Respected Madam,  

We would like to bring to your kind attention to my letter of even number dated 16-03-2018 addressed to your honour whereby it was requested to intervene in the pending issues concerned to the members of Association, but till date following issues are not resolved. This association will feel obliged your intervention on how best to get these long pending issues and other issues settled immediately.

GS visited Dte....

GS along with P. Ajith Kumar (Vice President), Sri Permanand ( OGS) and others met with the officers of the Dte. in the chamber of Ms. Achla Bhtanagar, Member (P). In the said meeting Ms. Manju Kumar, DDG(P) and Ms Smriti Sharan, DDG(Estt) were also present. All the matters were discussed in detail. 

1  Holding of DPC and LDCE for promotion to the cadre PS Gr. B for the year 2017-2018 & 2018-2019 : Dte. is working on it and as assured  by DDG(P) list of zone of consideration will be issued within 15 days.

2. Cadre restructuring of Inspector Posts cadre : Dte is working on it and outcome will come  within two to three month.

3. Issue of Final combined seniority list of Inspector Posts cadre for the  year 2001 and 2002. Also from the year 2003 onwards : Final combined seniority list of Inspector Post cadre for the year 2001 and 2002 will be issued within a month. Further Dte. is also working on issue of Combined gradation list from 2003 onward. DDG(P) assured that  the gradation list from 2003 onward  will be  issued in next two months after issue of Combined gradation list of 2001 and 2002.

4. Non Implementation of orders of Directorate issued under No. 2-12/2013-PCC dated 24.10.2017 by which the Grade pay of Inspector Of Posts has been upgraded to Rs. 4600/- (PB-2) w.e.f 01.01.2006. : In respect of Up gradation of pay file is pending with MOF from 20.04.2018.

5. Issue of clarification to Circles on drawal of one increment one promotion to ASP cadre during the period from 01.01.2006 to 31.12.2015, as ASP Posts carries higher responsibility than Inspector Posts : Clarification has been sought from MOF after receipt of the clarification instructions will be issued.

6. Inter Circle Rule 38 transfer cases of Inspector Posts cadre. Few circles are not relieving the IPs despite issue of orders of concerned circles : Needful  action will be taken as assured by DDG(P).

7. Holding of periodical meeting with Hon'ble Secretary (Posts) :Needful  action will be taken.

8. Clerical assistance to Sub Divisional Head :Needful  action will be taken.

9. Allotment of passed candidates of LDCE of PS Gr. B cadre held in 2012 & 18.12.2016 : They assured to issue the allotment order for the Candidates selected through LDCE 2012 supplementary result within a fortnight. As regards to the the candidates selected through LDCE conducted on 18.12.2016,  the allotment process is in progress and will be finalized after the allotment of LDCE 2012 supplementary results.

Apart from the above following issues were also discussed :

a) Issue of Inspection Questionnaire : Revised Inspection Questionnaire for HO is ready and will be issued very shortly.

b) Role Of ASP/IP  in IPPB : DDG(P) assured that the matter will be discussed with the IPPB  to have the clarity and justification regarding involvement of   ASP/IP  in IPPB work. Association requested for minimum involvement of ASP/IP in IPPB related activities as they have their own establishment.

c) Clarification on MACP : DDG(Esst) assured to look into the matter and will issue clarification shortly.

d) Training of ASP/IP on all new projects : DDG(P) assured that she will take up the matter with Training Division.

Subject: Regarding non-granting  MACP to IPs/ASPs Cadre officials since 01.01.2016 by various circles

Sir,

                Various circles are not conducting DSC for MACP to IPs/ASPs Cadre since 01.01.2016 quoting the Directorate letter No.7-8/2016-PCC dated 30.05.2017 under which the by DoPT has directed to maintain “status quo” in the case of fixation of the pay of IPs/ASPs, who had already been granted financial up-gradation under MACPS, in the event of up-gradation of Grade Pay of these cadres by the Seventh Central Pay Commission w.e.f. 01.01.2016:-

                In this regard, I would like to point out following lines for your consideration issue of suitable direction to the circles: -

1. Now, IPs have already been granted GP Rs.4600/- since 01.01.2006. There should not be any issue in fixation of Grade Pay of IPs cadre and granting MACP.
2. Regarding the Pay fixation of ASPs, again clarification should be asked from the DoPT for early settlement of the issue.
3. This is the case of fixation of pay of ASPs who had already been granted financial up-gradation under MACP. Only on the DOPT’s plea of the MACP of IPs/ASPs should not be kept held up.

In view of the above, it is requested to instruct all circles for grant of  the benefit of financial up-gradation under MACP to IPs/ASPs Cadre immediately.

Subject: Holding of DPC for promotion to the cadre of PS Gr. B for the year 2017 and 2018 & declaration of result of LDCE PS Gr B held on 18.12.2016.

Respected Madam,

                This association is highly obliged for declaring supplementary result of LDCE PS Group ”B”  result for the year 2012.This association also urges for early declaration of result  of LDCE held on 18.12.2016 for promotion to PS Group ”B” as well as for early convening of DPC for  promotion to PS Group- B cadre on seniority basis. The PS Group “B” exam was held on 18.12.2016, almost 15 months ago, but result is not declared yet . Many candidates are eagerly waiting for results so that they may plan accordingly as this month is most crucial being the end/beginning of academic year of children.

                                The process of convening DPC for year 2017 and 2018 is yet not started by the Directorate which is adversely effecting due and deserving promotion of the officers. It is painful to point out that every year there is delay in processing and holding of DPC for the promotion to the cadre of PS GR B for one or other reason. Para- 3 of  the the Department of Posts (Personnel Division) letter no. 25-10/2014-SPG dated 09.07.2014 coupled  with para-7 of DoP&T OM No.  22011/998- EStt (D) dated 08.09.1998 may kindly be revisited which provides that a DPC may take into account all clear expected vacancies by retirement in the concerned grade as well as chain vacancies on account of retirement etc. In the grades, like PS Group B, future vacancies can easily be forecasted in the same vacancy year and action to fill up such posts should be initiated in time. The following table may kindly be seen which contains information regarding the vacancy position in IP/ASP/PS Gr-B/JTS/STS in some circles.

                From the above table, it can be seen that huge number of posts in IP/ASP/PS Group ‘B’ cadre are lying vacant in all the Circles and IPs/ASPs are forced to hold additional charge of these posts. It is quite fair to conclude that such IPs/ASPs cannot perform reasonably well in respect of all units entrusted to them and cannot keep watch over the subjects of additional units which may lead to occurrence of fraud. And if any fraud occurs, none hears the voice of such IPs/ASPs and fixes them as offenders.

Non declaration/delay in declaration of LDCE result and non convening of DPC are not less than denial of legitimate and due right of IPs/ ASPS. Even after serving the department for more than 25 years in IP/ASP cadre, officers are not getting timely promotion and they are forced to work on ad-hoc basis for years together.   In every circle,  senior  ASPs are officiating against vacant post of PS Group B from years together but service rendered by them will not earn benefit being ad hoc arrangement is only for 11 months. The officers officiating on ad-hoc basis are not sure of their tenure & place of posting and an element of uncertainty is always around.  It is also painful to mention seniority of such officiating IPs/ASPs vary from Circle to Circle i.e. in some of the circles IPs of 1999 batch are officiating in the  vacant post of PSS Group B cadre and some of the circle IPs 2007 batch, which is causing dissatisfaction among the IPs/ASPs. Had the DPC and LDCE covering DoP&T instructions convened/conducted, such anomaly would have been averted. 

                                Therefore, kindly look into the matter and cause to declare result of LDCE held on 18.12.2016 as well as convening DPC for promotion PS Group ”B” and Circles may also be directed to fill all post of ASPs by convening immediate DPCs so that all get their due promotion in time. Action for filling up of vacant posts of Inspector should also be taken.

and submitted resolutions also.

Today, discussed the issue with concerned officers at Directorate about holding of DPC. I am told that the list of the officers who are in the zone of consideration will be circulated very soon. 

40th All India Conference at Rajgir (Bihar) in February 2018

It has been in informed by Shri Rajiv Kumar, Circle Secretary, All India Association of Inspectors and Assistant Superintendents Posts, Bihar Circle Branch that, 40th All India Conference will be held at Rajgir. The details are given below:

Shri Rajiv Kumar has already distributed/handed over donations coupons to all Circle Secretaries at the time of CWC Meeting held at Shimla (Himachal Pradesh). It is therefore requested to all Circle Secretaries to start the collection of donations from members and remit to CS Bihar Circle at the earliest. Bank details will be intimated soon.

Bihar State Tourism Development Corporation provides travel facility from state capital Patna to visit Bodh circuit (Bodhgaya, Rajgir, Nalanda, Vaishali, Kesaria, Lumbini, Kushinagar, Sarnath), Jain Circuit (Rajgir, Pawapuri) and Sikh circuit in Bihar.

Air: The nearest is Gaya International Airport, Gaya which is 78 km which is connected to International Destinations like Bangkok, Columbo, etc. Another airport is at Patna 101 km. Air India, Indigo, Jet Airways and Go Air connect Patna to Kolkata, Bengaluru, Mumbai, Delhi, Ranchi and Lucknow.

Rail: Rajgir railway station connects the city to other parts of country yet the nearest convenient railhead is at Gaya Junction railway station 78 km. The Bakhtiyarpur-Gaya line provides improved rail connectivity to many places.

Road: Rajgir is connected by road to Patna - 110 km, Nalanda - 12 km, Gaya - 78 km, Pawapuri - 38 km, Bihar Sharif - 25 km, etc.

Bus: Regular buses are available from all the above said points to Rajgir.

Local Transport: Taxis and Buses and Tongas are available.

Rajgir (originally known as Girivraj) is a city and a notified area in Nalanda district in the Indian state of Bihar. The city of Rajgir (ancient Rājagṛha; Pali: Rājagaha; Hindi: राजगृह) was the first capital of the kingdom of Magadha, a state that would eventually evolve into the Mauryan Empire. Its date of origin is unknown, although ceramics dating to about 1000 BC have been found in the city. This area is also notable in Jainism and Buddhism[3] as one of the favorite places for Lord Mahavira and Gautama Buddha and the well known "Atanatiya" conference was held at Vulture's Peak mountain.

Rajgir is connected to Patna via Bakhtiarpur by rail and road. Bakhtiarpur lies midway between Patna and Mokameh. Road access is by NH 30A to Bakhtiarpur and NH 31 towards south to reach Bihar Sharif. From Mokameh NH 31 to Bihar Sharif. From there, NH 82 will leads to Rajgir. Rajgir is around 100 KM from both Patna and Mokameh. It is located in a green valley surrounded by rocky hills, Rajgir hills. A daily Indian Railways train Shramjeevi Express connects Rajgir with the Indian capital New Delhi. The city was in a valley surrounded by seven hills: Vaibhara, Ratna, Saila, Sona, Udaya, Chhatha, and Vipula.

Rajgir has also developed as a health and winter resort due to its warm water ponds. These baths are said to contain some medicinal properties that help in the cure of many skin diseases. .Another attraction of the region is the ropeway that leads uphill to the Vishwa Shanti Stupa (Peace Pagoda), Makhdoom Kund and monasteries built by Japanese devotees of the Buddha on top of the Ratnagiri Hills.

History of Rajgir :

The name Rajgir came from Rājagṛiha 'house of the king' or "royal house", or the word rajgir might have its origin in its plain literal meaning, "royal mountain". It was the ancient capital city of the Magadha kings until the 5th century BC when Udayin(460-440 BC), son of Ajatshatru, moved the capital to Pataliputra.[4] In those days, it was called Rajgrih, which translates as 'the home of Royalty'. Shishunaga founded Shishunaga dynasty in 413 BCE with Rajgir as its initial capital before it was moved to Pataliputra.

Rajgir is also famous for its association with Mauryan dynasty Kings Bimbisara and Ajatashatru. Ajatashatru kept his father Bimbsara in captivity here. The sources do not agree which of the Buddha's royal contemporaries, Bimbisara and Ajatashatru, was responsible for its construction. Ajatashatru is also credited with moving the capital to Pataliputra (modern Patna).

The epic Mahabharata calls it Girivraja and recount the story of its king, Jarasandha, and his battle with the Pandava brothers and their allies Krishna. Jarasandha who hailed from this place, had been defeated by Krishna 17 times. The 18th time Krishna left the battlefield without fighting.[5] Because of this Krishna is also called 'ranachorh' (one who has left the battlefield).[6] Mahabharata recounts a wrestling match between Bhima (one of the Pandavas) and Jarasandha, the then king of Magadha. Jarasandha was invincible as his body could rejoin any dismembered limbs. According to the legend, Bhim split Jarasandha into two and threw the two halves facing opposite to each other so that they could not join. There is a famous Jarasandha's Akhara (place where martial arts are practiced). It is also mentioned in Jain and Buddhist scriptures, which give a series of place-names, but without geographical context. The attempt to locate these places is based largely on reference to them and to other locations in the works of Chinese Buddhist pilgrims, particularly Faxian and Xuanzang. It is on the basis of Xuanzang in particular that the site is divided into Old and New Rajgir. The former lies within a valley and is surrounded by low-lying hills, Rajgir hills. It is defined by an earthen embankment (the Inner Fortification), with which is associated the Outer Fortification, a complex of cyclopean walls that runs (with large breaks) along the crest of the hills. New Rajgir is defined by another, larger, embankment outside the northern entrance of the valley and next to the modern town. It was here that Gautama Buddha spent several months meditating, and preaching at Gridhra-kuta, ('Hill of the Vultures'). He also delivered some of his famous sermons and initiated king Bimbisara of Magadha and countless others to Buddhism. On one of the hills is the Saptparni cave where the First Buddhist Council was held under the leadership of Maha Kassapa.

It is sacred to the memory of the founders of both the religions: Jainism and Buddhism and associated with both the historical Mahavira and Buddha. Lord Mahavira, 24th Tirthankara spent fourteen years of his life at Rajgir and Nalanda, spending Chaturmas (i.e. 4 months of the rainy season) at a single place in Rajgir (Rajgruhi) and the rest in the places in the vicinity. It was the capital of one of his Shravaks(follower) King Shrenik. Thus Rajgir is a very important religious place for Jains.The twentieth Jain tirthankara, Munisuvratais supposed to have been born here.An ancient temple(about 1200 years old) dedicated to Munisuvrat bhagwan is also present here along with many other jain temples.This temple is also a place for four Kalyanakas of Bhagwan Munisuvratnath.

PSI Congress 2017 - General Secretary Rosa Pavanelli's Keynote Speech

30th Public Services International Congress conducted in grand success at Geneva

Public Services International is a global trade union federation representing 20 million working women and men who deliver vital public services in 154 countries. PSI champions human rights, advocates for social justice and promotes universal access to quality public services. PSI works with the United Nations system and in partnership with labour, civil society and other organisations.

On Monday evening (30th October 2017), the main hall of the Geneva Conference Centre was packed for the opening event of the Public Services International 30th World Congress. The theme of the 2017 Congress is "People over profit". Concluding ceremony held on 3rd November, 2017. 

Rosa Pavanelli has been unanimously re-elected to her role as General Secretary of Public Services International.

After five years in the job, over one hundred affiliates and a thousand delegates made the decision to keep Pavanelli and PSI President Dave Prentis in their roles for the next five year term. A decision which was met by cheering throughout the congress venue. 

Proclaimed as the only candidate, and therefore the next PSI General Secretary, Rosa Pavanelli defined the challenges for the next five years: “Continue fighting against privatisation and ensuring that services are always provided with public resources", as well as, strengthening PSI by increasing its membership.

As well as the above, on the first day of the World Congress, Dave Prentis was also proclaimed as the next President of the organisation.

"The bigger we are, the stronger we are to face our enemies," Pavanelli said while assuring that as an organisation, "we have to change, because we do not always measure up to the needs of our workers, especially the new generations".

On the first day of Congress, Rosa was positively evaluated and highlighted the active participation of the attendees in the debate, she said "there are different positions regarding some of the resolutions, that strengthens the internal democracy in our organisation."

"I think that spaces like these where we can talk, recognize ourselves and share moments of joy, is what an organisation like PSI needs and deserves."

PSI has made outstanding arrangements for the delegates and guests. More than 1200 delegates from world attended PSI. There were 9 delegates from India. Many amendments and resolutions discussed in the conference.
