6 New Postal Training Centres to start in 12th Plan period.


VADODARA: The department of posts will start six postal training centres (PTCs) across the country during the 12th Five Year Plan. Kamleshwar Prasad, member, human resource development in the Postal Services Board, New Delhi informed media persons here on Sunday.

Prasad was in the city to inaugurate golden jubilee celebrations of PTC, Vadodara and release a special cover to mark the occasion. He informed that at present the department has six full-time training facilities across the country, including PTC, Vadodara to meet the requirement of a workforce of five lakh.
"We are adopting National Training Policy 2012, which will provide all employees of the department three career development opportunities. This centres will be helpful in providing training to the workforce," he said, adding that the department is also moving ahead with its plans to go for complete computerization of post offices.
"This should be implemented by end of this year or early next year," he said. At present, there are nearly 1.55 lakh post offices across the country of which 9,500 are in Gujarat.

The PTC at Vadodara was established on July 1, 1962 to cater to the training needs of postal employees of Gujarat, Maharashtra and Madhya Pradesh postal circles.
The centre had started its functioning from a rented accommodation provided by
Gujarat government on the premises of Karelibaug-based mental hospital.
It was in 1985 that the centre was relocated to its present premises, opposite Harni airport. At present, it has a capacity of handling more than one lakh trainee days in a year.

Central Government ready to implement Performance Related Incentive Scheme (PRIS) to its employees...

 
The Central Government has finally decided to implement the Performance Related Incentive Scheme (PRIS) recommended by the Sixth Pay Commission for all Central government employees. 

Minister of State for Personnel V.Narayanasamy told in Rajya Sabha with a written reply, the recommendation has been accepted by the Government, Guidelines are being worked out through inter-departmental consultation.

 

Appeal to Members to subscribe for Postal Inspector.


                It has already been decided in the 37th All India Biennial Conference held at Bangaluru on 28th and 29th January 2012 to issue “Postal Inspector” the mouth piece of our Association every month or at least on quarterly basis, if all members subscribe to it.  The Postal Inspector was not released regularly due to paucity of fund.
               Now, it is the responsibility on the shoulder of Maharashtra Circle to release ‘Postal Inspector’ as decided in the AIC. The co-operation from each and every member of Maharashtra Circle is required to raise the fund and to ensure release of ‘Postal Inspector’ on time. Therefore all the Members of this Association are humbly requestd to remit annual subscription of Rs. 30/- (Rs. Thirty only) by eMO / MO to Shri Santosh S. Kulkarni, CHQ Treasurer and ASP (Philately) o/o the Chief Postmaster General, Mumbai 400 001 immediately. The amount is very meager and I hope that, all will contribute it and support to the Association. 

Amendments in the Central List of Other Backward Classes notified in respect of sixteen States



The Union Cabinet today gave its approval for notifying changes in the existing Central lists of OBCs.
The National Commission for Backward Classes advised the Central Government for amendment in the Central list of Other Backward Classes (OBCs) for the States of Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Sikkim, Tamil Nadu, Uttarakhand and West Bengal and Union Territories of Andaman & Nicobar, Chandigarh, Delhi and Puducherry.
Accordingly, the Ministry of Social Justice & Empowerment would make amendments in the Central lists of OBCs in respect of these States and UTs. Inclusion of these castes/communities in the Central list of OBCs would enable them to avail the benefits of reservation in Central Government services and posts as well as admissions in the Central educational institutions, thus contributing to the goal of equity and inclusiveness.

WORLD DIABETES DAY 2011: Act on Diabetes. Now.



The World Diabetes Day 2011 campaign marks the third year of the International Diabetes Federation's five-year focus on "Diabetes education and prevention," the theme chosen for the period 2009-2013.

2011 is a milestone year for the over 300 million people living with diabetes.

With the first-ever UN High Level Meeting on Non-communicable Diseases in September, World Diabetes Day will provide the platform to cement the decisions and outcomes coming from global decision-makers. At the same time, World Diabetes Day will provide impetus and inspiration for the diabetes community when they gather for the World Diabetes Congress in Dubai in December.

The slogan chosen for this year's campaign is: Act on Diabetes. Now.

Five key messages have been developed to inform the outputs and deliverables of the 2011 campaign:

Diabetes kills: 1 person every 8 seconds, 4 million people a year.

Diabetes doesn't discriminate: all ages, rich and poor, all countries.

Diabetes can no longer be ignored: 4 million lives lost a year,1 million amputations a year, millions lost in income and productivity.

Life-saving care, a right not a privilege: education, medicines, technologies.

Choose Health: demand healthy food and environments, keep active, eat well. You can make a difference.


GS Desk - Meeting of the committee for looking in promotional prospects of IPOs/ASPOs

As notified by the Department, I alongwith Shri Hari Mohan, Circle Secretary, Punjab Circle Branch attended the meeting of the committee for looking in promotional prospects of IPOs/ASPOs. The meeting was held under the chairpersonship of the Member(P) in cordial atmosphere.
At the outset, we demanded for upgradation of GP of Rs.4200/- to Rs.4600/- for IP and merger of the post of the ASP with the post of PS Group 'B' in order to remove anomaly in the hiechary of IPOs/ASPOs cadre. The chairperson informed that it is not possible in view of the observations of the Secretary (Posts) in the meeting held on 11.08.2011. Proposal submitted by the Association to the Department on 27.09.2011 will not be acceptable to the DOPT/MOF. Hence, it is not possible to consider the same at this stage.
It was suggested by the official side that in order to upgrade  the GP of IP from Rs.4200/- to Rs. 4600/- and to   increase promotional prospects of IPOs/ASPOs, all posts of ASP (HQ)/OS in JTS/STS Divisions in Postal/RMS will be upgraded as Dy. Supdt. in P.S. Group 'B' with GP Rs.4800/- alongwith upgradation of some posts of ASP/IP in PTC/R.O./C.O./ Speed Post Centers in to P.S.Group 'B'. Remaining posts of ASPOs will be merged with the posts of IPOs with GP of Rs.4600/- to remove the problem of hiechary and to make it comparable with the Inspectors in CBDT/ CBEC. Necessary data in this regard will be collected by the Establishment Division of the  Postal Directorate from all Circles and the matter will be discussed in the next meeting to be held on 03.11.2011.

Guidelines regarding grant of ‘Vigilance Clearance’ to members of Central Civil Services / Posts.

Subject: Guidelines regarding grant of ‘Vigilance Clearance’ to members of Central Civil Services / Posts.
The undersigned is directed to say that it has been decided by the Government that officers who have not submitted the Annual Immovable Property Returns by the prescribed time would be denied vigilance clearance and Will not be considered for empanelment for senior level posts in Government of India.

2. Accordingly, in this Department’s OM No. 11012/11/2007-Estt.A dated 14.12.2007, laying down guidelines regarding grant of vigilance clearance to members of Central Civil Services / Posts, in para 2 a new sub-para (f) will be inserted as under:
(f) Vigilance clearance shall be denied to an officer if he fails to submit his annual immovable property return of the previous year by 31stJanuary of the following year, as required under Government of India decisions under Rule 18 of the Central Civil Services (Conduct) Rule, 1964.

Soft Copy of All India PIN Code Directory :

India Post has proposed to bring the soft copy of All India Pin Code Directory version 2.0 from the publication division of Postal Training Centre, Mysore.  The cost of the PIN CODE Directory is Rs.1000/- for Government organizations and Rs. 2000/- for individual and private organizations, plus Rs.100/- handling charges for each CD. 
 

CBDT Notification on exemption of Filing IT return

The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will be due on July 31, 2011. Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return.Such individuals must report their Permanent Account Number (PAN) and the entire income from bank interest to their employer, pay the entire tax by way of deduction of tax at source, and obtain a certificate of tax deduction in Form No.16. Persons receiving salary from more than one employer, having income from sources other than salary and interest income from a savings bank account, or having refund claims shall not be covered under the scheme. The scheme shall also not be applicable in cases wherein notices are issued for filing the income tax return under section 142(1) or section 148 or section 153A or section 153C of the Income Tax Act 1961.

In exercise of the powers conferred by sub-section (1C) of section 139 of the Income-tax Act, 1961 (43 of 1961), the Central Government hereby exempts the following class of persons, subject to the conditions specified hereinafter, from the requirement of furnishing a return of income under sub-section (1) of section 139 for the assessment year 2011-12, namely :—

Class of Persons
1. An Individual whose total income for the relevant assessment year does not exceed five lakh rupees and consists of only income chargeable to income-tax under the following head,—

(A) "Salaries";
(B) "Income from other sources", by way of interest from a savings account in a bank, not exceeding ten thousand rupees.
Conditions
2. The individual referred to in para 1,—
(i) has reported to his employer his Permanent Account Number (PAN);
(ii) has reported to his employer, the incomes mentioned in sub-para (B) of para 1 and the employer has deducted the tax thereon;
(iii) has received a certificate of tax deduction in Form 16 from his employer which mentions the PAN, details of income and the tax deducted at source and deposited to the credit of the Central Government;
(iv) has discharged his total tax liability for the assessment year through tax deduction at source and its deposit by the employer to the Central Government;
(v) has no claim of refund of taxes due to him for the income of the assessment year; and
(vi) has received salary from only one employer for the assessment year.
3. The exemption from the requirement of furnishing a return of income-tax shall not be available where a notice under section 142(1) or section 148 or section 153A or section 153C of the Income-tax Act has been issued for filing a return of income for the relevant assessment year.
4. This notification shall come into force from the date of its publication in the Official Gazette

People above 60 may get Old Age Pension

The government plans to lower by five years the existing age bar of 65 for getting Indira Gandhi Old Age Pension to benefit lakhs of people across the country.

Besides, there is a plan to double the quantum of pension to people above 80.

These proposals are likely to come up before the Union Cabinet at its meeting here tomorrow, official sources said.

The scheme is a part of the National Social Assistance Programme of the central government.

It has been a long-pending demand to lower the age of old age pension beneficiaries to 60 and the proposal if approved could benefit lakhs of aged people including widows and people living below poverty line.

Moreover, the government has proposed to increase the old age pension amount for people above 80 years by more than double.
