ALLOTMENT OF STAFF QUARTERS TO PMS/SPS-REGARDING.


Copy of D.G. Posts No. 18-9/2010-Bldg. dated 10.05.2012. (Addressed to All the Heads of Postal Circles)
 
I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
 
2. It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
 
3. It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
 
4. This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
 
5. This issues with the approval of Member (Planning).

Amarnath Yatra: Post offices to also register pilgrims from May 15


Srinagar: The Shri Amarnath Shrine Board (SASB) on Monday said 100 post offices across the country would register devotees for the annual pilgrimage this year. The post offices are located in Uttar Pradesh, Madhya Pradesh, Punjab, Haryana, Bihar and Gujarat, an SASB spokesman said.
The list of all the 100 post offices was available on the website of the Board, he said. The post offices would start registering pilgrims from May 15, the spokesman said. The pilgrims could also register on-line on the website of the Shrine Board from May seven onwards, he said.
Intending pilgrims needed to obtain health certificates from registered medical practitioners before seeking a Yatra permit, the spokesman said. "Even those Yatris who register on-line shall need to furnish health certificates for embarking on the pilgrimage," he said.

The UPU’s official bodies, the Council of Administration and the Postal Operations Council, last week endorsed a proposed resolution on minimum security standards for international mail.

The proposal will be put forth for formal adoption by UPU member countries at the 25th Universal Postal Union Congress in Doha, Qatar, in September/October 2012.

Parliamentary panel recommends hiking income tax exemption limit to Rs 3 lakh

The Parliamentary standing committee on finance has recommended an increase in basic tax exemption limit to Rs 3 lakh and another Rs 3.20 lakh rebate for eligible investments and spending in its report on the direct taxes code, or DTC. The panel is not for any relief for corporate tax payers and has recommended retaining the corporate tax rate at 30% as against 25% proposed.

If the government accepts these recommendations income tax exemption enjoyed by taxpayers would go upto Rs 6.20 lakh as against a maximum of Rs 4.85 lakh including the rebate for housing loans. "The committee has adopted the report..." a member of Parliament who attended the meeting of committee told ET.

If the recommendations are accepted by the government, the higher rebate will yield a saving of nearly Rs 42,000 a year for those in the highest tax bracket. Though, some members had favoured an increase in basic exemption to upto Rs 5 lakh during discussions they converged on keeping it at Rs 3 lakh in the final report.

The Direct Taxes Code Bill had proposed the basic exemption limit of Rs 2 lakh. The report would be submitted to Parliament within a week, the MP, who did not wish to be named, said.

The senior BJP leader Yashwant Sinha headed panel that looked into the bill has also asked the government to continue with higher exemption limit for women. The panel has suggested retaining the three-slab structure of 10%, 20% and 30% for personal income tax.

The DTC Bill, introduced in Parliament in August 2010, seeks to replace the over 50 year old Income Tax Act, 1961. Though the bill is not likely to be passed by Parliament in the budget session, the government, pending could introduce some of its measures contained in the bill in the Budget for 2012-13 that will be presented on March 16.

One time increment order [between Feb and June'06] may be issued soon


The order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.

Sources close to the DOP&T informed that the issue of granting one increment to the government servants, whose increment date falls between February 2006 and June 2006, has been forwarded to Finance Ministry for its approval. According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.

The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012. It is believed that the federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 6th phase of U.P and Goa State assembly elections will be completed by 03-03-2012. So, keeping in view of the above, we can expect that the order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.

According to the decision which is agreed by government in National Anomaly Committee, the govt servants will be granted one increment in the pre revised 5 CPC scale on 01-01-2006, and then it will be multiplied by 1.86 and the pay in the Pay Band in the 6 CPC will be fixed accordingly

DoP lose major chunk of revenue SMS, emails cause

New Delhi: The Postal Department has lost a major chunk of revenue from postcards, as this mode of communication has been replaced during the last decade by SMSes and emails with the volume of the handwritten letters going down as much as 72 percent.
"Approximately 277.57 crore post cards were posted during the year 2000-01 and the same declined to 78.86 crore during 2009-10, which indicates that there has been a reduction by approximately 72 percent in the usage of postcards since 2000-01," Minister of State for Communications and IT Sachin Pilot has said in a written reply to the Rajya Sabha.
He said the primary reason for the decline is on account of the rapid development in communications technology and increased use of mobile phone and emails for personal communication.
As more people switched to SMSes and emails for communicating with their loved ones, the postcard seems to have lost out in the race.
India is the fastest growing market in terms of mobile subscribers and has the second largest user base. According to the data released by the Telecom Regulatory Authority of India (Trai), mobile subscriber base stood at 881.4 million at the end of October, 2011.
Though the internet penetration in the country is still in its nascent stages, the country still boasts of over 100 million Internet users, which is one of the highest in the world.
The number of internet users in the country is also expected to touch 121 million by the end of this year, as per a study by internet and Mobile Association of India (IAMAI) and IMRB, giving more people access to means of communication like emails and social networking sites.
Social networking sites like Facebook and Orkut have also provided people an alternate platform to stay connected with their loved ones.
The Postal Department, however, is unperturbed. "The Department of Post has initiated a major IT induction project which is aimed at serving the customer better and meeting all their communication requirements, printed as well as electronic/digital," Pilot said.

Performance based incentive to Govt. employees.

NEW DELHI: The Central Government is contemplating introduction of a performance based incentive for its employees like in the private sector.
"The Sixth Pay Commission has recommended the introduction of a new performance based pecuniary benefit, over and above the regular salary, for Government employees.
"The benefit will be called Performance Related Incentive Scheme (PRIS) and will be payable taking into account the performance of the employees during the period under consideration," Minister of State for Personnel and Public Grievances V Narayanasamytold the Lok Sabha in a written reply.
"This recommendation has been accepted by the Central Government and guidelines are being worked out through inter-departmental consultation," he added.
