Sub: Submission of bills/claims through fax/e-mail or any other mode of communication upto 31st July 2021.
Please refer to HOrs. Circular dated 27th March 2020 vide which decision of the competent authority was conveyed for submission of bills through FAX/e-mail or any other mode of communication upto 31st March, 2020 followed by extension of provision upto 31st May, 2020, 30th June 2020 and subsequently upto 30st September, 2020.
2. Now, the competent authority has decided that the subject relaxation to be extended upto 31st July 2021 in view of current situation due to the pandemic subject to observance of following provisions and all necessary audit checks:
(i) The claims/bills/cash assignments etc. should be submitted by the Executive authorities/Units to the paying authorities using official e-mail ID only. PCDA/CDA offices may admit such claims subject to fulfillment of all audit requirements. This will be followed by ink signed copies of the bills/claims/cash assignment and other documents. Suitable mechanism may be established to watch the receipt of ink signed copies of bills/claims or any other documents to avoid any duplicate payments.
ii) In case of erroneous receipt of such bills/claim ete. pertaining to other paying authorities i.e, PCDA/CDA/Area Accounts Offices (AAO), should be forwarded to respective offices of PCDA/CDA/Area Accounts Office’s to avoid any duplicate payment.
iii) The Executive Authority/Unit will authenticate the copy of the claims/bills etc. submitted by the vendor under their signature and affix a certificate on the body of the bill to the effect that this is the first payment against the claim and under no circumstances this claim will be presented in future for payment again.
iv) A certificate will be affixed on body of the original bill to the effect that this bill has already been claimed through digital mode alongwith reference number and date of submission through online/e-mail should be furnished.

Many members of Central Secretariat Service have succumbed to COVID in one month
Around 50 government officials across ministries and departments in the national capital have succumbed to COVID-19 in just the past one month, according to a representation sent by the employees’ to the Centre.
The forum representing the officials of the Central Secretariat Service (CSS) has said at least 30 who died were under 40 years.
Vaccination camps
It demanded that the government organise vaccination camps for all the CSS employees on the lines of front-line workers on a priority.
On May 4, Minister for Personnel, Public Grievances and Pensions Jitendra Singh had tweeted that Department of Personnel and Training (DoPT) is organising a vaccine camp at North Block.
A CSS official however, said such camps were not enough. “North Block comprises the offices of ministries of finance, home and personnel. It [the camp] is barely enough for them. Many fear going to other government buildings to get the shots; this should be held at every government building,” said the official on condition of anonymity.
The Cabinet Secretariat will be organising a vaccination camp at the President’s House on May 17 for those above 45 years and on May 18 for employees in the 18-45 age group.
On April 19, the DoPT asked all central government offices to reduce the strength of under secretary and equivalent ranks to 50% in office. The deputy secretaries have, however, been asked to report daily.
The order has been extended till May 31. Pregnant women, persons with disability and those who live in containment zones have been exempted.

“In the age of digital India, why cannot government employees work from home? Hundreds of those who were infected were going to the office daily, many have died, leaving behind young children. We are demanding work from home as it will not impact productivity,” another CSS official said.
On May 6, the CSS forum tweeted: “It is disheartening that GoI [Government of India] has lost 50+ hard working CSS Officers in the span of just one month….We have requested @DoPTGoI on several occasions vide letters dated 27 & 29 April to implement Work From Home (WFH). In view of the dreadful situations in India and it being the World’s worst hit nation, but due to insensitive behaviour, we are losing the precious jewels of our bureaucracy and hard working officers every day. “
CSS officials provide support and continuity of the governmental system in the Central Government Secretariat and their sanctioned strength is around 23,000. According to DoPT, the CSS has been devised primarily to manage the middle level posts in the Central Secretariat, the headquarters of the Union Government, housing the offices of the central ministries and departments in Delhi.

DETAILS OF PACKAGE OF CONCESSIONS/INCENTIVES TO CENTRAL GOVERNMENT EMPLOYEES WORKING IN KASHMIR VALLEY IN ATTACHED/SUBORDINATE COFFEES OR PSUs FALLING UNDER THE CONTROL OF CENTRAL GOVERNMENT.
[Kashmir Valley comprises of ten districts namely Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal and Bandipora]
- a) Extension of Special concessions/incentives for a further period from 01.2020 to 31.07.2021 to Central Government employees working in the 10 districts of Kashmir Valley.
I. ADDITIONAL HOUSE RENT ALLOWANCE AND OTHER CONCESSIONS:
(A) EMPLOYEES POSTED IN KASHMIR VALLEY:
(i) The employees shall have an option to move their families to a selected place of their choice in India at Government expenses and the transport allowance for the families are proposed to be allowed as admissible in anent transfer inclusive of the Composite Transfer Grant at the rate of 80 per cent of the last month’s basic pay;
(ii) Departmental arrangements for stay, security and transportation to the place of work for employees;
(iii) Additional house rent allowance at the rate of Class ‘Y’ city (16 per cent of basic pay) for employees who leave their family at their last place of posting, except officials who have retained Government accommodation to accommodate their families and these employees shall be eligible for drawing the normal house rent allowance as well as at their place of posting if the Departmental arrangement is not made for his stay;
(B) EMPLOYEES POSTED TO KASHMIR VALLEY WHO DO NOT WISH TO MOVE THEIR FAMILIES TO A SELECTED PLACE OF
The per diem allowance of Rs. 113/ – per day is paid for each day of attendance to compensate for any additional expense in transportation from to and from office etc. in terms of the Department of Expenditure OM No. 19030/11/ 2017-E.N, dated 13.07.2017.
(C) THE PERIOD OF TEMPORARY DUTY EXTENDED TO SIX Months
For period of temporary duty, an incentive known as the Kashmir Valley Special Incentive will be paid at the following rates along with food charges (as per 7th Pay Commission norms), apart from departmental arrangements for stay, security and transportation:

II. MESSING FACILITIES:
- Messing allowance is paid @ Rs.97.85/- per day.
III. PAYMENT OF MONTHLY PENSION:
The pensioners of Kashmir Valley who are unable to draw their monthly pensions through either Public Sector Banks or Pay and Accounts Office treasuries from which they were receiving their pensions, are given pensions outside the Valley, where they have settled, in relaxation of relevant provisions.
NOTE :-
i. The package of concessions / incentives shall be admissible in Kashmir Valley comprising of ten Districts namely, Anantna Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal and Bandipora.
ii The Package of concessions / incentives shall be admissible to Temporary Status Casual Laborers working in Kashmir Valley in terms of Para 5(i) of the Casual Laborers (Grant of Temporary Status and Regularization) Scheme of Government of India, 1993.
iii. The benefit of additional house rent allowance admissible under the Kashmir Valley package shall be admissible to all Central Government employees posted in Kashmir Valley irrespective of whether they are natives of Kashmir Valley, if they choose to move their families anywhere in India subject to the conditions governing the grant of these allowances.
The facilities of Messing Allowance and Per Diem Allowances shall also be allowed to natives of Kashmir Valley in terms of the Kashmir Valley package.

Madam/Sir,
Every year, on the occasion of Republic Day, the Presidential Award of Appreciation Certificates & Medals are granted to the officers of the Department for :-
- Exceptionally Meritorious Service at the Risk of Life, and
- Specially Distinguished Record of
(2) The proposals for the Presidential Awards on the occasion of the eve of Republic Day, 2021 , have now become due for consideration. Accordingly , the following action plan is proposed:-
- To have greater transparency in the selection process, the criteria has been summarised in Annexure-1 and the same may be widely circulated to enable the officers to apply for the Every formation shall forward all the applications received from officers under their jurisdiction as well as the proposals of deserving officers nominated by them, along with their recommendation/ comments, in the format prescribed in the form of Proforma – I & II and Annexures – A to L enclosed with this letter.
- The applications received by the Members of the Board in respect of the officers working under them as well as the proposals of deserving officers nominated by them, along with their recommendation/ comments, shall be forwarded, to DRI or DGGI, as applicable, latest by 21.2020.
- All the Customs Zones shall forward the Applications received from officers under their jurisdiction as well as the proposals of officers recommended by them to the Director General of Revenue Intelligence (DGRI) latest by 21.09.2020.
- All the Central Tax/ Central Excise formations shall forward the applications received from officers under their jurisdiction as well as the proposals of officers recommended by them to the Directorate General of GST Intelligence (DGGI) latest by 21.09.2020.
- The Directorates, namely, Directorate General of Audit (DG Audit) , Directorate General of Performance Management (DGPM), Directorate General of Systems (DG Systems) , Directorate General of Vigilance (DG Vigilance), Directorate of Logistics (DoL), Directorate of Data Management (DOM), Directorate of Legal Affairs (DLA), Directorate General of Taxpayer Services (DGTS), Directorate General of Human Resource Development (DG HRD), Chief Commissioner (AR), Settlement Commission, GST Council, Authority for Advance Rulings, and all the Sections of CBIC which are dealing with GST matters, shall forward their nominations to DGGI by 21.09.2020.
- The Directorates, namely, DG Export Promotion (DGEP), DG National Academy of Customs, Indirect Taxes and Narcotics (NACIN), DG Safeguards, DG Valuation, Directorate of CRCL, Central Economic Intelligence Bureau (CEIB), DG Analytics and Risk Management (DGARM), Narcotics Commissioner, Gwalior, Enforcement Directorate, all the Sections of CBIC (other than those dealing with GST) and the officers on deputation (with other Organisations/ Ministries/ Departments) shall send their nominations to DGRI by 21.09.2020.
- DGRI and DGGI shall compile and scrutinize the nominations/ proposals so received, along with the nominations/ proposals of officers under their own jurisdiction , prepare a short list of recommendations and forward all the applications/ proposals , along with such shortlist to this office positively by 23.10.2020. For this purpose, the Proforma -Ill shall be used and the same duly completed be forwarded to this office for ready reference (in “editable” format).
- Soft copy of the proposals, both in PDF form and Editable/ Word document, shall be forwarded to DGRI/ DGGI (as applicable), with a copy to this office positively on or before 21.2020 through email to inv-customs@gov. in . The hard copies should be forwarded only to DGRI/ DGGI, as applicable.
- The recommending/ forwarding officers must certify that they have checked the details about the achievements of the applicant officers with the documents/ records, before forwarding the proposal(s) with their recommendations/ comments to DGRI/ DGGI, as applicable. It should be ensured that no additional documents are enclosed, other than the duly-filled in Application in the prescribed Proforma and the word limit provided for each column/ item is duly maintained.
3. Further, all the formations while forwarding/ recommending an Application/ proposal shall ensure that:
- Vigilance History of the Officer to be enclosed- All matters relating to Vigilance including any complaint/FIR/inquiry — past, present or contemplated — relating to the officers for whom proposal for grant of Presidential Award of Appreciation Certificates & Medals is being recommended/ forwarded are invariably brought to the notice of the Ministry while forwarding such Application/ Proposal.
- The proper authority/ Head of the Department, while recommending/ forwarding the Application/ Proposal should keep in mind the Instructions issued vide F.No.31/2/67/ADM-lll B, dated 8th May, 1969, for scrutinizing and recommending/ forwarding the cases of officers for consideration for the Awards, which have been summarised in the Annexure-1 to this letter.

Instructions on forwarding applications/recommendations for Presidential Award of Appreciation Certificates & Medals to be announced on the occasion of the Republic Day, 2021
1. The Award for Exceptionally Meritorious Service at Risk of Life and Specially Distinguished Record of Service is to be recommended on the basis of the following criteria (Based on Instructions issued vide F.No.31/2/67/ADM-III B, dated 8th May, 1969):-
A. Specific Guidelines for recommending Awards for Exceptionally Meritorious Service at the Risk of Life:
- Only those cases should be recommended for such Awards where the risk of life was grave and where the Officer knowing the risk involved in a particular act, still performed the meritorious act in question ;
- The time at which and the circumstances in which an act at grave risk to life was performed should be indicated and it should be clearly explained whether such an act was done single-handedly or with the assistance of other Cases in which the risk was merely a possibility should not be made much of in all cases including those in which seizures are made on the high seas at great risk to life and the officers are considered to be deserving of the award, all the attendant circumstances should be clearly explained and the gravity of the situation faced by the officers should be clearly brought out;
- Deserving cases of all officers (irrespective of their ranks) should be
B. Specific Guidelines for recommending awards for Specially Distinguished Record of Service:
- The cases of only those officers, who have consistently shown excellent performance during their day-to-day work and who have displayed exemplary devotion to duty, should be recommended for these Awards;
- No officer, who possesses a consistently outstanding record of service, should be left out merely for the reasons that during his/ her service career, he/ she did not have the occasion to perform any spectacular or sensational seizure; or the cases of officers who have made a number of seizures, over a period of several years, should not be ignored just because the value of seizures made by them is small; or because each seizure, taken by itself, did not disclose any extraordinary talent;
- Normally, only those officers who have put in a minimum of 15 years of service in the Department should be considered for such Award but in exceptional circumstances, the cases of the officers who have put in 10 years of service may also be recommended.
2. The word limits prescribed in the relevant columns shall be strictly adhered to.
3. the Proformas should be in A4 size paper and ‘Times New Roman’ Font, Size 11 should be used.

Department of Personnel & Training sponsors One Week In-Service Training Programme for All India Service (IAS, IPS &IFoS), Group ‘A’ officers working under Central Staffing Scheme and officers of Central Secretariat Service (CSS)/ Central Secretariat Stenographers Service (CSSS) (of the level of DS/Sr. PPS and above ) every year.
2. The calendar for the In-Service Training Programmes for 2020-21 has been finalized and uploaded on the website of this Department at www.persmin.nic.in. All AIS (IAS, IPS and IFoS) officers with minimum 4 years of service and up to the rank of Secretary to the Government of India/Chief Secretary and equivalent, Group ‘A’ officers working under the Central Staffing Scheme in the Government of India and officers of CSS/CSSS (DS/Sr. PPS and above) are eligible to attend the aforesaid training programmes.
3. All eligible IAS Officers are required to give their willingness through the Intra IAS portal. Other Group ‘A’ officers should apply in the proforma linked at www.persmin.nic.in. IAS officers are requested to send mail mentioning their names, Allotment Year and Cadre to persinfotech@nic.in/tdp-trg@nic.in for Username/Password related queries.
4. It is also requested that the officers may be encouraged to opt for those training programmes which are relevant to their current job as well as the kind of assignments they are likely to hold in future.

General Guidelines for In- Service Training Programmes for AIS Officers (IAS, IPS & IFoS), officers working under the Central Staffing Scheme, Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) Officers.
This is one-week In-Service Training Programmes for the year 2020-21 for AIS officers (IAS, IPS &IFoS) officers working under the Central Staffing Scheme and Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) Officers.
2. Eligibility:
(a) AIS officers (IAS, IPS &IFoS)
(b) Officers working under the Central Staffing Schemein the Government of India.
with minimum of 4 years of Service up-to the rank of Secretary to the Govt. of India and Chief Secretary in the State Govt. and equivalent.
(c) Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) Officers of the level DS/ Sr. PPS and above.
3. All the training programmes are residential in nature. Accommodation facility will be provided to the participants by the training institutes who are organizing the training programme.
4. The IAS officers are required to apply on-line through the Intra IAS portal. All other Officers are required to apply through the prescribed proforma available with these guidelines after obtaining approval of the competent authority of the Department/ Ministry/ State Government/ Cadre controlling authority concerned.
5. The Officers who are due for retirement may not be sponsored for the training programme scheduled in the month in which they are due to retire.
6. The Officers posted abroad are exempted from participation in the programme and their applications will not be considered.
7. The Officers are not allowed to apply or change options within 10 days of the commencement of anopted programme.
8. The Officers can attend only one In-Service Training Programme during 2020-21.
