk, DeepaliChowk, Pushpanjali Enclave, West Enclave, Mangolpuri, PeeragarhiChowk, PaschimVihar, Meerabagh, Keshopur, Krishan Park Ext., Janakpuri West)
3. Maujpur - Mukundpur - 6 Stations(Yamuna Vihar, Bhajanpura, KhajuriKhas, Soorghat, Jagatpur Village, Burari)
The 3 corridors consist of both underground (22.359 km) and elevated (39.320 km) sections.
Impact:
These corridors of phase - 4 project will expand the coverage of Metro network thereby connecting more areas of the national capital. On completion of these corridors, the Metro commuters will have more interchange stations which will connect the new corridors with the existing lines of Delhi Metro. The improved connectivity will offer commuters more options of travel by optimization of routes. The addition of 61.679 km network through these 3 new corridors will also reduce congestion on the roads and will thus help in reducing pollution caused by motor vehicles. The Tughlakabad - Aerocity corridor will further improve connectivity to the Airport. The total network length of the Delhi Metro will cross the 400 kilometre mark after the completion of these corridors.

Last Date for Filing of Annual Return in GST for the year 2017-18 extended up to 30th June, 2019
The GST law mandates filing of annual return in FORM GSTR -9 and FORM GSTR-9A. Vide Order No 3/2018-Central Tax, dated 31.12.18, the last date for filing the Annual Return for the Financial Year 2017-18 has been extended to 30th June 2019.
It is being informed to the trade and industry that the form is now available on the common portal for filing and taxpayers are requested to file their returns at the earliest.
Taxpayers may please exercise caution while filing this return as facility to revise the FORM GSTR -9 and FORM GSTR-9A is not available.

PM releases new series of visually impaired friendly coins
The Prime Minister, Shri Narendra Modi, today, released the new series of visually impaired friendly circulation coins,in New Delhi.Rs.1, Rs.2, Rs.5, Rs.10 and Rs.20 are the various denominations of coins released as part of the new series.
The coins were released at a function at 7, Lok Kalyan Marg, where visually impaired children were specially invited. The Prime Minister expressed happiness in hosting them and thanked them for giving him an opportunity to interact with them.
Releasing the new series, Prime Minister said that the Union Government is guided by the vision of reaching the last mile and the last person. He said the new series of coins have been designed and released keeping that vision in mind.
The Prime Minister said that the new circulation coins with various differentiating features, will greatly aid the visually impaired. The new series of coins will facilitate the visually impaired, and will instil them with confidence, PM said.
The Prime Minister mentioned about the various initiatives taken by the Union Government for the welfare of the Divyang community. He said that there is a sensitivity with the Union Government to make every initiative Divyang friendly.
The Prime Minister thanked the National Institute of Design for the design, Security Printing and Minting Corporation of India Limited and the Ministry of Finance for the introduction of new coins.
During the interaction with the Prime Minister, the children thanked the Prime Minister for introducing the new series of coins. They added that these coins will greatly ease their daily routine.
Various new features have been incorporated in the new series of circulation coins to make it more easy for the visually impaired to use them.
The coins are characterized by the increasing size and weight from lower to higher denominations. The newly included coin of Rs.20, will be a 12 sided coin with no serrations. The rest of the denominations would be of round shape.
Union Minister for Finance, Shri Arun Jaitley and Minister of State for Finance, Shri Pon Radhakrishnan were also present at the event.

Advanced Braking Systems Made Mandatary for Vehicles
The Ministry of Road Transport & Highways has decided to mandate advanced braking systems, technologies and performance requirements for improved road safety and reducing accidents. The provision will be binding on all vehicles with 9 seats and above. A notification to this effect was issued yesterday. The existing vehicles will be required to adopt new provisions with effect from April 2021, while all new vehicles rolling out from April 2022 will have these pre-fitted.
This includes mandatory fitment of Anti lock braking system, introduction of stringent braking performance, endurance braking requirements, intelligent braking system to assist drivers in managing braking force, and electronic stability for better stability and to reduce roll over. With this, Indian braking regulations will be at par with European standards.

Cabinet approves reservation in Teachers’ Cadre Ordinance, 2019
The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the proposal for promulgation of "The Central Educational Institutions (Reservation in Teachers' Cadre) Ordinance, 2019" considering the University/ College as a unit instead of 'Department/ Subject'.
Impact:
This decision is expected to improve the teaching standards in the higher educational institutions to attract all eligible talented candidates.
Benefits:
This decision will allow filling up of more than 5000 vacancies by direct recruitment in Teachers' Cadre duly ensuring that the Constitutional Provisions of Articles 14, 16 and 21 shall be complied with and stipulated reservation criteria for the Scheduled Castes/ Scheduled Tribes and Socially and Educationally Backward Classes are met with.

The required grading of “Very Good” will be applicable only in respect of ACRs from the current year, i.e. 2017 onwards. Subject: Dispensation of conditions of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ for admissibility of House Rent Allowance.
Several reference are being received in this Department to review the condition applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ for admissibility of House Rent Allowance as contained in Para 4(a) of this Department’s O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 read with Para 1(1) of O.M. No.11011/1/E.II(B)/75 dated 25.02.1977.
2. The matter has been examined in this Department and in supersession of Para 4(a) of this Department’s O.M. No. 2(37)-E.II(B)/64 dated 27.11.1965 read with Para 1(1) of O.M. No.11011/1/E.II (B)/75 dated 25.02.1977 and to simplify the procedure relating to grant of house rent allowance to Central Government employees, the President in consultation with Ministry of housing and urban affairs and the Staff side of the National council (J.C.M), is pleased to decide that the conditions of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ by Central Government employees to become eligible for House Rent allowance, are dispensed with for all places, in respect of General pool Residential Accommodation (GPRA) controlled by Directorate of Estates.
3. Ministries / Departments having their separate pool of residential accommodation for their employees other than GPRA, may adopt these provisions, wherever feasible.
4. These orders shall be effective from the date of issue of the orders.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.
