Subject:- Grant of one additional Home Town LTC conversion to Fresh Recruits to visit UT of Jammu & Kashmir.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 20.09.2018 vide which the LTC scheme allowing Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) in lieu of Home Town LTC, was extended for a period of two years till 25 September, 2020.

2. Para 2 (iii) of the aforesaid O.M. provides that Fresh Recruits are allowed conversion of one of the three Home Town LTCs in a block of four years, applicable to them. In this regard, as per the extant instructions, fresh recruits to Central Government are allowed LTC to their home town along with families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to fresh recruits for the first two LTC blocks of four years applicable after joining the Government for the first time. As per the aforesaid O.M., out of these three Home Town LTC, one LTC may be converted by the fresh recruits to travel by air to visit UT of J&K/ UT of Ladakh/ NER/ A&N.

3. In this regard, it has been decided to allow fresh recruits one additional conversion of Home Town LTC to travel by air to any place in Union Territory of Jammu & Kashmir in each block of four years, i.e. in total 4 times in initial 8 years after being eligible for LTC (twice in each block of four years). The travel entitlements and other LTC conditions for this scheme shall be the same as given in DoPT’s O.M. No. 31011/3/2018- Estt.A-lV dated 20.09.2018 and 20.06.2019.

4. This facility will be valid till 25.09.2020.

Dr. Mallika Jonnalagadda-- The journey of the lady up the rocks

On successful completion of the SERB Young Scientist Grant, the main objective for Dr. Mallika Jonnalagadda was to be able to continue her research workin petrological and geochemical characterization of mantle rocks. She was knocking every door to be able to do what her heart wanted.

Opportunity responded to her call in the form of the Women Scientists A (WOS- A) scheme of Department of Science & Technology (DST) and she applied for this scheme hoping that it would help her to demonstrate that her chosen area of research was important and focused work was required in it. Her selection in the scheme has helped her to believe in herself and increased her confidence levels to a new high.

Today, Dr. Mallika Jonnalagaddais an Assistant Professor at the Interdisciplinary School of Science (IDS), Savitribai Phule Pune University, Pune, India and is the contact person for the Earth Sciences Programme at IDS which is being carried out in close association with the University of Melbourne, Australia.

“The DST WOS-A scheme is one of a kind and I wish that several women can achieve their goals with this scheme. My experience has been an extremely positive one with many opportunities that were both personally and professionally satisfying. The overall scheme has made me a frontrunner in my area of research in the country”, says Dr.Jonnalagadda.

Dr.Jonnalagadda’swork focuses on petrological and geochemical characterization of mantle rocks from diverse geological settings ranging from convergent boundaries in the Himalayas to the rifted Kutch basin in the western part of India. Her doctoral research has been instrumental in understanding some key problems related to prograde and retrograde metamorphism, which has developed a renewed interest in the overall subject of ultra-high-pressure metamorphism.

Through the Women Scientist Scheme, detailed isotopic geochemistry of the eclogites has been attempted for the first time, the results of which have been communicated for publication. Dr. Jonnalagadda is part of the Mantle Petrology group at SPPU which have been working on the orogenic ophiolites from the Himalayas since 2009.

With national and international projects to study petrological and geochemical characteristics of ultramafic and mafic rocks from the Himalayan Ophiolite sequences in Ladakh she has trigerred renewed interest in understanding the emplacement history and genesis of the Spontang ophiolite sequence vis-a-vis its relation to the Tso Morarieclogites.

Dr. Jonnalagadda spent 2 months in 2018 as a visiting fellow at the Geosciences Environnment Toulouse, France through collaboration between the CNRS and Savitribai Phule Pune University (SPPU), Pune. She received training and has hands-on experience with clean lab protocols and is well versed with advanced analytical instruments like the Electron Probe Micro Analyser (EPMA), LA-ICPMS, TIMS to undertake Sr-Nd isotopic analysis under the supervision of Dr. Mathieu Benoit and Dr. Michel Gregoire.

She says that the DST Women Scientist scheme has been instrumental in elevating her from an early career researcher to a Scientist with potential and it has changed perception and behaviour of several senior professors and scientists both at the national and international level. “Few women choose to work in my area of research which involves fundamental aspect of earth sciences.  Award of this scheme has resolved my faith that work should be continued and that government recognises the need to address gender disparity in research. It was through this project that I could establish myself with authority in the chosen field of study,”Dr. Jonnalagadda pointed out.

“Award of this project helped open many doors for international collaborations and joint laboratory work which has helped me gain several new skill sets. This position helped me in securing a visiting fellowship along with an international collaboration with the prestigious CNRS – GET institute which is a premier institute in France working on geological problems related to my area of study. Several call for papers from international journals have been received based on the work carried out under this project along with invitations to join the editorial board of new upcoming Asian journals. Lastly and most importantly, the above scheme was instrumental in my appointment as a Tenure Track Faculty at the level of Assistant Professor at the Savitribai Phule Pune University”, she says.

Mountain Terrain Bike Expedition at Air Force Station Kasauli

Annual Air Force Inter-Command Mountain Terrain Bike (MTB) Competition was organised from 04 – 07 March 2020 at Air Force Station, Kasauli. The event was conducted for selecting the Indian Air Force MTB Expedition team for participating in various competitions at national and international levels apart from promoting the spirit of adventure sports amongst the air warriors. A total of 40 air warriors participated in the championship.
Gp Capt James P Daniel, Station Commander, Air Force Station Kasauli flagged off the expedition which was conducted in two legs of 20 km each on the route Kasauli-Garkhal-Sanawar--Kasauli. The event was witnessed and felicitated by the enthusiastic crowd all along the route.
 During the closing ceremony held at the Station, Training Command, Indian Air Force the winner of the event, was handed over the rolling trophy by Station Commander.
Sgt SK Sahoo, LAC J Singh and Cpl Anoop Singh won Gold, Silver and Bronze medals respectively in the individual category of the event.

Precautions Must Keep In Mind By All Aadhaar Operator To Avoid Outbreak Of COVID-19 (Coronavirus)

All Aadhaar operators must be available ..

Since biometric is mandatory for Aadhaar, it is very sensitive to COVID19. Therefore, there are some important precautions that we must keep in mind so that outbreaks of coronavirus can be avoided.

1. Each operator should work at the center wearing a mask himself.

2. If water is available at the center, make soap / lotion available and direct each person with Aadhaar work to wash their hands before taking biometric.

3. After one person's biometric is complete, make sure to clean the screen with a cloth, only then apply your / other person's biometric. (It would be better if you can spend some amount and provide tissue paper)

4. Do not touch your eyes, nose or mouth with your hands while working.

5. If any person is seen suffering from cold, cough, sneezing at the center, then they should be asked to get Aadhaar related work done only after getting healthy.

6. Let everyone with Aadhaar work to wash their hands after completion of work.

7. After stopping the work of Aadhaar, definitely wash your hands with soap / lotion.

7. Do not let unnecessary crowd gather at the center.

8. If you are also perfectly healthy, then only work at the center.

(a) whether a wage revision settlement for more than 10 lakh bank employees and officers has been stuck for more than two years;

(b) if so, the reasons therefor; and

(c) whether the Government proposes to settle the wage negotiation in amicable manner and if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF FINANCE

(a) to (c): Wages in PSBs are settled every five years through bipartite settlement between the Indian Banks’ Association (which negotiates on behalf of bank managements on their specific mandate) and unions/ associations of bank employees. PSBs had been requested by the Government to expedite steps for wage revision. Indian Banks’ Association (IBA) has informed that it has been in negotiations for wage revision in respect of 8.47 lakh PSB employees due since 1.11.2017. IBA has also informed that one month’s ad hoc salary has been paid to PSB employees in October 2019.

Bank Unions Will Go On Strike On March 27th To Oppose Bank Mergers

Two big unions in the banking sector, All India Bank Employees’ Association (AIBEA) and All India Bank Officers Association (AIBOA) will go on strike on March 27th to oppose the mega bank mergers approved by the Union Cabinet on Wednesday.

This comes days after bank unions called off a three-day bank strike which was scheduled from March 11. The strike had been called after talks over wage revision failed to initiate with the Indian Banks’ Association (IBA).

The Cabinet on Wednesday approved merger of 10 public sector banks, including Allahabad Bank, Andhra Bank and OBC, to create large four state-owned lenders with effect from April 1.

In one of the biggest consolidation exercises in the banking industry, the government last year announced amalgamation of the Oriental Bank of Commerce and the United Bank of India with the Punjab National Bank, of the Syndicate Bank into the Canara Bank, of the Andhra Bank and the Corporation Bank into the Union Bank of India, and of the Allahabad Bank into the Indian Bank.

After the mergers in SBI NSE 1.12 % and last year in Bank of Baroda, the government has announced the merger of 10 banks which simply means that six banks – Andhra Bank, Allahabad Bank, Corporation Bank, Oriental Bank of Commerce, Syndicate Bank and United Bank of India will be closed down, he said.

Premature Retirement

As on 27.02.2020, based on the updated/reconciled information/data provided by various Ministries/Departments/Cadre Controlling Authorities (CCAs) on the Probity Portal operated by Department of Personnel and Training, provisions of the Fundamental Rules FR 56(j) similar rules have been invoked against 163 Group ‘A’ officers, (including All India Services officers) and 157 Group ‘B’ officers during the period July, 2014 to January, 2020.

As per the provisions under FR 56(j), Rule 48 of Central Civil Services (CCS) (Pensions) Rules, 1972, and Rule 16(3) (Amended) of All India Services (Death-cum-Retirement Benefits) Rules, 1958, Government has the absolute right to retire Government officials prematurely on the ground of lack of integrity or ineffectiveness, in public interest.

This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, DrJitendra Singh in written reply to a question in Lok Sabha today.

Cabinet approves Mega Consolidation in Public Sector Banks {PSBs} with effect from 1.4.2020

The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved the mega consolidation of ten PSBs into four which include the –

(a)  Amalgamation of Oriental Bank of Commerce and United Bank of India into Punjab National Bank

(b)  Amalgamation of Syndicate Bank into Canara Bank

(c)  Amalgamation of Andhra Bank and Corporation Bank into Union Bank of India

(d)  Amalgamation of Allahabad Bank into Indian Bank

The amalgamation would be effective from 1.4.2020 and would result in creation of seven large PSBs with scale and national reach with each amalgamated entity having a business of over Rupees Eight lakh crore. The Mega consolidation would help create banks with scale comparable to global banks and capable of competing effectively in India and globally. Greater scale and synergy through consolidation would lead to cost benefits which should enable the PSBs enhance their competitiveness and positively impact the Indian banking system.
In addition, consolidation would also provide impetus to amalgamated entities by increasing their ability to support larger ticket-size lending and have competitive operations by virtue of greater financial capacity. The adoption of best practices across amalgamating entities would enable the banks improve their cost efficiency and risk management, and also boost the goal of financial inclusion through wider reach.
Further, with the adoption of technologies across the amalgamating banks, access to a wider talent pool, and a larger database, PSBs would be in a position to gain competitive advantage by leveraging analytics in a rapidly digitalising banking landscape.
