Bi-Monthly Meeting with PMG (MM) on 17-9-2010.

The next Bi-monthly meeting with PMG (MM) will be held on 17-9-2010 at Mumbai. In the said meeting service unions / assocations have to discuss the items / issues related to the entire RMS wing of Maharshtra Circle. All the members and CWC members are reqeusted to suggest / send any item/s to be included in the agenda for discussion in the meeting to Circle Secretary on his email ID.

Excellence Award

Today, Cultural progame was arranged by Circle Office on eve of Independce Day in GPOs Auditorium. In the said function our senior member Shri R. B.Belote, ADPS (Vig.) o/o CPMG, Maharashtra Circle, Mumbai was honoured for his Excellence in Work by awarding a certificate and a cash award. We cogratulate him for his devotion, hardwork and sincerity in the work.

Circle Bulletin

The copy of Bulletin issued by Circle Secretary has already been sent to all members on 11/8/2010. The copies related to IP/ASPs of Nagpur Region has handed over to Shri D L Khade, Organising Secretary and Platform Inspector, 'F" Division, Nagpur, who will in turn sent to all IP/ASPs in the Region. The copies of other members in the Circle have been sent to by name to the respective ASP(HQ)s of the divisions and in turn he will also distrubute to the members in their division.  Efforts have been made to include all the current news / developments at Circle and CHQ level.

PLI/RPLI premium can be deposited in any Post Office in India.

The facility has now been provided to the PLI / RPLI customers to pay the premium anywhere in the country.  They can now approach any Head Post Office or Sub Post Office to pay the premium.  In the computerized Head Post Office/Sub Post Offices, if the particular policy number does not exist in the record of the HO, the system shall ask if the new policy number is to be added to the list.  On choosing the option of ‘Yes’ the premium is accepted.  Such policy numbers when added shall become part of the data of that post office and shall be circulated in the schedule of the month in which premium is deposited.  The schedule shall be uploaded in the prescribed manner as is being done now.  On uploading the schedule, the premium of such policies shall get posted in the respective KLC.

            The facility to customers to pay premium anywhere shall do away the need for transfer of case file of policies from one Circle to another for the purpose of paying the premium.  The case files may be transferred in accordance with existing instructions.  This shall help in reducing the lapsation of policies.

Upgradation of Grade Pay to the cadre of Inspector Posts.

Respected Madam,

            This association submitted six representations requesting the Department to upgrade the Grade Pay of Inspector, Posts on par with Inspectors of CBDT/CBEC and Assistants in CSS.  Last representation was submitted on 24-06-2010.  The Department had detailed discussions with our association on several occasions.  Department was good enough having considered our case sympathetically and submitted the file to the Ministry of Finance duly recommended but the Ministry of Finance returned the file with observation that there is post of ASP in between Inspector Posts and PS Group ‘B’ whereas no such promotional post is available in the CBDT/CBEC & CSS and hence the post of Inspector Posts is not comparable with Inspectors, Income Tax/Excise& Customs. 

2.         We had detailed discussions with the DDG (Estt) on 05-04-2010 and during the discussions, it was agreed to merge the post of Inspector Posts and Assistant Superintendent Posts and make it comparable with the post of Inspector CBDT/CBEC.  Now, it is more than 4 months have elapsed but the proposal has not been materialized so for.  It has become a burning issue in all our circle conferences and our members are very much dejected and frustrated.

3.         In order to keep the post attractive,   it is required to upgrade the Grade Pay of Inspector Posts on par with Inspector, CBDT/CBEC.  It is further brought to your kind notice that due to implementation of MACP scheme, even the Postman has got the Grade Pay of Rs.4200/- and the Postal /Sorting Assistant has got the Grade Pay of Rs.4600/-.  Now, new entrant in the cadre of Inspector Posts is getting less pay than a Postman who is being supervised by the Inspector Posts.  It is not a healthy trend to have a defective command and control structure in the Department of Posts. 

4.         It is urged to take immediate steps to revise Grade Pay of Inspector Posts from Rs.4200/- to Rs.4600/- so that the anomaly created by the 6^th CPC be removed to some extent and render justice to our cadre.

Broadband connection to Sub Divisional Office before 31/8/2010.

Directorate under memo No. 40-3/2010-Tech dated 9/8/2010 has  issued orders for allotment of fund to circles for providing Broadband connection to Sub Divisional Offices for the current year under XI plan. In our circle, 157 Sub Divisional Offices will be provided Broadband connection before 31/8/2010.

Cadre Re-structuring for Gr. C Employees.

Department has sent a letter to two Federations stating that it would constitute a committee to consider re-structuring of Group 'C' Employees. The committee will consist of each 3 members from official side and staff side. After the receipt of confirmation letter from the Federations, formal orders will be issued by the Department to constitute the committee.

Income Tax Department and Railway Department has already constituted a cadre restructuring committee.  What about IP/ASP and PS Gr. B Officers? Our Second Cadre Review approved by President is yet to be implemented by Department. Circle Secretary raised this issue in 39^th Circle Conference held at Nagpur on 3^rd and 4^th July 2010.

Our cadre consist of 4214 IP/ASPs and HSG-I (IP Line) officers. It is worth mentioning that not even a single post of Inspector or ASP has been sanctioned in the Department since 1980 despite full justification based on the existing Staff Inspection Units (SIU) norms. The work load and job description of Inspector / ASPs have changed enormously due to subsequent diversification in different spheres. Fifth CPC in para 32 of Appendix 1 of Volume 3 stated that, cadre review has become part of cadre rules and they are to be mandatory held once in 5 years.  It has also been observed that holding of cadre review itself is a justiciable matter. However, the Department of Posts has not taken any further effort to implement the accepted recommendations of second cadre review committee and also to review the promotional prospects of our cadre once in 5 years as recommended by the fourth CPC and also accepted by the Government. In view of the stagnation faced by the IP and ASPs and ever increasing span of promotion, our Association made repeated requests to the Department to constitute third Cadre Review Committee and it was also suggested re-organization of Postal Sub Divisions as possible outcome of the cadre review. But the Department has not constituted any such committee so far nor has the Department initiated review of the promotional prospects of this cadre on its own.

BI-monthly meeting with PMG Nagpur Region.

Postmaster General, Nagpur Region, Nagpur - 440 010 vide his office letter No. NR/SR/4-1/03(19)/2010 dated 29/07/2010 has fixed Bi-monthly meetings with Service Union / Association on 24th September, 2010 and called for agenda upto 20/8/2010.  CWC Members and all IP / ASPs working in Nagpur Region are requested to suggest/send the item/s to be included in the agenda for discussion in the meeting.

Combined Duty Allowance to GDS revised from Rs. 25/- per day to Rs. 50/- per day subject to maximum of Rs. 625/- per month.

Sir,

I am directed to refer to your letter no. Estt/M-377/34/GDS/Corr./2009/1 dated 24-06-2010, on the above mentioned subject.

2. The issue has been examined. DG Posts letter no.14-11/1988-PAP dated 16-07-1990 provided for payment of Rs.50 as combined duty allowance to GDS MD/MC who perform the work of EDBPM in addition to their normal charge of duties. It was also clarified that, GDS Mail Deliverer/Mail Carrier are not eligible for this Combined Duty Allowance if they perform duties other than that of GDS BPMs

3. As per the recommendations of One—man Committee and approved by the government, the GDS MD/MC attached with the addition duty of another Gramin Dak Sevak, revised rate of allowance will be at the rate of Rs.25 per day subject to a maximum of Rs.625 per month. Accordingly, the Mail Deliverer/Mail Carrier entrusted with the duties of BPMs in addition to their own work, are eligible for this additional remuneration as compensation. However, they will not be eligible for any Combined Duty Allowance which is now paid to Branch Postmasters towards delivery and conveyance work

To cite an illustration, if a Branch Post Office has one BPM and one GDS MD/MC on its establishment. In the event of GDS MD/MC performing the duties of Branch Postmasters in addition to his own, he will be eligible for a compensation of Rs.25 per day subject to a maximum of Rs.625 per month in addition to his normal Time Related Continuity Allowance. However, he will not be eligible for further Combined Duty Allowance paid to Branch Postmasters.

Postal Bill likely to be placed for Adoption in Parliament

New Delhi:- A new regulator on the cards for India Post and private courier firms would fix the tariffs for their services. The government has comprehensively re-drafted an earlier Bill on postal regulation with a view to bringing the entire communication industry under a regulatory regime similar to the one for the Telecom sector. 

As per the re-drafted Bill — The Post Office and Courier Services Bill, 2010—which was reviewed by FE, the courier firms would need to register themselves with the regulator—Postal Regulatory Authority of India (PRAI)— and adhere to a set of guidelines for quality of services framed by it. The firms will also have to contribute to a Universal Service Obligation Fund (USOF) to enable delivery of postal services to financially unlivable areas at affordable rates. 

However, the government has dropped the controversial provision in the original (2006) draft of the Bill which sought to bar private courier firms from carrying packets weighing below 500 gm. Also, in a departure from the original draft, which specified the fee structure for the players, the new Bill has left such matters for the regulator to decide. 

The size of the Indian courier industry is over Rs 4,000 crore with major players being DHL, FedEx India and DTDC. 

As per the latest proposal, PRAI will have functions similar to that of Telecom regulator TRAI. It can suo motto recommend to the government policy measures on the entire gamut of the postal sector. On its part, the government can seek its recommendations on issues of importance. 

Once PRAI is constituted, all existing courier firms would have to register themselves with it for a 10-year period on payment of a fee. The registration, of course, can be renewed once it expires.

The regulator would set eligibility criteria for those wanting to enter the sector in the new regulated regime. It would have powers to recommend to the government revocation of licences of any firm which fails to meet the criteria set out by it. 

The government (read the department of post and a reinforced Postal Board) would retain the powers to make policies and provide licences. 

A Postal Dispute Settlement and Appellate Tribunal would be set up to arbitrate on disputes between the industry and the regulator, the regulator and the government, industry and the government; and between industry players.

CHQ News

Shri Roop Chand, General Secretary and Shri S. Ravi Ex-Treasurer visited Directorate Office on 3rd August, 2010. They met Secretary (Posts), DDG (Estt.) and DDG (P) and discussed the issues related to merger of Posts of IP and ASP and revision of higher Grade Pay to IP. The file is with JS & FA. The file will be putup to Postal Services Board after clearance by JS & FS.


Supplementary DPC for Group B

Supplementary DPC for promotion to PS Group B for the year 2009 has been held on 23.7.2010. Promotion cum allotment orders for around 22 IP/ASP is likely to be issued very soon.

IP/PS Group B examination result

The result of IP exam held on 3 - 5.1.2010 is expected by the end of this month. After announcement of IP result, it will take another few months for release of Group B examination result.

Induction Training for Surplus qualified IPs & Direct IPs

Lists of Surplus IP qualified candidates for the year 2008 and additional qualified candidates for the year 2007 have been released by the Directorate. Induction training for these candidates will be started during the month of October 2010.

JCM Departmental Council Meeting

JCM Departmental Council Meeting will be held at New Delhi on 27th August, 2010.

I am directed to intimate that One-man Committee constituted under Shri. R.S. Nataraja Murti Chairman examined the issue of deployment of Gramin Dak sevak Mailmen posted in Mail Offices by conducting a study and submitted its recommendation in para 5.22 of the Report.

2 The recommendations of One-man Committee on GDS Mailmen have examined by the department and after a careful consideration, the Competent Authority ordered the following.

1)  Conducting of a work study by Internal Work Study Unit (IWSU) for laying down the standard for various operations/ work done by Mailmen in Mail Offices/Transit Mail Offices/Mail Agency.

2)  The existing vacancies of GDS Mailmen and future resultant vacancies of GDS Mailmen failing vacant either due to discharge/ absorption in Department shall not be filled up in future.

3) The category of GDS Mailmen be considered as a wasting group.

4) The present GDS Mailmen engaged in Mail offices on regular basis shall continue till they vacate the post either due to discharge/absorption in department or death.

3. The instruction may be brought to the notice of all concerned. The compliance may sent in the prescribed enclosed proforma .

10% increase in DA w.e.f. 1.7.2010

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 value has been released by Labour Bureau. The value of the index stands at 174 level. As such, the Dearness Allowance for Central Government Employees will be raised 10% and total of 45% (35% + 10%). 

Based on this index, there is an increase of 10% in the DA . Present DA rate from 1.1.2010 is 35%. Increase with effect from July 2010 is 10%.

Four Monthly Meeting with CPMG.

Four monthly meeting with Hon'ble CPMG is scheduled to be held on 14-09-2010. All the members are requested to send the brief note on item / issue if any to be taken up in the Four Monthly Meeting for discussion with Hon'ble CPMG. As per rules we have to send agenda one month before the actual date of meeting.

BI-MONTHLY MEETING :

Bi-monthly meeting with PMG (MM) was held on 23-07-2010. Following items discussed in th meeting.

1. Filling up of vacant post of Inspectors / ASPs in MM Region .

 

Decision : The main cause is due to shortage of Inspector of POs. To fill up the post of IPO/ASPOs in sub division is more important. However, efforts will be made to fill up the post of IP/ASP in MM Region. Circle Office will be requested to allot IP/ASPOs to MM Region against vacancies.

2. Provision of half cabin to ASPs working in AMPC. 

Decision : There is already one cabin provided to ASP working in AMPC. However, this will be examined in consultation with Manager AMPC.

Filling up of the posts of POSTAL ASSISTANT / SORTING ASSISTANT by direct recruitment for the year 2009-2010.

Department issued orders vide Memo no 60-9/2010 SPB dated 22.07.2010 for filling up the posts of PA/SA for the vacancies arising during 2009 and 2010 and directed all the circles to finalize the entire list on or before 16.12.2010.

Govt may bank on post offices for financial inclusion - Economic Times

NEW DELHI: The neighbourhood post office may soon become a full-fledged bank as the government could facilitate a bank licence for India Post as part of a multi-pronged strategy to achieve greater financial inclusion.

The Reserve Bank of India is expected to soon come out with draft guidelines on licences to new banks.
“India Post is a strong contender for banking license given its spread across the country,” said a finance ministry official.

The postal department already works as a quasi bank, providing a host of savings products, postal life insurance, pension payments and money transfer services through its 1.55 lakh branches, more than any other bank.

It, however, does not provide credit, the most important bit of financial inclusion. A banking licence will help fill that gap enabling the delivery of modern banking facilities in areas lacking access to financial products, credit and savings.

The department is expected to soon seek the required clearances from the Postal Services Board to expedite the process.

The Department of Post has already hired international consultancy firm Accenture to modernise the post offices across the country, which will also help create infrastructure for banking services.

“Once the infrastructure in place, we will able to assess if we need to rope in another player or not and accordingly get clearances from the RBI,” said an official with the Department of Post, adding that a Cabinet approval will also be required before commencing operations.

The idea of the Department of Post evolving into a bank has been around for a while. In 2006, India Post had even decided to appoint consultants to chalk out a regime for the transformation.

“There was a proposal to set up a bank with an initial capital of Rs 1,000 crore. The bank was to be set up as a subsidiary with the postal department holding a 51% stake in it,” said the finance ministry official.

More recently, the idea of a banking licence for India post was discussed in the inter-ministerial committee for financial inclusion, said an official of the Postal Services Board adding that the organisation was keen to provide banking services.

It is already working on core banking solution (CBS) for nearly 4,000 of its branches, which will allow customers to operate their accounts from any of the networked branches. The department has provided for Rs 106 crore towards development of CBS software.

Both the government and RBI have indicated that financial inclusion will be major criteria for giving new banking licences. “The final decision on granting a new licence will be taken by RBI. It will be a consultative decision as India Post is a government arm,” the official said.

A government committee on financial inclusion had also recommended that “India Post, with its ubiquitous reach should actively position itself to offer a low-cost, light-weight bank account to anyone enrolling for a Unique Identity Number.”

As per the committee report, nearly 16 crore people use India Post to save Rs 3,23,781 crore as on March 31, 2007. Out of this, deposits in savings bank account alone is Rs 16,789 crore, which makes a strong case for India Post to deepen the level of financial transactions and offer banking services to the rural population.

The Thirteenth Finance Commission has even proposed a budget of Rs 3,000 crore to be used for delivering an incentive of Rs 100 into the bank account of each BPL resident who enrolls for the UID Project.

20% Supervisory Posts and 6% Operative posts surrendered for TBOP/BCR are restored.

TBOP and BCR schemes have withdrawn w. e.f. 01/09/2008,  consequent upon implementation of Modified Assured Career Progression Scheme (MAC). Consequently, the number of operative / supervisory posts existing as on 01/09/2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of post offices establishment. Thus, provisions relating to reduction of staff under TBOP / BCR Schemes stand also withdrawn w. e. f. 01/09/2008.
