Subject:- Central Civil Services (Leave Travel concession) Rules, 1988-Admissibility of catering charges in respect of rail journey performed on LTC – Clarification reg.
The undersigned is directed to say that several references are received in this Department from various Ministries/Departments seeking clarification regarding the admissibility of catering charges charged by the Indian Railways in respect of the rail journey(s) performed by Rajdhani/Shatabdi on LTC.
2. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it is clarified that if the Government servant has to compulsorily avail the catering facility and the cost is included in the rail fare for Rajdhani/Shatabdi/Duronto trains, the fare charged shall be reimbursable in full as per the entitlement/eligibility of the Government servant.

7th Pay Commission: Cabinet likely to approve salary hike by June-end

New Delhi: Come July and the central government employees might see a hefty rise in their salary owing to implementation of the recommendations made by 7th Pay Commission.

 As per news report Finance Ministry is all set to seek cabinet nod for implementation of the pay commission's recommendation by June-end.


Furthermore, the secretaries group is ready with its review on 7th Pay Commission. But it will submit its report once the elections get over.

Reports say that the secretaries group has recommended between Rs 2,70,000 and Rs 21,000 hike for the higher and the lower level. This is twenty thousand more in the upper limit prescribed by the 7th CPC and three thousand more in the lower level set by the commission.

To seek Cabinet nod for India Post payment bank this month: Ravi Shankar Prasad


The Ministry of Communications and Information Technology has moved a Cabinet note on India Post’s payment bank proposal and is likely to seek the approval of the Union Cabinet this month. India Post’s payment bank is slated for a March 2017 launch.

“The postal department’s payment bank will be a game changer for financial inclusion. Several international and national consortiums for third party services are keen to partner with us. Deutsche Bank, Citi Bank, Barclays, Templeton and all the banks of India and all mutual funds and insurance companies, except LIC, for third party delivery, are willing to partner,” Minister of Communications and Information Technology Ravi Shankar Prasad told The Indian Express.

The domestic players in the fray for partnering India Post include NABARD, HSBC, Allahabad Bank, Indian Overseas Bank, Kotak Life Insurance, HDFC, PNB Metlife, ICICI Lombard, ICICI Prudential, and Bajaj Allianz, while the international ones, apart from Deutsche Bank, Barclays, Citi and Templeton, include Transport USA for renting solutions, Western Union, ClearSecurity and Japan’s Hitachi.

These companies have approached the postal department for partnering on banking products, banking solutions, consultancy, banking correspondents, physical security products, ATMs and digital payment services. In August 2015, the Reserve Bank of India had granted in-principle approval to 11 applicants to set up payments banks, including India Post.

On Wednesday, the officials of the postal department apprised Prasad of the situation on its payment bank. As a prerequisite, Prasad said: “I have noted that the personnel must be properly trained to use the infrastructure,” he said. He also said that the India Post was in process of modernising its infrastructure to suit the growing needs of its customers. He informed that the department had 913 automated teller machines (ATMs) currently, against only four in 2014.

As of date, Prasad said, 20,644 post offices were enabled with core-banking solutions (CBS), against 230 as of June 2014. CBS-enabled post offices allow customers to access their postal savings from any of the branches where the facility is available.

Implementation of CBS is part of the government’s plan for IT Modernisation Project of the Department of Posts, which aims to bring in various IT solutions with the required infrastructure to the post offices.

India Post is cashing in on the boom in e-commerce deliveries, especially the surging cash-on-delivery consignments of the country’s top online sellers — Amazon, Snapdeal and Flipkart-Myntra.

The postal department’s revenues by ways of COD consignments from e-commerce majors have surged to Rs 1,300 crore during the year ending March 2016, up from Rs 500 crore during the whole of 2014-15, and just Rs 100 crore in 2013-14. The deliveries are primarily directed at tier-II towns, and parts of the rural heartland, where India Post has unparalleled reach.

The incremental e-commerce revenue boost, said Minister for Communications and Information Technology, Ravi Shankar Prasad, are proving to be a big boost for the postal department. “The postal department collected Rs 1,300 crore in COD collections during 2015-16, compared with Rs 100 crore in 2013-14,” Prasad told The Indian Express.

However, according to India Post documents, it had expected the remittances from COD to exceed Rs 1,500 crore during 2015-16.

The postal department has tied-up with more than 400 e-commerce companies including Flipkart, Snapdeal, Amazon, YepMe, Shopclues for delivering e-commerce pre-paid as well as COD orders.According to India Post, Jeff Bezos-led Amazon is India Post’s largest business partner in e-commerce.

As of December 2015, average monthly consignments from the department’s top six e-commerce customers was up over six-fold, primarily on account of a big surge in Amazon’s deliveries, which had sharply jumped to 3 lakh consignments until December 2015 from an average of 50,000 in 2014-15.

Average numbers of consignments from Snapdeal had reached 80,000 until December 2015, as against 35,000 in 2014-15. Flipkart-Myntra have clocked average consignment numbers of about 80,000 so far this year.

Prasad had earlier told The Indian Express that the incremental e-commerce revenue boost, was at the heart of his plans to revive the fortunes of India’s postal service.

Subject: Issue of SC/ST/Residence Certificate in School
Madam/Sir,


The Residence/Domicile Certificate is generally issued by the concerned authority of the State Government/Union Territory to prove that the person bearing the Certificate is a domicile/resident of the State/Union Territory by which the certificate is being issued. Such certificate is issued as proof of residence to avail Domicile/Resident quotas in educational institutional and in the State/Central Government services, as also in the case of jobs where preference to local residents is available as per government instructions from time to time.

2. The administrative responsibility of issue of residency and caste certificate is with the State Governments/Union Territories. 

3. Government of India is examining the possibility of issue of ‘Caste Certificate’ and the 'Residence /Domicile Certificate' of the students from SC/ST communities all over the country when they are in Class -V or Class VIII.

4. A suggestion has been made that the Head Master/Principal of the School in which the student is studying can get the necessary documents/papers filled up from the students, get them collected and submit them to the relevant State Government authority for making the requisite certificates. When the certificates are made, these can be given to the students and would be kept with them for safe custody to avail the benefits/concessions and facilities available to the concerned category of students.

4. In order to facilitate a uniform procedure, ‘as a citizen friendly initiative, an advisory as per Annexure has been prepared and being circulated to all the States/Union’Territories for their consideration, as far as practicable.

5. It is requested that the State Governments/UTs may consider issue of appropriate instructions either based on these guidelines or according to their own convenience, in facilitating issue of such certificates.

Advisory to States/Union Territories on issue of Residence/Caste/Tribe Certificate to students in School
  • The Government is committed to ensuring citizen centric governance through citizen friendly initiative. A number of representations have been received by this department regarding difficulties faced by Scheduled Caste and Scheduled Tribe candidates and other than SC/ST students, in obtaining caste/tribe/residence certificates, while applying for admission, posts and services under the Central Government.
  • Issue of residence/caste/tribe certificate is under the domain of the State/UT administration. The Residence /Caste/Tribe Certificate is issued by the concerned authority of the State Government/Union Territory to prove that the person bearing the Certificate is a resident of the State/Union Territory by which the certificate is being issued.
  • This issue has been deliberated at various fora. The Department of School Education & literacy, Ministry of Human Resources Development has supported the initiative to prepare and distribute caste certificate to the students when they are in Class V.
  • This issue has also been discussed with the Principal Secretaries of various State Governments in a meeting chaired by the Minister of State for Personnel (Public Grievances & Pensions) on 22.04.2016. During this meeting, a few States have informed that they are already issuing such certificates.


Caste/Tribe/Residence Certificate to SC/ST students
  • With a view to ease the difficulties faced by the SC/ST students, it is proposed that “ Caste or Tribe Certificate" and also the “ Residence” certificate may be issued to SCIST students, all over the country, while studying in Class V/Class VIII, as an annual exercise.
  • The concerned State/UniOn Territory may decide the possibility of issuing such a certificate either in class V or Class VIII.
  • Once the grade of class in which the certificate will be issued is decided, it should be issued to all students in the same grade throughout the State and the same should be continued as an annual exercise.


Residence certificate
For students of Other than SCIST communities, it is proposed that Residence (Domicile Certificate) be issued to them while studying in Class V or VIII, as the case may be.

Proposed Procedure
  • The Head Master of the School in which the student is studying would get the necessary documents/papers filled up from the students studying in Class V/VIII as an annual exercise for issue of Residence and also Caste/Tribe Certificate.
  • A window of two months in September/October or any other time frame decided by the concerned State Government/Union Territory may be allocated/ decided for completing this exercise.
  • The School Head/Principal will get the documents collected from all the SC and ST students and also other than SC/ST students and arrange to submit them to the relevant State Government authority/revenue authorities for making the requisite certificates.
  • The concerned revenue/State Government authorities may scrutinise those documents and may issue the relevant certificates within a period of 30-60 days.
  • If the certificate of any student is rejected for issue of the relevant certificate, reasons will be provided and provision for one time appeal may be allowed by the State authorities.
  • Once the certificate is made, it may be given to the students in cellophane cover, as far as practicable, through the School authorities and would be kept with them for safe custody for availing the benefits/concessions and facilities available to the concerned category of students.
  • The possibility may also be explored to indicate the Scheduled Caste/Scheduled Tribe status in the Birth certificate.
  • In States where acceptance for SC/ST/Domicile certificate is mandatorily done only through Citizen Service Centres, it will be responsibility of the Headmaster of the school for collection of the documents and ensuring that the application is digitally sent to theconcerned authorities from the nearest Citizen Service Centres, if there is already a time limit prescribed by the State authorities through executive order or regulation for issuing such certificates, then such time frame may be adhered to.

Clarification regarding website of IRCTC Which sells E-Ticket of Indian Railways

News Reports have appeared in some Electronic and Print media regarding alleged leakage of email and mobile numbers from user profile data of IRCTC E-ticketing system. Indian Railway Catering and Tourism corporation (IRCTC) is a PSU of Indian Railways. Its website irctc.co.in is used for purchasing Railway E-Tickets.

Firstly, Indian Railways would like to clarify that there has been no hacking of the IRCTC website. The E-ticketing website has been working normally thereby eliminating any chances of unauthorized interference. As soon as the matter came to notice of Railways on 02/05/2016, thorough investigations were conducted to detect veracity of the news, however, no such incident has been detected. The Ministry would like to assure that all necessary Safeguards and security checks are in place for this website. There is a system of regular security audits by concerned departments of government of India. All the components of the system are functioning normal and no unusual activity has been discovered. All sensitive data like passwords etc are stored in encrypted form. In addition to this, 24×7 monitoring of the system is done throughout the year by technical team of experts. Hence there is no cause for any panic or concern. A Railway committee set up couple of days back, in its preliminary report has not found any indication of breach of security in any of the databases of the E‑ticketing system.

The complete facts about the matter is given below :-

As soon as the matter came to notice of Railways on 02/05/2016, thorough investigations were conducted to detect veracity of the news, however, no such incident has been detected by the technical teams of Centre for Railway Information Systems (CRIS) and Indian Railway Catering and Tourism Corporation (IRCTC).

No “Denial of Service attack” (DoS/DDoS) has been successful and the E-ticketing website has been working normally thereby eliminating any chances of unauthorized interference. About 5.48 lakh tickets were booked in a single day in April 2016 with 2.66 lakh peak concurrent users. About 13,600 tickets per minute were booked.

The E-ticketing system has several components viz., internet gateway, network security devices such as gateway router and Firewall, Application Delivery Controller, Security Information Event Management System (SIEM) web server and database server access logs. Each of the components has been checked and none of the components has been found to have unusual activity. Technical investigations have also not indicated any unusual activity with respect to various system components.

The IT security of E-ticketing system is ensured through regular security audits by Standardization Testing Quality Certification (STQC) directorate of Department of Electronics and IT, Government of India. The entire traffic flowing on E-ticketing system internet gateway is also forwarded to CERT-In in real-time for monitoring and alerting. The gaps reported by STQC in their penetration testing have been addressed. However, auditing is an ongoing process and security audit of E-ticketing system is undertaken biannually.

Audit trails are maintained for access to the system and all sensitive data like passwords etc are stored in encrypted form. In addition to this, 24×7 monitoring of the system is done throughout the year by technical team of experts. Strict physical checks are already in place in the Data centre like restricted access to Data centre, CCTV cameras at entry and exit points of Data centre.

The data of E-ticketing system can be broadly categorized into two categories viz., sensitive information like Debit/Credit Card details, Login ID, Passwords, which could cause potential financial risk. PAN card detail is not required for booking E-ticket. No sensitive data has been alleged to have been leaked.

It is clarified that other data like mobile number and email ids is available with a large number of electronic service providing entities viz., E-commerce firms, telemarketers etc. Email and mobile numbers have to be shared with service providers for providing catering services, cab services, hotel bookings, SMS services, etc. Till now, leakage of data through none of the service providers of IRCTC has been established.

A joint committee comprising of officers from both CRIS and IRCTC has been set up. The committee in their preliminary report has not found any indication of breach of security in any of the databases of the E‑ticketing system. Further investigations by this committee is in progress and once the purported leaked data is made available, further checks will be conducted.

Postal Deptartment's deficit jumps 14% to Rs 6,259 crore in FY15

The deficit of Department of Posts (DoP) increased by 14.35 per cent to Rs 6,258.60 crore for fiscal 2014-15 due to increased staff costs.


The deficit stood at Rs 5,473.10 crore in 2013-14, the annual report of the department said.

Gross working expenditure stood at Rs 18,556.56 crore in 2014-15 as against Rs 16,796.71 crore in the preceding year.

"The increase was mainly due to payment of dearness allowance/annual increment, modified assured career progression, leave encashment during leave travel concession, cost of materials, fuel etc," the report said.

Total revenue earned including remuneration from savings bank and savings certificates in 2014-15 also increased 8.44 per cent to Rs 11,635.98 crore and the amount received from other ministries as agency charges (recoveries) was Rs 661.98 crore.

The total revenue for the year 2013-14 stood at Rs 10,730.42 crore and recoveries were to the tune of Rs 593.19 crore.

"During the financial year 2014-15, the deficit of the Department was Rs 6,258.60 crore against the previous year's deficit of Rs 5,473.10 crore, which is an increase of 14.35 per cent," the report added.

The Post Office provides postal services to the public through a large nationwide network. Besides providing purely postal services, post offices perform agency functions like saving bank, payment of pension, sale of cash certificate, among others, on behalf of other ministries of the government.

Government hikes minimum wage for contract workers to Rs 10,000

NEW DELHI: The minimum wage for contract workers has been increased to Rs 10,000 per month, Union minister Bandaru Dattatreya said on Monday.

The minister of state for labour and employment informed Lok Sabha that the wage hike has been implemented based on a Supreme Court verdict.

Asserting that the government is committed towards the betterment of the working class, he said workers are being protected through all the rights.

"Recently, we have increased minimum wage to Rs 10,000 at the national level taking into consideration the Consumer Price Index and Dearness Allowance. This was based on the verdict of the Supreme Court. We have linked this increase of minimum wage to pension and bonus," he said during Question Hour.

On April 17, Dattatreya had said the government would bring out an executive order to ensure that contract workers get a minimum wage of Rs 10,000 per month.

"It is the endeavour of the central government to make reforms in labour laws and to proceed from minimum wage to universal wage. Because the Opposition is not cooperating in Parliament, we will do it through an executive order," he had said.

"We have taken a decision to make changes to rule 25 of the Contract Labour (Regulation and Abolition) Central Rules. Every contract worker will be entitled to get Rs 10,000 per month," Dattatreya had said.

In today’s lesson we will see how to login into finacle.
How to login into Finacle?

Today we will see how to login into Finacle. See the below screenshot first.


 Our computers at our offices will look mostly like the above picture. There are certain settings to be made to our computers at office before we can start using Finacle. Don’t worry, our Super Stars (System Administrators) will do all the settings for you.

Finacle is also a website like www.gmail.comwww.facebook.comwww.indiapost.gov.in etc. To open any website we need software called as BROWSER. Our computer will have a browser called as Internet Explorer by default. There are other browsers available, like Google Chrome, Mozilla Firefox, and Apple Safari etc. But our finacle website will only open in INTERNET EXPLORER. So click on the Internet explorer icon as shown in the above picture.

Since our system administrators have already made all the settings to our systems, after clicking Internet explorer icon you will see the screen as shown below.


Our Finacle website is designed using JAVA software. JAVA is very powerful and there are so many things which we can do using JAVA.  With the help of JAVA there is possibility of hacking systems. Because of this reason some times browser will show warnings to us. But don’t worry it’s our department website. We can trust it. 

If you see the above image, browser is showing us a warning. It is saying us not to open the website. But as we know Finacle is safe we can continue to open that website.
So click on the 2nd option in the screen which says “Continue to this website (not recommended)”.

After clicking the 2nd option you will see new screen as shown below.


This is the actual login screen of finacle. In this screen we have to enter our user id and password.
Before migration of our office to finacle itself our system administrators will collect your details in the prescribed proforma and send them to CPC (Circle Processing Center I think). CPC people will create your ID and they will send your ID to your office email. Keep checking your office email till you get your ID. CPC people will set a default password to your ID. 
When you are logging in to finacle for the first time, enter your user ID which you received via email,  See the image below.


This is my first login into finacle. When you login with default password Finacle will ask you to change your password. See the image below.



Click on Go and change your password.
But remember you don’t need abnormally complicated passwords like 05621A)$@&*. A simple password like simha%3750 is enough. Keep the password simple and not easily guessable. After you change your password for the first time, you have to logout and login again with the new password.

After logging in with the new password you will see a screen like this. See the picture below.



In this screen you have to select the SOLUTION. In Finacle there are different solutions. Different solutions are used for different purposes. Some solutions are “FINCORE”, “SVS”, “SSOLogin” etc.

FINCORE solution is used at operative post offices to do transactions.
SVS solution is used at CPC for signature and document scanning.
SSOLogin solution is used at CPC to perform day end activities and some other important stuff.
The Point is we have to select a solution before we go to the actual finacle transaction screen.
In operative post offices select FINCORE as solution and you will see a new screen as shown below.
Note:
    1.     Password will expire after 60 days
    2.     In the above screen you can see your last login details. Last time when you login etc will be seen. If you find that you have login at abnormal times change your password immediately.
    3.     Always keep an eye on your last login details.
Now as you can see in the below image this is the actual finacle screen. 


This screen has some useful information and there are some points about this screen you must compulsorily know.

Points to Remember:
    1.     We use Internet Explorer browser to access Finacle website in our offices
    2.     Don’t use complicated passwords and do not disclose your passwords to anyone
    3.     You have to change your password after every 60days.
   4.     You have to choose FINCORE solution to enter into the actual Finacle home screen and do transactions
