Directorate vide memo No. 9-59/2010-SPG dated 8/3/2011 has revised the pattern and scheme for Limited Departmental Competitive Examination to fill up the vacancies in the grade of Senior Postmasters and existing syllabus of PS Gr. B Examination is also revised.

          Note below Rule 2 of Appendix 37 of P & T Manual Vol. IV may be read as under:-

PM Grade I...Syllabus revised.


Directorate vide memo No. 137-8/2009-SPB-II dated 7th March, 2011 issued instructions / orders in connection with pattern and syllabus for Limited Departmental Competitive Examination to fill up the vacancies in the grade of Postmaster Grade-I. 
  • There will be two papers. Each paper will carry 200 marks. Duration will be 90 minutes for each paper. 
  • There will be 100 questions of Multiple Choice Question (MCQ) in each paper. 
  • Qualifying marks --- 40% marks in each paper subject to an overall average of 45% for general category and 33% marks in each paper subject to an overall average of 38% for SC/ST.
  • Syllabus --Paper -I : Customer Service and Grievances, Postal Operations & for Paper-II : Knowledge of products and services of Department of Posts, Marketing, General Awareness, Current Affairs, General principles of technology, Basic technology requirement and connectivity of computers. 
            

Will the retirement age from 60 to 62 ?


The top two officials in the state administration, chief secretary, Mr S.V. Prasad, and the director-general of police, Mr K. Aravinda Rao, will benefit from the Centre’s decision to set the retirement age for civil servants at 62 years from the present 60 years. Mr Aravinda Rao was due to retire in June and the chief secretary in September.

Sources told this newspaper that the Cabinet subcommittee of the Union government gave its nod for enhancing the retirement age, and orders amending the service rules are expected much before the retirement of the two officials. The Prime Minister, Dr Manmohan Singh, was keen to enhance the retirement age of bureaucrats.

Sources said that though the proposal is ready for implementation, there will be a few months’ delay because the government wants to make Mr Pulok Chatterjee the new Cabinet secretary at the Centre and prefers to wait for bureaucrats senior to him to retire before it makes the announcement.

Mr Chatterjee had earlier worked with the UPA chairperson, Mrs Sonia Gandhi, and is considered a natural choice to take over from the incumbent Mr K.M. Chandrasekhar. “There are a few bureaucrats senior to Mr Chatterjee and the Centre will wait for their retirement in April,” explained a senior official.

Back here in the state, the government will be keen to retain the services of Mr Prasad and Mr Aravinda Rao who have proved to be assets when the state is passing through turbulent times. The former chief minister, Mr K. Rosaiah, appointed the two officials to the top posts and his successor Mr N. Kiran Kumar Reddy did not make any changes. Another senior bureaucrat, Ms Janaki Kondapi, will also benefit from the change in the new retirement age as she is due for retirement in the next few months.

Filling up of GDS posts in Branch Post Offices ... clarification thereof.


Copy of Directorate Memo No. 17-103/2007-GDS dated 17th Feb. 2011 received from Surender Kumar, ADG (GDS/PCC)

Subject : Filling up of GDS posts in Branch Post offices – review of guidelines regarding.

Sir/Madam,
                I am directed to invite attention to Directorate letters No. even dated 14th Jul 2009 and 29th December, 2010 on the subject cited above.

2.            Para 2 (ii) of this Directorate letter dated 14th July 2009 provided that the vacant post of GDS in branch offices with two or more hands may be filled up on the basis of triennial review already carried out and in case the prescribed workload and financial parameters as prescribed for opening of a branch office are not fulfilled but the posts are required to be filled up for operational reasons then the approval of the Chief PMG will be required with concurrence of Circle IFA. It was also provided in Para 2(i) of the said communication, that GDS vacant posts in BOs with a single establishment be filled up straight away and the permission was granted to the concerned Divisional head.
3.            The above provisions were further reviewed and modified.  It was prescribed vide this Directorate letter dated 29 December, 2010 that the vacant posts of GDS BPM may be filled up by adjusting the surplus GDS fulfilling the prescribed qualification and other prescribed conditions failing which action may be taken in advance to fill the vacant post of GDS BPM on a regular basis following the prescribed procedure and following other conditions prescribed under letter dated 14 July 2009.
4.            Despite issue of above instructions, it has been brought to the notice of this office that, the Posts of Branch Postmasters are not being filled up immediately, and they are allowed to be managed by additional charge or kept under combined duties, affecting the quality of service. The issue has been considered and Competent Authority has decided that the vacant post of GDS BPMs in Branch Offices (irrespective of the number borne on establishment) be filled up by Head of the Division without reference to HOC immediately after its failing vacant initiating action in advance by adopting the following method:-
                (i)           By appointment of surplus identified GDS fulfilling the conditions : failing which
(ii)          By combination of the duties of GDS in the same BO, provided the combined work load does not exceed five hours: failing which
(iii)         By recruitment of outsiders by observing the selection process.
However, the approval of the Head of the Circle shall continue to be obtained for filing up of other categories of GDS which are not justified by workload/financial parameters, but the post is to be filled up for operational reasons.

1.                   These orders shall come into effect from the date of issue of the order. This issues with the approval of the competent authority.

Bi-monthly Meeting ..... Goa Region.

Time Limit for Disciplinary Action against Govt. Servants.



The Government had appointed a three member Committee of Experts to examine and suggest measures to expedite the process involved in Disciplinary/Vigilance Proceedings. In its Report, the Committee has recommended that a time limit of two months may be prescribed for completion of minor penalty disciplinary inquiries and 12 months for major penalty disciplinary inquiries. The report of the Committee is under examination. As part of preventive measures for checking corruption, it is imperative that Disciplinary Proceedings are completed in time, and delinquent officers are punished.
The matter related to amendment to the Article 311 of the constitution to remove the protection shield of Government servants is being examined by a Group of Ministers.
This information was given by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to a question in the Rajya Sabha 3/3/2011.

No filing of tax returns if salary is only income.


 New Delhi, Feb 28 (PTI) In a big relief from cumbersome tax filing process for the salaried class, Finance Minister Pranab Mukherjee today proposed to exempt them from filing tax returns unless they have other sources of income.

The government will be issuing a notification exempting 'classes of persons' from the requirement of furnishing income tax returns, said the Memorandum to the Finance Bill 2011.

The decision, which will come into effect from June 1, 2011, will reduce the compliance burden on small taxpayers, it added.

Salaried taxpayers who do not have other sources of income and whose incomes are subject to Tax Deduction at Source (TDS) will be excluded from filing returns.

"Therefore, in cases where there is no other source of income, filing of a return is duplication of existing information," the Memorandum said.

Directorate vide memo No.  2-4/2008-PO dated 23/2/2011 has issued orders for discontinuation of "Certificate of Posting" with immediate effect.
             Subject :  Discontinuation of 'Certificate of Posting'.
            Under the provisions of Rule 195 of the Indian Post Office Rules , 1933 'Certificate of Posting' is granted to the public to afford an assurance that letters and other articles for which no receipts are granted by the Post Office and entrusted to servants or messengers for posting have actually been posted.
            It has since been decided that' Certificate of Posting' may be discontinued immediately.
            A copy of Gazette Notification No. 58(E) dated 31.1.2011 deleting rule 195 of the Indian Post Office Rules, 1933 regarding 'Certificate of Posting' is enclosed for information and necessary action.
            This may kindly be brought to the notice of all concerned for strict compliance.
            The receipt of this communication may also be acknowledged.
