Last Minute Rush As India Stops 163-year-Old Telegram Service .

Thousands of Indians crammed into telegram offices today to send souvenir messages to friends and family in a last-minute rush before the service shuts down after 162 years. Today is the last day that messages will be accepted by the service, the world's last major commercial telegram operation, and the Central Telegraph Office in New Delhi said it was geared up to tackle the expected rush.

१६३ वर्षांपूर्वी सुरू झालेली तारसेवा रविवार रात्री आठ वाजता काळाच्या पडद्याआड गेली. तारसेवेची शेवटची आठवण म्हणून अनेकांनी विशेषतः तरुणांनी अशी शेरोशायरीची उधळण करीत मित्रमंडळींना तार केली. शेवटची तार पाठवण्यासाठी चर्चगेटजवळच्या सीटीओ ऑफिसमध्ये रविवारी गर्दी उसळली होती. ' ही गर्दी कायम राहिली असती तर तार बंद झाली नसती ', अशा भावना व्यक्त करणाऱ्या तार खात्याच्या कर्मचाऱ्यांची मात्र वेगळीच 'हृदयाची तार ' छेडली गेली होती.

मोबाइल आणि ई-मेलच्या जमान्यात तारसेवा मागे पडली तरीही तीची विश्वासार्हता तसूभरही कमी झालेली नव्हती. पण , काळाच्या ओघात सरकारने तारसेवा बंद करण्याचा निर्णय घेतला. आज , १५ जुलैपासून तारसेवा बंद झाली. ही सेवा रविवारी रात्री आठवाजेपर्यंतच सुरू राहणार असल्याने ' शेवटची तार ' करण्यासाठी सीटीओ म्हणजेच आताच्या ' बीएसएनएल ' च्या चर्चगेट येथील ऑफिसमध्ये रविवारी मुंबईकरांचा ओघ लागला होता. दिवसभरात १२ हजार तारा केल्या गेल्या.

तरुण मंडळींमध्ये तार करण्यासाठी उत्साह संचारला होता. बोरीवलीच्या सौमित्र मजमूदार याने शरोशायरीची उधळण करीत तार केली. इजिप्तमध्ये महमद मोर्सी यांना अध्यक्षपदावरून पायउतार व्हावे लागल्याने वर्षभरातच त्यांचे साम्राज्य संपले. त्याचा धागा पकडत सौमित्रने , ' उधर मिस्र से हटा मोर्सी का राज... इधर हिंदुस्थान से हटा ' मोर्सी ' का कामकाज ' असा उल्लेख करीत तार केली. ब्रिटिशांच्या काळापासून कडकट्ट... कडकट्ट.. अशा सांकेतिक भाषेत मोर्सकोडवरून तार पाठवली जात होती. त्याचा संदर्भ सौमित्रने घेतला होता.

तार पाठवण्यासाठी ब्रिटिश बनावटीची १८३४ मधील मोर्स मशिन आजही सीटीओ ऑफिसमध्ये आहे. मोर्स मशिनवर आलेला संदेश टिपून घेण्यासाठी जीव ओतून ' कडकट्ट कडकट्ट ' ऐकावे लागे. १९९०पर्यत मोर्स मशिनवरून तारा पाठवल्या जात होत्या , अशी आठवण चीफ टेलीग्राफ मास्टर अनघा खांबेटे व हेमलता चव्हाण यांनी सांगितली.

Subject: Guidelines on Air Travel on Official Tours / Leave Travel Concession (LTC) – reg.

Reference is invited to instructions issued by the Department of Expenditure, Ministry of Finance from time-to-time regarding the procedure for booking of air tickets on Government account. As per existing procedure Government officials/offices can book the air tickets directly from Airlines (at Booking counters / Website of Airlines) and if needed, by utilizing the services of authorized agents. viz. M/s Balmer Lawrie & Company Limited (BLCL) and M/s Ashok Travels & Tours (ATT) [Department of Expenditure OM No.19024/1/2009-E.IV dated 16/09/2010 refers]. Air tickets for travel on LTC, to a limited extent, can also be get booked through Indian Railway Catering & Tourism Corporation(IRCTC) [Department of Personnel & Training 0M No. 31011/6/2002-Estt.(A) dated 02/12/2009 refers].

2. It has now been decided to include IRCTC as an authorized for the purpose of booking air tickets on Government account.Accordingly, if the services of a travel agent for booking air tickets on Government account is to be availed of, in addition to BLCL and ATT, the services of IRCTC can also be availed of.

3. All Ministries/Departments of the Government of India. etc. may accordingly bring these instructions to the notice of all concerned for strict compliance.

Cat Case for Up Gradation of Grade Pay of IP Cadre - An Update.

OA No. 289/13 filed by CHQ adjourned to 8/8/2013 before the Registers Court. The brief of reply filed by DOP is as under:

None of the grounds raised by the applicant is tenable in the eyes of law or on facts. It is respectfully submitted at the risk of repetition that in compliance with the directions of this Hon’ble Tribunal contained in Annexure A-19 order, the issue was taken up with the Nodal Ministry, Department of Expenditure to have a re-look at the level of Secretary. The matter was examined in the Nodal Ministry and it was not agreed for the up gradation of the Grade Pay of the Inspector (Posts) on par with that of the Inspectors of Income Tax CBDT and CBCE citing the following reasons:

(a) Inspector Posts were in the Pay Scale of Rs.5500-9000 prior to 6^th CPC. However, the 6^th CPC in para 7.6.14 recommended, inter-alia,”……. The Commission is recommending the merger of pre-revised pay scale of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector Posts on par with Assistants in CSS/Inspector and analogous posts in CBDT/CBEC…..”. Therefore, Inspector Posts have eventually come at par with Assistant CSS/Inspector CBDT/CBEC consequent on merger of pre-revised pay scalee of Rs. 5000-8000, 5500-9000 and 6500-10500. As such, there was no specific recommendation in para 7.6.4 to the effect that Inspector Posts are granted pre-revised pay scale of Rs. 6500-10500. Therefore, Inspector Posts have been granted normal replacement as per Part A of CCS(RP) Rules, 2008 and are rightly placed in the scale of Rs. 9300-34800 in PB-2 with Grade Pay of Rs. 4200/-. It is submitted that initially, as per recommendations of the 6^th CPC in para 3.1.14, Inspector of CBDT/CBEC were also placed in the scale of Rs. 9300- 34800 in PB-2 with Grade Pay of RS. 4200/-. Subsequently, by virtue of being in the pre-revised pay scale of Rs. 6500-10500 as on 01-01-2006, they have been covered by Annexure A-8 OM dated 13-11-2009 and were placed in the pay of Rs. 9300-34800 with Grade Pay OF Rs. 4600/- corresponding scale of Rs. 7450-11500/-.

(b) Inspectors in CBEC/CBDT were placed in the scale of Rs. 6500-10500 with effect from 21-04-2004 ie, prior to 6^th CPC by an executive order of the Government keeping in view their parity with Inspectors of CBI/IB and directions of the Hon’ble CAT, Jabalpur Bench. Further, Assistants of CCS have also been granted the pay scale of Rs. 6500-10500 with effect from 15-09-2006 on the basis of their traditional parity with Inspectors CBEC/CBDT.

(c) Subsequently, Assistants of CCS were placed in the scale of Rs. 9300-34800 with Grade Pay of RS. 4600/- corresponding scale of Rs. 7450-11500/- vide Annexure A-10 OM dated 16-11-2009. The Grade Pay of RS. 4600/- has been extended to only four Head Quarter services ie, Central Secretariat Service (CSS), Armed Forces Headquarters Service (AFHQ), Indian Foreign Service ‘B” IFS (B) & Railway Board Secretariat Service (RBSS) and their counterpart Stenographer Services. Therefore, it was a conscious decision of the Government to keep Assistants in CSS/Inspector and analogous posts in CBDT/CBEC in the higher pre-revised scale ie, Rs. 7450-11500/- considering their pre-revising relativities, hierarchical structure, mode of recruitment etc. The mode of recruitment was not the only criteria as contended by the applicants in the OA. In various cases, theApex Court also opined that wholesale identity between two groups would involve matters relating to nature of work, educational qualification, mode of appointment, experience etc.

(d) It is pertinent to mention here that the Annexure A-8 & A-10 OMs came into existence as a result of demand from various quarters of Government seeking up gradation for pre-revised scale of RS. 6500-10500 due to functional requirement. However, hierarchical structure of Inspector Posts does not demand such functional requirement, as post of ASP in the scale of pay of Rs. 9300-34800 wityh Grade Pay of Rs. 4600 in PB-2 corresponding to pre-revised scale of Rs. 7450-11500 still exists, even after implementation of 6^th CPC recommendations.

(e) That the 6^th CPC vide para 7.6.14 considered the demand for the scale of Rs. 6500-10500 at par with Inspector CBDT/CBEC and Assistants of CCS. Since Inspector Posts have come in the Pay Scale of Rs. 9300-34800 with Grade Pay of Rs. 4200/- in PB-2, corresponding to pre-revised scale of Rs. 6500-10500, the hierarchical posts in their cadre ie, ASP and SP had to be placed in the Grade Pay of Rs. 4600/- and Rs. 4800/- respectively to maintain the relativity in the cadre. Moreover, the scale of other similarly placed posts ie, Assistant Manager and Manager in Mail Motor Service were also placed in the Grade Pay of Rs. 4600/- and Rs. 4800/- respectively. In case the demand of Inspectors Posts for the Grade Pay of Rs. 4600/- is accepted, it will have cascading effect involving huge financial implications. Also, the demand for up gradation from similarly placed posts in Mail Motor Service etc will arise immediately.

(f) The duties and responsibilities of Inspector, CBDT/CBEC relates to enquiry and survey, assessment, tax evasion, petitions, prosecutions, TDS, tax recovery, prosecution before Tribunals/Courts, investigations etc. The Assistants of CSS performs the duties relating to parliament matters/cabinet matters, service matters, formulation/review/monitoring of national policy/programs on various subjects, assistance to executives, legislatures in the smooth functioning of the Government etc. Therefore, the duties and responsibilities assigned to the Assistants CSS and Inspector, CBDT/CBEC are quite different from that of Inspector (Posts). There is no comparison between Assistants CSS& Inspector CBEC/CBDT and Inspector (Posts). They are performing different duties in their respective cadres.

It is submitted that the issue was examined by the Secretary (Finance) and the proposal for up gradation of the Grade Pay of the Inspector (Posts) on par with that of the Inspectors of Income Tax CBDT and CBCE was rejected by the Nodal Ministry citing the above mentioned reasons. The decision of the Ministry of Finance was communicated under the signature of the Under Secretary and the same was communicated to the applicants by the office of the 3^rdrespondent.

Under the above circumstances, it is humbly prayed that the Applicants’ prayers in the Original Application are devoid of any merit and the Applicants are not entitled to get any of the reliefs sought for in the Original Application and the Original Application is liable to be dismissed with cost to the Respondents.

Updates about Circle Working Committee Meeting held at GOA

The Circle Working Committee meeting held at, Porovorim, Goa on 6^th and 7^th July 2013. Shri Charles Lobo Postmaster General Goa was Chief Guest for Inaugural Function. Dr.Shivram, SSPOs, Goa was also present. Office Bearers and CWC members from all over Maharashtra were present at GOA to attend the meeting. There was heavy rain which was defined as raining like Cat and Dog. Everyone enjoyed the monsoon of GOA. The ACS and his team of Goa Region has made a comfortable lodging & boarding arrangement and also Meeting hall was also having decent ambiance.

CWC ,meeting started at 10.00 a.m. sharp, during Inaugural session Shri. S.W.Walvekar, ASP RO GOA welcomed all the dignatories and delegates. The General Secretary, briefed the Chief Guest about the problems & difficulties faced by the members while Circle Secretary apprised about the problems in Goa Region. The Chief Guest has assured to look into the matter personally. The items of the agenda were also discussed at length with the delegates.

At the end of the session, the resignation submitted by Shri, V.S.Ingle, Treasurer to President of the Association during the month of October was come up for discussion. The house has accepted the resignation of Shri. Ingle, to enable him to concentrate at CHQ work. The house has unanimously selected Shri. Nandkumar Kurlapkar, ASP, Madgaon Sub Division, as treasurer of the Association.

Finally the meeting was concluded with vote of Thanks by Shri. Nandkumar Kurlapkar, ASP, Madgaon Sub Division at 17.00 Hrs.

IPOs / ASPOs :- Rotational transfer for the year 2013.It was requested to consider the request of the officers.

Reply :- The rotational transfer of the ASPOs has been issued on 06.05.2013 and the requests of the ASPOs for transfer / choice of posting have been considered to the extent possible while issuing posting orders.

Pending Items -

Temporary creation of PS Gr B posts in Mumbai Region including RO Mumbai -Inview of the increasing work load in Mumbai City and Suburban areas, it is requested to place request to CO Mumbai for diversion of vacant Gr B Posts to Mumbai Region /RO.

Reply :- The review of section officers,AO,AAO,IP/ASPs and stenographers is yet to be carried out.However considering the hectic activities under IT modernization this office has forwarded the proposal for creation of posts of ADPS (IT) at RO by diverting the erstwhile post of Supdt RSD.

2) Filling up of vacant post of IP'S (Direct Quota) -

In IP cadre there are 60 vacancies and only 33.3% are filled up from direct quota . The direct quota is also not getting fully filled through SSC. hence CPMG suggested that for one time posts are required to be filled from Departmental quota or direct quota. Directorate will be addressed in this regard.

3)Utilisation of Supdt RSD Mumbai Post. -

The matter is under examination and decision will be taken.

CPMG directed PMG Goa Region to look into the case.

2)Restriction put by the Divisional Heads on Road Mileage -

CPMG directed all Regional PMG's to issue instructions to all divisional heads under them it is discretion of the divisional heads and they are eligible for road mileage upto 200 kms. For additional charge CO will Fix the Limit.

Cadre Restructuring of IP Cadre.

As informed by General Secretrary, Cadre Restructuring of Inspector Cadre will be under active consideration at Directorate level, therefore all are requested to send suggestions for the future of our cadre. all ACS are requested to study/ discuss the issue and come for CWC with concrete suggestions.

Our Circle has to give our view to the CHQ on Cadre Restructuring of IP Cadre.
