Respected Madam,  

We would like to bring to your kind attention to my letter of even number dated 16-03-2018 addressed to your honour whereby it was requested to intervene in the pending issues concerned to the members of Association, but till date following issues are not resolved. This association will feel obliged your intervention on how best to get these long pending issues and other issues settled immediately.

GS visited Dte....

GS along with P. Ajith Kumar (Vice President), Sri Permanand ( OGS) and others met with the officers of the Dte. in the chamber of Ms. Achla Bhtanagar, Member (P). In the said meeting Ms. Manju Kumar, DDG(P) and Ms Smriti Sharan, DDG(Estt) were also present. All the matters were discussed in detail. 

1  Holding of DPC and LDCE for promotion to the cadre PS Gr. B for the year 2017-2018 & 2018-2019 : Dte. is working on it and as assured  by DDG(P) list of zone of consideration will be issued within 15 days.

2. Cadre restructuring of Inspector Posts cadre : Dte is working on it and outcome will come  within two to three month.

3. Issue of Final combined seniority list of Inspector Posts cadre for the  year 2001 and 2002. Also from the year 2003 onwards : Final combined seniority list of Inspector Post cadre for the year 2001 and 2002 will be issued within a month. Further Dte. is also working on issue of Combined gradation list from 2003 onward. DDG(P) assured that  the gradation list from 2003 onward  will be  issued in next two months after issue of Combined gradation list of 2001 and 2002.

4. Non Implementation of orders of Directorate issued under No. 2-12/2013-PCC dated 24.10.2017 by which the Grade pay of Inspector Of Posts has been upgraded to Rs. 4600/- (PB-2) w.e.f 01.01.2006. : In respect of Up gradation of pay file is pending with MOF from 20.04.2018.

5. Issue of clarification to Circles on drawal of one increment one promotion to ASP cadre during the period from 01.01.2006 to 31.12.2015, as ASP Posts carries higher responsibility than Inspector Posts : Clarification has been sought from MOF after receipt of the clarification instructions will be issued.

6. Inter Circle Rule 38 transfer cases of Inspector Posts cadre. Few circles are not relieving the IPs despite issue of orders of concerned circles : Needful  action will be taken as assured by DDG(P).

7. Holding of periodical meeting with Hon'ble Secretary (Posts) :Needful  action will be taken.

8. Clerical assistance to Sub Divisional Head :Needful  action will be taken.

9. Allotment of passed candidates of LDCE of PS Gr. B cadre held in 2012 & 18.12.2016 : They assured to issue the allotment order for the Candidates selected through LDCE 2012 supplementary result within a fortnight. As regards to the the candidates selected through LDCE conducted on 18.12.2016,  the allotment process is in progress and will be finalized after the allotment of LDCE 2012 supplementary results.

Apart from the above following issues were also discussed :

a) Issue of Inspection Questionnaire : Revised Inspection Questionnaire for HO is ready and will be issued very shortly.

b) Role Of ASP/IP  in IPPB : DDG(P) assured that the matter will be discussed with the IPPB  to have the clarity and justification regarding involvement of   ASP/IP  in IPPB work. Association requested for minimum involvement of ASP/IP in IPPB related activities as they have their own establishment.

c) Clarification on MACP : DDG(Esst) assured to look into the matter and will issue clarification shortly.

d) Training of ASP/IP on all new projects : DDG(P) assured that she will take up the matter with Training Division.

LTC - DOPT CLARIFICATION IN RESPECT OF CHILDREN BELOW THE AGE OF 5 YEARS

Subject: Admissibility of air fare for children below the age of 5 years of the Government servants non-entitled to travel by air on LTC - clarification reg.The undersigned is directed to invite reference to Department of Personnel Training’s O.M. No. 31011/2/2006-Estt.A dated 24.4.2006, 21.05.2007 and 03.12.2007 which stipulates that a non-entitled Goverment servant is allowed to travel by air while availing LTC provided that the reimbursement made in such cases is restricted to the train fare of entitled class. In this regard, it may be noted that while no fare is charged by Railways for a child below the age of 5 years travelling by train, airlines charge full air fare for child of 2 years of age and above. 

2. This Department is in receipt of references from various Ministries/Departments seeking clarification on reimbursement of LTC claim in a situation where a child of a non-entitled Government servant, aged less than 5 years, travels by air on LTC and entitled train fare is claimed by that Government employee in respect of his/her child.

3. The matter has been examined and it is clarified that since children below the age of 5 years are not charged for rail journeys, no reimbursement shall be made in respect of the air journey performed by children, aged less than 5 years, of the Government servants who are not entitled to travel by air on LTC. It may be noted that this provision shall not be applicable for the segments where the air journey has been allowed to the non-entitled Government servants and their families under the special dispensation scheme, existent from time to time.

650 India Post Payments Bank branches to start by May: Manoj Sinha

India Post had received permission from the RBI to start a payments bank in January last year, following which it set up two branches, on a pilot basis, in Raipur and Ranchi

Union Minister of State for Communications Manoj Sinha on Sunday said that as many as 650 branches of the India Post payments bank are likely to be operational across the country by next month.

He said that the work of system integration of the payments bank had been completed and processes mandated by the Reserve Bank of India would be completed within one week.

"It is likely that 650 branches of the India Post payments bank would start functioning from May," he said at a press conference.

The minister said that the launch of the postal department's payments bank would enable more than 1.5 lakh post offices to become access points for people to avail banking services, adding that it would help the government's plans of financial inclusion and direct transfer of benefits in remote areas.

India Post had received permission from the RBI to start a payments bank in January last year, following which it set up two branches, on a pilot basis, in Raipur and Ranchi.

He said that a new regional office of the postal department would be opened in Jabalpur in the state.

He said that India Post had been adopting new technology in a bid to provide services at a faster pace and, as part of it, postmen were being provided with smart phones and hand held devices.

"So far, 15,000 such devices have been distributed to postmen in the country. Soon 40,000 postal workers will have such devices. This would enable faster delivery of all kinds of services," he said.

Admitting that India Post's parcel services were lagging behind due to the presence of private players, he said that a Parcel Directorate had been formed in the postal department to give a boost to this segment.

He expressed hope that the postal department would soon be self-reliant as far as revenue was concerned.

Speaking about milestones achieved by his department in the past one year, Sinha said, "A total of 62,000 out of 1.29 lakh post offices were networked under the Digital Advancement of Rural Post Office for a New India (DARPAN) project. New technology enabled services are being offered in rural areas through hand held devices," he said.

He said that over seven lakh passport applications had been processed through 187 passport seva kendras (PSK) operating out of post offices.

The minister, who holds independent charge of the ministry of communications, was in the city to address a India Post conference being attended by senior officials including Postal Services Board members, the Director General (Posts) and Secretary (Posts).

The conference is to review the department's performance in the past year.
