Growth in Postal Savings Accounts

Post office savings account customers can soon avail full digital banking service

New Delhi, Apr 8 (PTI) Around 34-crore post office savings account holders will be able to avail a full-fledged digital banking service from May as the government has approved linking such accounts with that of India Post Payments Bank (IPPB).

"The finance ministry has approved linking of savings bank accounts at post offices with IPPB accounts. This will enable post office account holders to transfer money from their account to any bank accounts...," an official source told PTI.

The 34 crore savings accounts comprise 17 crore post office savings bank accounts and rest are those subscribed monthly income scheme, recurring deposits etc.

The move also paves the way for creating of countrys largest banking network as India Post has plans to link all 1.55 lakh post office branches with the IPPB.

India Post has has started core banking service but it offers money transfer service within post office savings bank (POSB) accounts.

"IPPB is governed by Reserve Bank of India and banking service of post offices comes under the finance ministry. IPPB customers can use NEFT, RTGS and other money transfer services as available for any banking customers. Once POSB accounts are linked with IPPB, customers will be able to enjoy all money transfer service like other banks," the source said.

He said that by May, India Post will give option to POSB account customers to avail this facility.

"The service will be optional. If post office account holders opt for it, their account will be linked to their IPPB account," the source said.

As per an official statement issued earlier, India Post plans to start functioning of all 650 IPPB branches from this month. All 650 branches will be connected to smaller post offices in the districts.

"IPPB branches and all the access points will be linked to postal network which has 1.55 lakh post offices in total. Out of this, 1.3 lakh branches are in rural area," the source said.

With 1.55 lakh branches, India Post will be able to create countrys largest banking network.

"In the second phase, starting September, account holders in post office will have an option to pay for post office products from their IPPB accounts including deposit money for Sukanya Samridhi Yojana, recurring deposits, speed post, etc," he said.

Also, the IPPB will start registering merchants who will accept payment from its customer with help of application. The IPPB customers will be able to make payments to various merchants like grocery store, tickets etc with help of their app, the source said. PTI PRS MKJ

Subject : Preventive Checks/actions to avert/unearth and investigate fraud in CBS post offices.

Respected Sir,

           

            While drawing your immediate attention  towards Postal Directorate, Financial Services Division  letter  no.  F. No. 25-31/2017-FS-CBS dated 28.03.2018  wherein the burden of checking and verification of Sanchay Post Mock Migration  data with Live migrated data, cross-checking of 6 months or older Sanchay Post data with Live migrated data and verification thereof has been placed over the Sub Divisional Head,  this Association  strongly protests inclusion of the Sub Divisional head in this verification process.

            This Association strongly advocates that this verification process should done by SBCO, SBSO and technical officials like System Administrators. Only the SBCO has authority to verify  and authenticate    data and Sub divisional Head has no authority to verify or authenticate data and arrive at the correct balance/data. Involving Sub Divisional Head   has no meaning in this context as Sub Divisional  Heads do not have adequate operational skill of the software like Sanchay Post. The Sub divisional heads are neither fully skilled nor have enough time to check data in respect of all Finacle migrated offices under their Sub Division. SDC Chennai/DOP and Infosys should develop such software which can easily filter such desired data.

            Therefore, it is requested to kindly relook  into this matter and cause to withdraw instructions which direct Sub Divisional Heads to check and verify Sanchay Post data w.r.t. migrated  live data issued vide Postal Directorate , Financial Services Division  letter  no.  F. No. 25-31/2017-FS-CBS dated 28.03.2018.

MACP “very good” benchmark – date of effect – Delhi High Court office order

High Court of Delhi Ordered that upgradation of benchmark from "Good" to "Very Good" under the Modified Assured Carrier Progression Scheme (MACPS), is applicable withe effect from 01st January, 2018. The required grading of "Very Good" will be applicable only in respect of ACRs from the current year, i.e. 2017 onwards. For earlier years grading of "Good" up to the grade pay of Rs.660/- (Pre-revised), will be treated as qualifying/eligibility criteria for the benefit under the MACP Scheme 

How to Change CSI Password for All Application

• Logout from all CSI applications ( Offline and Online)
• Go to

http://im.indiapost.gov.in/identity

• Login with current CSI user ID and password
• Click on Change SSO Password
• Under Set New Password
• Type new password (Password Complexity should be maintained)
• And Confirm password both must be same
• Than click on Submit
• Login in SAP after 10-15 minutes

For POS Application

• Run Daily Sync 
• Run High Sync Repeatedly (certain interval)

• Than try to login in POS BO and POS Counter with new password after 30- 45 minutes.
• Don't try more than once if password is not permit to login. In this case you should execute Run High in regular interval to receive the password from central server.

For precautions

• Don't wait until password getting expiry. The password should be changed 2days before expiry.
• The change of password should be done at the end of the day.
• The POS Server should in UP atleast 30 after changing the password and the execution of Sync should be done in regular interval.

OFFICE MEMORANDUM

Subject: LTC to Railway employees (and Government servants whose spouses are Railway servants)

The undersigned is directed to say that as per extant LTC instructions, Government servants and their spouses who are working in Indian Railways are not entitled for the facility of LTC as the facility of "Free Pass" is available to them. However, Seventh CPC in its report has recommended for bringing Railway employees (and employees whose spouses are Railway servants) into the fold of LTC.

2 The matter has been considered in this Department in consultation With Ministry of Railways. It has been decided that Railway employees may be allowed to avail All lndia LTC once in a block of four years under CCS(LTC) Rules, 1988, subject to the following conditions·

(i) The railway employees shall continue to be governed fully by the Railway Servants (Pass) Rules only and availing of "All India LTC" under CCS (LTC) Rules by them will be facilitated through a Special Order under the relevant provision of the said Pass Rules.

(ii) "All India LTC" will be purely optional for the railway employees.

(iii) Even after availing "All India LTC" in a year, it will not be mandatory for the railway employee to opt for "All India LTC" 1n the next or subsequent block years

(iv) No "Home Town LTC" will be admissible to Railway employees and on the same analogy, no Home Town converted LTC shall be allowed to them.

(v) The railway employees will surrender the Privilege Passes admissible to them In the calendar year in which they intend to avail the LTC facility. However they would continue to be eligible for Privilege Ticket Orders and other kinds of Passes viz., Duty Pass. School Pass, Special Passes on Medical grounds. etc., as admissible under the Pass rules. Further, if the railway employee has already availed of a Privilege Pass, then LTC will not be allowed in that year.

(vi) The railway employees on deputation to any other organization, Including Railway PSUs, would also continue to be eligible for optional LTC in lieu of Privilege Pass entitlement.

(vii) The definition of beneficiaries e g members of family, dependents etc. and other conditions as laid down in the CCS(L TC) rules will be applicable for availing 'All India LTC' facility by the railway employees even if such beneficiaries are not entitled for Privilege Pass under the Pass Rules.

(viii) If both spouses are Railway employees then both will surrender admissible in the calendar year, if they opt for All India LTC.

(ix) In case of the Government employees whose spouse is working In Railways, want to avail All India LTC, either Independently or with family members, then he/she they may be allowed subject to the condition of surrendering privilege passes admissible in that calendar year for him/her/them and an undertaking in this regard shall be

given by the Government servant to his office

OFFICE MEMORANDUM

Subject: Grant of vigilance clearance for obtaining passport.

The undersigned is directed to say that matter regarding guidelines for granting vigilance clearance to members of the Central Civil Service holding Central Civil Posts have been reviewed and it has been decided to lay down guidelines for grant of vigilance clearance to the Government servant for obtaining Indian Passport.

2. Ministry of External Affairs (MEA) has issued the guidelines for issuance of ordinary Passport to the Government servant vide O.M. No. VI/401/01/05/2014 dated 26.05.2015 in connection with procedures to be the followed in case of passport to be issued to Government servant.

3. In view of the above, it is mandatory for the administrative Department/Controlling Authority to check whether any provision of the Section 6(2) of the Passport Act, 1967 are attracted in the case of employee, who are working under them, while obtaining Indian Passport. As such, it is required to check the vigilance clearance of such Government servant.

4. Accordingly, it has been decided that vigilance clearance can be withheld only under the following circumstances:

(i) The officer is under suspension;

(ii) A charge sheet has been issued against the officer in a disciplinary proceeding and the proceeding is pending.

(iii) Charge sheet has been filed in a Court by the investigating Agency in a criminal case and the case is pending.

(iv) Sanction for investigation or prosecution has been granted by the Competent Authority in a case under the PC Act or any other criminal matter.

(v) An FIR has been filed or a case has been registered by any Government entity against the officer, after a preliminary fact finding inquiry.

(vi) The officer is involved in a trap/ raid case on charges of corruption and investigation is pending.

5. Vigilance clearance shall not be withheld due to an FIR filed on the basis of a private complaint unless a charge-sheet has been filed by the investigating agency provided that there are no directions to the contrary by a competent court of law. However, the information regarding FIR may be provided to the Passport Office. The final decision will be taken by the concerned Passport Issuing Authority.

6. There may be situations wherein wards and relatives of the civil servants residing abroad (for education and other purposes) could be having medical emergencies or family events. The officer himself/ herself may require to visit abroad for medical reasons. Therefore, as a policy, ordinarily, a passport will not be granted if a disciplinary proceeding is pending against the officer. However, the competent authority can take a view wherein a foreign travel is necessitated due to extreme urgent situation like medical emergencies etc. on case to case basis.

7. All Ministries/ Departments/Offices are requested to bring the above guidelines to the notice of all Disciplinary Authorities under their control.
