New Promotion Rules for Central Government Employees – Modified Assured Career Progression Scheme (MACP)

Central Government accepted the new 7th pay commission promotion rules and implemented for all groups of Central Government employees.

Assured promotion scheme initially introduced by 5th pay commission with effect from 1996 and then 6th pay commission has changed the norms of 12 and 24 years to 10, 20 and 30 years. If an employee did not get any promotion during his continuous 10 years, he will upgrade to the next pay matrix level under the rule of the MACP Scheme.

Now the Department of Personnel and Training issued an important order regarding the assured promotional scheme in detail.

Sub: Clarification regarding Travelling allowance (TA) rules after the implementation of 7th CPC

Sir, The undersigned is directed to refer to your letter dated 25.07.2018 on the above mentioned subject. In this regard, the following is clarified:-

(i) As per rule position as mentioned in SR-71 of FRSR part-II TA rules. TA for a local journey shall be admissible if the temporary place of duty is beyond 8 km from the normal place of duty irrespective of whether the journey is performed by the Government servant from his residence or from the normal place duty. Further, for local journeys, a Government servant will draw, for journey involved, mileage allowance and in addition draw 50% of daily allowance as per OM dated 13.7.2017

(ii) After the recommendations of 7th CPC on Allowances, OM dated 13.7.2017 regarding TA rules has been issued by this Department wherein Daily Allowance on tour comprises 3 components i.e. Hotel Accommodation, Travel within the city and Food charges. For local journey beyond 8 kms, the following may be admissible:-

a. Hotel accommodation:- Not Applicable. b. Travel within the city/Mileage Allowance:- As per para 2 (E) (i) of OM dated 13.07.2017. c. Food charges – 50 % of amount payable on tour as mentioned in pare 2 (E) (v) of OM dated 13.07.2017as follows:-

All India Consumer Price Index: Unexpected increase of Ten Points in July 2018 and now stands at 301 Points. This increase is certainly impact on DA from January 2019. We can expect 4% additional DA from Jan 2019.

O/o Pr. Chief Controller of Accounts (PCCA), CBDT may refer to their U.O. Note dated 20.04.2018 seeking clarification from this Department as to whether CGST/SGST is payable in addition to the entitled amount of hotel accommodation as mentioned in this Department’s OM dated 13.07.2017. 

2. In this regard, it is clarified that the ceiling prescribed in para 2E(i) of the Annexure to this Department’s OM No. 19030/1/2017-E.IV dated 13.07.2017 in r/o hotel accommodation/guest house, is exclusive of all taxes and these taxes shall be reimbursed to the Govt. employee over and above the ceiling limit.

ii.Reimbursement of Hotel charges :- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. Additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be X1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent

OFFICE MEMORANDUM

Subject: Implementation of Government’s decision on the recommendation of the VIIth Pay Commission on CCS (Extraordinary Pension) Rules, 1939 - Enhancement of Constant Attendant Allowance.

The undersigned is directed to say that at present Constant Attendant Allowance (CAA) is granted to pensioners who retired on disability pension under the CCS(Extraordinary Pension) Rules 1939, with 100% disability (where the individual is completely dependent on somebody else for day-to-day function). The Constant Attendant Allowance is paid in addition to the disability pension. The present rate of Constant Attendant Allowance admissible is Rs.4500/- per month.

2. Consequent upon the decision taken by the Government on the recommendations of the 7th Central Pay Commission on Allowances, Government has accepted the recommendation of 7th Central Pay Commission to increase the Constant Attendant Allowance by a factor 1.5, ie. to Rs.6750/- per month. Accordingly, sanction of the President is hereby conveyed for enhancement of the amount of Constant Attendant Allowance from the existing Rs.4500/- to Rs.6750/- per month.

3. These orders will take effect from 01.07.2017.

4 In so far as persons belonging to Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller & Auditor General of India.

5. These orders are issued with the concurrence of the Ministry of Finance (Department of Expenditure) vide, their OM No.11-1/2016-IC dated 11.07.2017.

OFFICE MEMORANDUM

Subject: Implementation of the recommendations of 7th Central Pay Commission - abolishment of Sumptuary Allowance.

Consequent upon the acceptance of the recommendations of Seventh Central Pay Commission by the Government conveyed vide Ministry of Finance, Department of Expenditure Resolution No. 11-1/2016-IC dated July 6, 2017, the President, in supersession of all existing orders issued on the subject from time to time, is pleased to decide that Sumptuary Allowance in all the Training Establishments/ Academies/ Institutes stands abolished.


2. These orders shall be effective from 1st July, 2017.

3. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General.

Un settled anomaly on MACP granting issue to some cadre even 7th CPC implementations:


Modified  Assured career progression Scheme (MACP) for central govt. civilian employees   counted  from  (1)  on completion of 10,20 and  30 years of  service – for Direct entry grade.
         (2)   spent 10 years continuously in the same grade- pay.
Let us discuss  MACP  -  with two cases  one is for  direct entry   and  other is  Promotion case (LDCE) in Postal dept.

CASE:01    :     Direct  entry  ( Through  Exam):
                       Let Mr.X  joined in  postal dept . as  Postal Assistant (PA)  as direct candidate on  27.4.1997 grade pay  is Rs. 2400/-   let he has not get any promotions till date.      

1.      DOE:      27.04.1997 : G.pay: 2400

2.     MACP- I  :  01.09.2008    ( implementation of MACP date) : G.pay: Rs.2800/-

3.     MACP-II   : 27.04.2017  ( let he has  nil   n.q.s.) (20 YEARS OF Q.S)  : G.Pay ; Rs.4200/-

4.     MACP-III   27.04.2027 ( 10 YEARS FROM MACP-II  OR 30 YEARS OF Q.S): G.pay.Rs.4600/-
  
CASE:02 :      Promotion through departmental exam from Postman to PA:-
            Let  Mr.Y joined in the dept. as  Postman on  01.01.1992  g.pay Rs. 2000.  He got promotion as Postal Assistant (PA)  on   27.04.1997 g.pay  Rs.2800/-  Let he has not get any other promotions till date.

1.     DOE;  01.01.1997  (Postman) : Gpay: 2000

2.     Promotion (PA): 27.04.1997:  MACP-I  (first promotion taken as Macp-i) : G.pay: 2400

3.     MACP:II   :   01.09.2008  ( implementation of  MACP )  ; G.pay; Rs. 2800/-
4.     MACP-III  ;   01.09.2018  : (  after 10 years spent in same grade pay);  G.pay: Rs 4200/-

5.     27.04.2017 :;   No  further MACP:

Even in   7th CPC  implementations this heavy  Loss causes to  many promo tees not settled.  when a person got promotion even having same service on par with other direct candidates facing heavy loss under MACP fixations.   The stagnation of  pay should be settled.
