All Aadhaar operators must be available ..

Since biometric is mandatory for Aadhaar, it is very sensitive to COVID19. Therefore, there are some important precautions that we must keep in mind so that outbreaks of coronavirus can be avoided.

1. Each operator should work at the center wearing a mask himself.

2. If water is available at the center, make soap / lotion available and direct each person with Aadhaar work to wash their hands before taking biometric.

3. After one person's biometric is complete, make sure to clean the screen with a cloth, only then apply your / other person's biometric. (It would be better if you can spend some amount and provide tissue paper)

4. Do not touch your eyes, nose or mouth with your hands while working.

5. If any person is seen suffering from cold, cough, sneezing at the center, then they should be asked to get Aadhaar related work done only after getting healthy.

6. Let everyone with Aadhaar work to wash their hands after completion of work.

7. After stopping the work of Aadhaar, definitely wash your hands with soap / lotion.

7. Do not let unnecessary crowd gather at the center.

8. If you are also perfectly healthy, then only work at the center.

Guidance for Aadhar Operators to update DOB only once in the life time of resident

All Aadhaar operators may be guided:

Date of Birth can be updated only once in the life time of resident.. So, whether it is new Enrolment/update, please do it carefully.

Date of Birth can be updated only as "Verified" mode based on original Proof of Birth document (Declared date of birth cannot be updated presently)

Date of Birth can be updated (+) or (-) 3 years difference from the age in Aadhaar. Other Updations with more than 3 years age gap will be getting rejected even though submitted with Documents. Residents may have to contact UIDAI BANGALORE RO for further guidance.

Original Document in the list of documents is required for updating DOB. Even though colour Xerox of PAN with lamination is submitted, please ask for original PAN, if that document is submitted so.

Document with name "Govt. Photo ID card/Photo ID card issued by PSU containing DOB" is to be considered only for Govt. Employees/Public Sector Undertaking Employees ID card. Please don't treat Voter ID, Driving Licence with DOB as Govt. ID cards since names of those documents are not specified in list of documents for DOB like that of POI, POA. For employees only, it may be accepted.

Please do not accept School/College TC (Transfer Certificate) as Proof of Birth Document.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 30th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on January 12, 2017.

During the meeting, Dr. Jitendra Singh said that the SCOVA which was first constituted in July, 1986 would be completing 32 years this year. He said this platform has gone a long way in addressing in a focused manner issues related to Pensioners. He said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister while assuring the representatives of pensioners’ Associations said that it was no more mandatory to have one’s Adhaar Card to get his/her pension.

The Minister said that the Department of Pensions has brought out a series of OMs to benefit the Pensioners/Family Pensioners in the last 12 months including enhancing of minimum pension from Rs.3500/- to Rs.9000/- per month; the ceiling of gratuity has been increased from the existing Rs.10 lakhs to Rs.20 lakhs; the rates of ex-gratia lump sum compensation being paid to the families of employees who die in performance of duty has been increased from existing Rs. 10-15 lakhs to Rs.25-45 lakhs. He also said that divorced daughter will be eligible for family pension if divorce case has been filed before the death of pensioner/family pensioner, even though the judgment has been passed after the death of the pensioner /family pensioner.

Dr. Jitendra Singh said that this Government has given relief to the senior citizens and Pensioners in the Budget 2018-19 by allowing Standard Deduction of Rs. 40,000/- per year to the Pensioners and given exemption on tax on account of interest income from bank savings accounts has been increased to Rs. 50,000/ from Rs. 10,000/- per year. Deduction on account of health insurance premium which was earlier allowed at maximum of Rs.30,000/- has now been increased to Rs. 50,000/- in the case of Senior Citizens/Pensioners.

While addressing the meeting he said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.

In the meeting, discussions were held on the action taken report of the 29th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.

The Secretary, DoP&PW, Shri K.V. Eapen and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

Adhaar Card Linking: Seven Things Aadhaar Card Holders Need To Know

March 31, 2018 is the last date to link Aadhaar card or the 12-digit Unique Identity Number with various government schemes and financial services. These range from PAN card, bank accounts and mobile SIMs to mutual fund investments and small savings schemes such as PPF (Public Provident Fund) and KVP (Kisan Vikas Patra). The Unique Identification Authority of India (UIDAI) – the issuer of the 12-digit Aadhaar number or Unique Identity Number (UID) as well as Aadhaar card – has in a communication dated January 14, 2018 sought to address some frequently asked questions (FAQs).

Here are some of the FAQs about Aadhaar which card holders need to know, according to UIDAI,

1. The UIDAI has all my data including biometrics, bank account, PAN etc. Will it be used to track my activities?

Absolutely false. UIDAI database has only the following information –

(a) Your name, address, DOB, gender, date of birth

(b) Ten finger prints, two IRIS scans, facial photograph

(c) Mobile number and email ID

Rest assured, UIDAI does not have your information about family, caste, religion, education, bank accounts, shares, mutual funds, financial and property details, health records etc and will never have these information in its database.

In fact, Section 32(3) of the Aadhaar Act 2016 specifically prohibits UIDAI from controlling, collecting, keeping or maintaining any information about the purpose of authentication either by itself or through any entity.

2. When I link my bank accounts, shares, mutual funds and mobile phones with Aadhaar, will the UIDAI not get this information?

Absolutely not. When you give Aadhaar number to your banks, mutual fund companies, mobile phone companies, they only send Aadhaar number, your biometrics (given at the time authentication) and your name etc to UIDAI for verification for your identity. They do not send your bank account or its details to UIDAI.

So far as UIDAI is concerned, it responds to such verification requests by replying either ‘Yes’ or ‘No’. In few cases, if the verification answer is ‘Yes’, your basic KYC details (name, address, photo etc.) available with UIDAI are sent to the service provider.

3. Why am I being asked to link all my bank accounts with Aadhaar?

For your own security, it is necessary to verify identity of all bank account holders and link them with Aadhaar to weed out the accounts being operated by fraudsters, money-launderers, criminals etc. When every bank account is verified and linked with Aadhaar and then If anyone fraudulently withdraws money from your account, through Aadhaar such fraudster can easily be located and punished.

Therefore, by linking your bank accounts with Aadhaar, your accounts becomes more secure and not the other way around.

4. Do NRIs need Aadhaar for banking, mobile, PAN and other services?

Aadhaar is only for residents of India. NRIs are not eligible to get Aadhaar. The respective service providers like banks and mobile companies have laid down NRI-specific exemptions. NRIs should simply tell the banks and other service providers such as credit card companies etc that they are not required to provide Aadhaar numbers by virtue of being non-resident Indians.

5. Why am I being asked to verify and link my mobile numbers with Aadhaar?

For your own security and security of our country, it is necessary to verify identity of all mobile subscribers and link them with Aadhaar to weed out mobile numbers being operated by fraudsters, money-launderers, criminals etc. It has been found that most criminals and terrorists get SIM cards issued in the name of fictitious and even real people without their knowledge and use them for committing frauds and crime. When every mobile number is verified and linked with Aadhaar, then fraudsters, criminals, and terrorists using mobiles can be easily identified and punished in accordance with law.

6. Can the mobile company store my biometrics taken at the time of SIM verification and use them for other purposes later?

No one, including mobile phone companies, can store or use your biometrics taken at the time of Aadhaar verification and linking. The biometrics are encrypted as soon as Aadhaar holder places his finger on fingerprint sensor and this encrypted data is sent to UIDAI for verification.

Regulation 17(1)(a) of the Aadhaar (Authentication) Regulations 2016, strictly prohibits any requesting entity which includes mobile phone companies, banks etc from storing, sharing or publishing the finger-prints for any reason whatsoever and neither shall it retain any copy of such fingerprints. Any violation of this provision is a punishable offence under the Aadhaar Act 2016.

7. Some agencies are not accepting e-Aadhaar. They insist on original Aadhaar. Why?

e-Aadhaar (downloaded Aadhaar) from UIDAI website is as legally valid as original Aadhaar issued by UIDAI . Both should be acceptable by all Agencies. In fact downloaded e-Aadhaar has updated address etc. of the Aadhaar holders and therefore should be preferable. If anyone refuses to accept downloaded e-Aadhaar, the Aadhaar holder may lodge complaints with higher authorities of those departments/agencies.

Deadline for PAN-Aadhaar linkage extended to March 31, 2018

NEW DELHI: The government on Friday extended the deadline for mandatory linking of PAN with Aadhaar by three months to March 31, 2018.

This is the third extension given by the government to individuals to link the Permanent Account Number (PAN) with the biometric ID.

The Centre had already informed the Supreme Court that it is willing to extend till March 31 the deadline fixed for mandatory linking of Aadhaar to avail various services and welfare schemes.

"It has come to notice that some of the taxpayers have not yet completed the linking of PAN with Aadhaar.

"Therefore, to facilitate the process of linking, it has been decided to further extend the time for linking of Aadhaar with PAN till March 31, 2018," the finance ministry said.

As of November, 13.28 crore out of 33 crore PANs have been linked to the 12-digit biometric identifier Aadhaar.

This year, the government made quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN.

Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

The government had in August extended by four months the deadline for linking PAN with Aadhaar till December 31, pending the Supreme Court verdict.

The Supreme Court is hearing petitions challenging the government's decision on Aadhaar.

The apex court has said it may consider setting up of a constitution bench to hear pleas challenging the Centre's move to make Aadhaar card mandatory for availing various services and benefits of welfare schemes.

The deadline for linking PAN with Aadhaar previously was July 31 but was extended to August 31 and later to December 31, 2017.

UIDAI to empower government, bank staff to clear Aadhaar enrolment

The UIDAI will soon evolve a process for authorised employees of banks, post offices and the government to biometrically sign off Aadhaar enrolment and updation form collection, as the process of applying for the id moves into such premises.

The move is aimed at addressing the security concerns around collection of biometric and other information, Ajay Bhushan Pandey, CEO of the Aadhaar-issuing body, the Unique Identification Authority of India (UIDAI), told PTI.

The UIDAI had earlier asked States to ensure that enrolments, even those by private agencies, shift to government or municipal premises from external private operator-run sites.

Moreover, it has directed private as well as public sector banks to set up Aadhaar enrolment facility in at least one out of 10 branches. “The enrolment and updates will happen largely in banks, post office and government premises. “There also, during enrolment, the authorised employee of the banks, post offices or the government will have to biometrically sign the Aadhaar enrolment or updation application,” Mr. Pandey said.

A process for this additional layer of security and supervision is being evolved and the proposed mechanism is likely to be in place by January, he added. The mechanism entails a staff, authorised for the purpose, to biometrically sign off the application form after it is received.

Earlier, data collection was by a private operator and the form was verified by government-appointed verifier.

But now the biometric signature of the designated official will be taken, fortifying the collection process and making it more secure, according to the UIDAI.

“Earlier the private operator — even though he was a certified operator — used to sign it, now it will have to be counter signed through biometrics by a government, bank or post office employee,” Mr. Pandey added.

EPFO introduces a new facility for its members to link their respective UAN with Aadhaar online

On the eve of Deepawali, Employees' Provident Fund Organisation (EPFO) is pleased to introduce a new facility for its esteemed members having Universal Account Number (UAN) and other relevant details to link their respective UAN with Aadhaar online. This, in turn, would facilitate the members, a better and speedy EPFO services.

The facility has been made available at EPFO's website 

www.epfindia.gov.in ->  Online Services -> e-KYC Portal  -> LINK UAN AADHAAR.

Using the facility, EPFO members can online link their respective UAN with Aadhaar. While using the facility, the member will have to provide his/her UAN. An OTP will be sent to his/her mobile linked with UAN. After OTP verification, the member will have to provide his/her Aadhaar Number. Another OTP will be sent to his/her mobile/email linked with Aadhaar. After OTP verification, if UAN details are matched with Aadhaar details, then UAN will be linked with Aadhaar. After linking, the EPFO member may avail online EPFO services linked with Aadhaar.

Govt okays Rs 2,000 crore to set up Aadhaar units in Post offices

NEW DELHI: Prime Minister Narendra Modi has approved Rs 2,000 crore specifically for setting up Aadhaar centres in post offices, a move that will see private contractors phased out from the data collection process.

The decision comes in the wake of complaints regarding private vendors on counts such as petty corruption and attempted frauds and the Supreme Court taking note of reports of alleged leakage of UID data.

Aadhaar enrolment and updation facilities will be available in around 15,000 post offices by March 31 next year and this will complement the earlier decision that bank branches will have similar centres by October 31. Around 5,000 post offices will have the facility by December this year.

Though much of the data collection so far has been done by private vendors and Aadhaar procedures ensure that they cannot access the biometrics they record, the government believes the process would be best handled by agencies like post offices and public sector banks.

The centres will have machines approved by the Unique Identification Authority of India and personnel will be trained by the agency as well.

Banks already have 2,000 branches running centres. A total of 15,200 bank branches will have centres with Aadhaar facilities. The decision to sanction Rs 2,000 crore is intended to respond to issues raised by the court and activists and to ensure improved access to Aadhaar enrolment and updation. The post offices and banks will considerably extend the reach of UID, particularly in remote areas where they are often the only permanent presence in terms of government services.

Upholding the linkage of PAN with Aadhaar, the SC had said it was necessary to highlight that a large section of citizens were concerned about possible data leak, even as many supported the government's initiative.

The mAadhaar app enables users to carry details of more than one Aadhaar card in the digital form. If any other member of your family has the same mobile number registered as yours with Aadhaar, you can also add his or her profile using the mAadhaar app. The app allows a user to add a maximum three profiles in digital form on a particular device.

Once a user enables the Bio-metric Locking system, his or her bio-metric remains locked till the Aadhaar holder chooses to either unlock it (which is temporary) or disable the locking system.

One Aadhaar profile can be active on only one device at a time. If you create a profile on another device by inserting the SIM in another device, the previous profile would become inactive and would be deleted from the older device whenever any operation is attempted within the mAadhaar app from that device.

Sharing of QR code and eKYC data: A user of mAadhaar can share demographics-related information with service providers using the QR code, instead of manual entry.

mAadhaar comes with TOTP or Time-based One-Time Password generation feature. Users can use this automatically generated temporary password instead of SMS-based OTP

Subject: Validity of downloaded Aadhaar (e-Aadhaar) as Proof of identity - regarding.

The Unique Identification Authority of India (UIDAI) is a statutory body under Section 11 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits Services) Act, 2016 (Aadhaar Act, 2016) which came into force on 12.09.2016. The UIDAI is mandated to issue 12 digit Unique Identification number called Aadhaar to the residents based on demographic and biometric information submitted by them to the UIDAI during enrollment. Aadhaar number is communicated to the residents in physical form (Aadhaar letter) by post. UIDAI also provides facility to download Aadhaar in electronic form (Downloaded Aadhaar or e-Aadhaar) on its website (https://uidai.gov.in/).

2. UIDAI is receiving requests from various organisations/individual residents seeking clarification on validity of downloaded Aadhaar (e-Aadhaar) as various authorities are not accepting downloaded Aadhaar. This circular is being issued to clarify the validity of downloaded Aadhaar (e-Aadhaar).

3. As per Section 4(3) of Aadhaar Act, 2016:

"An Aadhaar number, in physical or electronic form subject to authentication and other conditions, as may be specified by regulations, may be accepted as proof of identity of the Aadhaar number holder for any purpose"

[Explanation- For the purposes of this sub-section, the expression “electronic form” shall have the same meaning as assigned to it in clause (r) of sub-section (1) of section 2 of the Information Technology Act, 2000].

4. Further, as per Regulation 15 (1) of the Aadhaar (Enrolment and Update) Regulations, 2016:

The Aadhaar number may be communicated to residents in physical form (including letters or cards) and/or electronic form.

5. It is informed that downloaded Aadhaar (e-Aadhaar) carries Name, Address, Gender, Photo and Date of Birth details of the Aadhaar holder in similar form as in Printed Aadhaar letter. The downloaded Aadhaar also contains date of Aadhaar generation and date of Aadhaar download. The downloaded Aadhaar (e-Aadhaar) is a digitally signed document by UIDAI as per IT Act, 2000 which provides for legal recognition of electronic records with digital signatures.

6. Downloaded Aadhaar (e-Aadhaar) is, therefore, as legally valid proof of identity under Section 4(3) of the Aadhaar Act, 2016 read together with Regulation 15 (l) of the Aadhaar (Enrolment and Update) Regulations, 2016, as printed version of Aadhaar Letter.

7. It is, therefore, clarified that, Downloaded Aadhaar (e-Aadhaar) is a valid and secure electronic document which should be treated at par with printed Aadhaar letter. Ministries/Departments/State Governments/agencies accepting printed Aadhaar as proof of identity are hereby required to accept downloaded Aadhaar (e-Aadhaar) also as a proof of identity and not to discriminate it vis-a-vis printed Aadhaar.

भारतीय डाक विभाग आम जनता की सेवा के लिए हर दिन नई योजनाएं ला रहा है । हाल ही में डाकघरो में पासपोर्ट सेवा केंद्र बनाकर जनता कोखुशियो की सौगात दी है तो रोजगार पंजीकरण केंद्र के रूप में भी डाकघर जल्द ही काम करना शुरु कर देंगे ।

हर जगह आधार कार्ड की अनिवार्यता को देखते हुए जल्द ही डाकघरों में आधार कार्ड बनने लगेंगे । डाक विभाग और UIDAI में 09 मई 2017 कोएक समझौता हुआ है जिसके अनुसार जुलाई 2017 के बाद डाकघरों में आधार कार्ड पंजीकरण और अपडेशन का काम शुरू हो जायेगा ।
