Respected Madam,

          This Association would like to invite your kind attention to this letters of even number dated 18/5/2012 followed by reminders dated 20/9/2012, 6/12/2012 & 6/2/2013 on the above captioned subject.  This issue was also discussed with your honour during the informal meeting held on 6/2/2013 and it was assured that an early action will be initiated at Directorate level, but till date nothing is heard. 

          This Association requested Directorate for optimum utilization of human resources in our Department through above referred letters. Establishment review is one of the tools to identify places where posts are surplus and where same needs to be redeployed for its proper utilization. It is also intimated that Chembur HO is located in prime area in Mumbai City and is also important station as far as business and other postal operations are concerned, as such, the expectations from this Head Post Office are manifold. Keeping in view the importance of location coupled with workload, this HO is fully justifies for up-gradation to a Gazetted HO (PS Gr. B). It is to further state that, Chembur HO is one the HO in Maharashtra Circle identified for CBS. Due to increase of work load and establishment, the then CPMG Ms K. Noorjehan has strongly recommended the up-gradation case of Chembur HO (IP Line HSG-I) to Gazetted Line (PS Gr.B).

          In view of the above, this Association urge to kindly look into this important aspect personally taking into consideration of optimum utilization of human resources properly and cause to issue necessary orders for up-gradation of Chembur HO (IP Line) into Gazetted HO (PS Gr. B) by redeploying the erstwhile surplus post of Supdt. RSD, Mumbai at the earliest. This will ensure optimal utilisation of post of Supdt. RSD for implementation of CBS project. CPMG Mumbai has already recommended this issue under their letter No. Estt/2.4(31)/II dated 22/2/2005, 16/11/2005 and Estt/1-Four Monthly Meeting/10 dated 12/10/2010. The brief history of the case is appended to this letter as Annexure-I.

          We hope that your honour will take the proper decision in this long pending item at the earliest and line in reply is requested.

ANNEXURE – I

The brief history of the case.

          A proposal, based on the establishment review of Chembur HO (HSG-I, IP Line) for the year 2003 which qualify for conversion to Gazetted HO (PS Gr. B) was submitted to Directorate by CO Mumbai vide their letter of No. Estt/2.4(31)/II dated 22/2/2205. In the said proposal, the post of Sr.PM Mandvi HO which was not justified as per norms, was identified for the proposed redeployment as Sr. PM, Chembur HO. In the year 2005, the post of Sr. PM Mandvi was redeployed to Circle office as AD (Inspection Cell) vide Dte. Letter No. 11-7/05-CP dated 8/6/2005 after its down gradation from HO to SO (HSG-I IP Line). Therefore, the post of Sr. PM, Mandvi HO was not available now for redeployment to Chembur HO.

          Directorate vide letter No. 25-19/2010-PE.I dated 28/1/2011 has approved the merger of RSD Mumbai with CSD Nashik with effect from 1/3/2011. Consequent upon the merger, the post of Supdt. RSD Mumbai is kept in skeleton form with effect from 1/3/2011. Surplus Gr. ‘C’ and MTS staff have already been redeployed by CPMG Mumbai to needy offices. Only the post of Supdt. is still kept in skeleton form. Therefore, this Association urges that, the surplus post of Supdt. RSD Mumbai in PS Gr. B cadre may be utilized for redeployment to Chembur HO on its up-gradation at the earliest.

Commemorative postage stamp released to mark centenary of Mumbai GPO

India Post today marked the centenary of Mumbai GPO building, wwiththe release of Commemorative Postage Stamp by Ms P. Gopinath, Secretary (Posts) and Chairperson, Postal Services Board, Government of India,at a function held in a precincts of the heritage building.

As of the celebration, India Post has also orgnaised a philatelic exhibition on Mumbai at ground floor of the GPO.

GPO, through the ages

General Post Office, Mumbai was established in the year 1794 by the then Postmaster General for Bombay Presidency, Charles Elphinstone. Strategically located near the Chhatrapati Shivaji Railway Terminus and the Sea Port to allow quick transfer of mail from overseas and inland, this office has been serving the common man for over 200 years.

The present GPO building was designed by John Begg, Consulting Architect and the construction was completed in 1913.

The building is a magnificent example of the Indo-Saracenic style adopted by the British in India. Built in local grey Kurla Basalt with dressings of yellow stone from Malad and white stone from Dhragandhara, the architecture reflects a strong influence of Islamic architecture in its skyline dominated by domes and minarets.

The most remarkable feature of the interior of the GPO is its central dome, which has distinctive3 resemblance to the Gol Gumbaz of Bijapur. It has a diameter of 65 feet, which is the largest in the city. Turrets and minarets resemble Moghul Architecture.

Mumbai GPO to offer core banking services soon.

The business hall of Mumbai GPO is unique with 101 counters and serves about 40,000 customers a day. The renovated portion of Mumbai GPO known as ‘Bicentenary Hall”occupies 10,000 sq.ft. area and has been provided with modern amenities like computerised savings bank, multipurpose counter machines etc.

Today, Mumbai GPO is counted among the major post offices in the country offering a bouquet of traditional and modern services. It is a one stop-shop for all postal services and can truly be called a ‘Post Mall’.

Mumbai GPO will soon be offering Core Banking Services for its esteemed customers with a state of the art ATM. Very soon Mumbai GPO will be awarded ISO certification from Bureau of Indian Standard (BIS)

          I am enclosing herewith a copy of application dated 28/11/2012 received from Gautam Kumar, Inspector Posts, Suryapet East Sub Division, Suryapet 508213 regarding inter-circle transfer under Rule 38 of P&T Manual Vol. IV from Andhra Pradesh Circle to Maharashtra Circle.

The applicant is a surplus candidate of Sub Inspector of CISF (Ministry of Home Affairs) and allotted to Postal Department in February, 2011 in Andhra Circle. The applicant is permanent resident of Maharashtra Circle. He has already worked for 9 years away from his native place while working in CISF. The applicant has applied for Inter-Circle transfer on family ground. He has also completed his probation period very successfully in Andhra Pradesh Circle.

This Association would like to bring to your kind notice that Directorate vide their memo No. A-141-177/2009-SPB-II dated 14^th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that minimum service limit is 3 years for surplus qualified IPs and CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual.

This Association would like to further state that, in Maharashtra Circle there are sufficient number of vacancies in IP cadre in each region.   

In view of the above, it is requested to kindly take up the issue with CPMG Andhra Pradesh Circle for consideration of transfer to of above named official to Maharashtra Circle.

This Association would like to bring to your kind notice that, Directorate vide their memo No. A-141-177/2009-SPB-II dated 14^th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that minimum service limit is 3 years for surplus qualified IPs and CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual.

This Association would like to further state that, there are sufficient numbers of vacancies in IP cadre in Kerala Circle.    

In view of the above, it is requested to kindly take up the issue with CPMG Kerala Circle for consideration of transfer to of above named official from Maharashtra Circle.

Therefore, the same is not covered under Section 2(f) of the RTI Act, 2005. As Inspector Posts are Circle cadre, the requisite information would be available with concerned Circles. You may contact CIPOs of various Postal Circles. The names of CIPOs are available on the website of India Post.

2	Total working strength of Inspector Posts on the establishment of each Circle as on 1/1/2013.

CHQ News...CAT case filed at Ernakulam Bench coming up for admission tomorrow.



It is informed to all the members of this Association that, as per the decision taken in CWC held at Shirdi (Maharashtra) the fresh Grade Pay case under OA No. 289/13 filed at Ernakulam Bench is coming up for admission on 5/4/2013.
