The Result of IP Exam 2007 was declared on 26.02.08. Subsequently Surplus Qualified List released on 07.08.08. 2 Bihar Candidates filed OAs in Hon'ble CAT, Patna for Wrong Preparation of Key to Qn 5 / 9 / 7. Hence CAT directed Dept to Recheck Answers of Qn 5 / 9 / 7 for ALL Candidates.
Based on Review 19 Candidates ( OC 18 / SC 1) got Selected as IP for 2007 batch. Seniority will be counted from the date of declaration of main Results Dt. 26.02.08. However a Notional Benefit of Pay fixation will be given & NO Arrears.

CBS Software expected soon - No more Sanchay Post Software will be purchased
Directorate has issued letter No F.No.76-01/2010-SB dtd 25.5.10 and as per the letter, Sanchay Post software will not be purchased and CBS software will be installed. The letter is reproduced below for information.
The undersigned is directed to say that on the recommendations of a committee constituted to review utility and capabillity of Sanchay post software in the light of proposed CBS, Accrual Base Accounting and compliance of prevention of Money Laundering (PML)/combating of Financing Terrorism (CFT) norms, the competent authority has taken the following decisions:-
1.There will be no further expansion of Sanchay post software. The post offices for which legal copies of the sanchay post CDs have not yet been purchased will continue to work on manual system.
2.No further CD of Sanchaya Post system will be purchased from Datanet System.
3.Software Development Centre Chennai operating from O/O CPMG, T.N.circle will maintain the software at its present level and no further modifications or enhancements will be carried out in the software.
4.SDC, Chennai will help the probable system integrator in data migration to proposed CBS software.
5.After implementaion of CBS in 4000 major post offies, the remaining departmental offices will be shifted to a lower version of CBS with centralized database system.

This is regarding vacancies in Mah Circle.I am fully agree with your concern about vacancies and manning of additional sub dns for long period.i would like to mention here that earlier i had also worked as IP Lanja (Ratnagiri Dn)for Four years and i know the difficulties of sub dnl heads.on my first four monthly meeting with CPMG i had taken up this issue and the issue was discussed in depth and CPMG had written DO to Secretary to fill up the IP vacancies at the earliest.further the reason for non filling of vacancies was also mentioned in the DO that due to non coming of candidates from Staff Selection Commission vacancies remained for long.It is also suggested by CPMG in his DO that Seprate examination for Inspector post may be asked to conduct by SSC.So I am Very much concern about your problem as I had also faced this situation.

CCS (LTC) Rules - 1988, Relaxation for travel by air to visit J & K
As per the Order No. 31011/2/2003-Est. (A-IV) of Dept of Per. & Training dtd. 18.06.2010, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:
- All officers / employees of Govt of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home town LTC.
- Officers / employees of Govt of India entitled to travel by air can avail this LTC in the their entitled class.
- All other employees of Govt of India can travel by air in economy class from Delhi / Amritsar to any place in J&K by any airlines, subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting upto Delhi / Amritsar will have to be undertaken as per their entitlement.
- This scheme shall be effective from the date of issuance.
- This orders shall be in operation for a period of two years from the date of issue of this OM.
Detection of Mailing fraud at Agripada Annual Report Centre.
Shri I D Patil, Manger, Annual Report Centre, Agripada has detected a fraud on 02-06-2010. The Mailer M/S Anish Entreprises had submitted franking docket of 24900 copies. However after taking weight, actual no of copies were found only 17300. There was difference of 7600 copies. Per Copy Postage was Rs 25/-. The Mailer created lot of problems, hence RIC team was summoned and they recounted the copies again up to 02.00 am and confirmed the short posting of 7600 copies. Thus the fraud of the Mailer was detected on the spot and leakage of revenue is under process.
If such kind of information is available with any Member of the Association, it may be shared with all members by posting on the blog. It will help to arrest leakage of revenue of the department.

From the editors desks.
Dear Friends.
During 38th Circle conference at Pandharpur all have reposed faith on me and elected as Circle Secretary of our esteem association.
Since taking charge of Circle Secretary during last two years, our association has tried level best to sort out various issues with administration.
Immediately after taking charge of circle Secretary, there was an untoward incident at Karad HPO, where our member and Postmaster Karad HPO were manhandled by the sub-ordinate staff working in his office. I, immediately taken up the issue with Honourable Chief Postmaster General and resulted the suspension of the sub-ordinate staff immediately pending the enquiry.
Our members who were declared successful in the PSS Gr-B exam were felicitated by the hands of Honourable Chief Postmaster General. This was the first ever occasion when our member were felicitated on their achievement in the departmental competitive exam.
The RTI Act 2005 proved handful to our association, I on behalf of our association call information under this act from CPIO, Gujarat Circle, regarding DPC for promotion of IP to ASP cadre. As our Circle was hesitating to conduct the DPC meeting on the plea of non-availability of gradation list from the Directorate. On receipt of information from the Gujarat Circle under RTI Act, we compelled our administration to hold the DPC and DPC was held and our members got regular promotion in ASP Cadre.
First time in the History of our Association at Circle level we published our Association Diary containing information of all members such as office telephone, mobile No. and email ID besides the list of Government of India Holidays and Restricted Holiday for the year 2010 and the details of Holiday Homes in India. I must convey to our India Post for generously giving advertisement for the diary.
As you all are aware that this was my first tenure as Circle Secretary I, and my team has given their best to the association for solving the issue's of he members such as Transfer and posting, timely conducting of DPC's, and cabinets to all ASP's HQ in the Circle.
Besides above general issues our association has become tech savy. we launch our blog on net. The web address of our blog is www.ipaspmhandgoa.blogspot.com. The blog is regularly updated by me and the updates were put in immediately which are helping us in reducing the cost of printing and publishing the so called bulletin. The response to the blog is over whelming.
Similarly, during my tenure first time in the history of our association the CWC was conducted at Aurangabad. The feedbacks from the CWC members were very positive and issues were discussed in depth with participations from all corners.
It is important to mention here that as per the by-laws of the association there were 3 post of ACS, but in Maharashtra Circle there are 5 Regions, hence the resolution got passed in All India Conference held at Delhi by resolution committee as well as in August House and the number of post of ACS enhanced to 5. The same resolution was earlier passed by the CWC members in Aurangabad.
While taking initiative at many fronts I, have always maintain the financial position of the association in sound and solid condition. Considering all the above words during my shorts span of Two years I, am sure that you will continue to repose the same faith on me during coming years.

Since the Administration was hesitating to conduct the DPC meeting for promotion of IP to ASP's on the grounds for want of All India Gradation List. However it was learnt that Gujarat Circle had conducted the DPC on the basis of Circle Gradation List. The same was got confirmed through RTI ACT by calling the copies of meeting of minutes. On the basis of these minutes the Administration was compelled to conduct the DPC and finally the DPC was conducted on 24.02.2010 and 21 IP's promoted to ASP's Cadre.

The Circle Secretary had attended the Bi-monthly regional meeting ‘s of Mumbai / Goa / Nagpur as well as with MM Region, Mumbai. This is the first Circle secretary who has taken the pain to give weightage to bi-monthly meeting with Regional PMG’s. It is my pleasure to mention here that during bi-monthly meeting with PMG (MM) & PMG (MR), the cabin to ASP(HQ), had been approved, and the order had been issued accordingly.

5. Central Working Committee meeting held at Aurangabad On 03/10/2009 To 04/10/2009.
Minutes of the meeting are as under :-
1. Shri Asad Shaikh, Assistant Circle Secretary, Aurangabad Region welcomed the Shri A. H. Shaikh, Sr. Postmaster, Aurangabad H. O., Chief Guest, Shri R. S. Gaikwad, President, Shri S. S. Kulkarni, Circle Secretary and other members and invitees.
2. Shri A. H. Shaikh is present as Chief Guest to inaugurate the meet.
3. Two minute silence observed as condolence to Shri A. N. Gaikwad and Shri S.S. Borse.
4. Shri. Asad Shaikh, ACS, Aurangabad presented bouquets to Shri Shaikh, Shri R. S. Gaikwad and Shri S. S. Kulkarni .
5. President Shri R. S. Gaikwad read out the notice of the CWC.
6. As Chief Guest was to attend some important official work, the address of Chief Guest was arranged in the beginning of the session. Hon’ble Chief Guest Shri Shaikh inaugurated the meet by addressing the gathering in his very pleasing manner.
7. Circle Secretary Shri S. S. Kulkarni narrated purpose of CWC to the members. The Circle Secretary read out the agenda before the gathering. Circle Secretary put stress on membership verification and proper deduction of membership fees.
8. It is unanimously agreed to register the protest against the proposed reorganization of IP Sub Division in a very strong and notable manner. The postcard campaign initiated by General Secretary is discussed and the postcard as desired was get written by the members on the spot.
9. Hon’ble Secretary distributed the donation coupons for 36th All India Conference of IP and ASP to ACSs the total amount of these donation coupons is Rs. 10000/- ( Rupees Ten Thousand Only ).
10. The second issue of agenda was regular holding of DPC for promotion to ASP cadre. The Hon’ble Secretary explained the current position of the DPC. He further read out the agenda taken in the four monthly meeting with CPMG in this context. The meeting is scheduled to be held on 6th October, 2009. The Circle Secretary further informed that, in the Gujarat Circle the candidates recruited in the year 2003 are promoted as ASP on regular basis. The information is supplied by the Gujarat Circle under the RTI Act, 2005 to the secretary.
11. The Circle secretary read out the important issues with the administration in a brief.
12. The resolution is passed by the members for filing of CAT case against the decision of extension of period of tenure from one year to two year of Goa.
13. Shri Asad Shaikh, ACS, Aurangabad Region raised the issue of enhancement of rate of honorarium for examination duties ( invigilator etc ). The Circle Secretary assured that the issue will be pursued through appropriate channel.
14. It is unanimously agreed that the next Circle conference scheduled to be held in the month of June, will be held at Nagpur Region. The delegates from Pune Region have come forward for standby arrangement at Pune.
15. It is unanimously agreed that Shri G. P. Palsule be appointed as Assistant Treasure of All India Association of Inspectors and Assistant Superintendents of Posts, Maharashtra Circle.
16. The Circle Secretary requested ACSs to submit updated telephone numbers and other details i.e. email ids etc. of IP and ASPs for preparation of diary of 2010 for members.
17. It is unanimously agreed to vest the full powers on Circle secretary to call for any information under RTI Act, 2005 as and when required.
18. It is unanimously agreed to supply personal letter pad and envelop to all ACSs at the cost of association.

6. THE GIST OF 36th ALL INDIA CONFERENCE OF THE ASSOCIATION HELD AT NEW DELHI ON 3-4 APRIL 2010. Total 14 Members from our circle attended All India Conference, except Nagpur Region, Members from other Regions have represented the Conference.
Delhi Circle hosted the conference in a befitting manner. Ms. Radhika Doraiswamy, Secretary(Posts) was kind enough to address the delegates in the Open Session on 03.04.2010.
Important Discussion and decision made as under:
1. Decision taken on up-gradation of Grade Pay to IP.
(1) The posts of Inspector Posts & Assistant Superintendent Posts may be merged.
(2) After merger, the merged posts will be called as “ Asst. Superintendent Posts”
(3) Gazetted status should continue.
(4) Grade Pay should be given w.e.f. 1.1.2006.
(5) MACP should be made applicable ignoring one promotion in the merged post..
2. Laptop to all IPs & ASPs
During the Conference Secretary Posts told that Laptop would supplied not only to Sub Divisional heads but to all IPs/ASPs. Accordingly, Supply of Laptop started commencing now in all Circles.

9. DIARY.
The Diary published by the Association 2010 was released on 26.01.2010 by the hands of Honorable Chief PMG. The diary received a warm welcome from all members of the association and the officers of India Post. During All India Conference the diary was presented to Honorable Secretary Madam, she appreciated the efforts taken and on the contents of the diary.

During my tenure there were three instances where membership verification has been imposed by the administration inspite of that our members have extended full co-operation and enrolled themselves as member of this association. It is to add that during my tenure the RMS Wing IP / ASP's have voluntarily enrolled their membership with our association.

11. 39th Circle Conference at Nagpur -Notice
This is to inform that the meeting of our members have been conducted on 29.5.2010 in connection with arrangement of Circle Conference is to be held at Nagpur at MLA Hostel, Nagpur on 3rd and 4th July 2010. 3rd FINANCIAL UPGRADATION ON COMPLETION OF 30 YEARS OF SERVICE OR 10 YEARS FROM THE LAST PROMOTION/UPGRADATION. DIRECTORATE ISSUED CLARFICATION
Department of Posts (Establishment Division) Memo No 4-7/(MACPS)/2009-PCC dated 20.5.2010
Subject : Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees.
I am directed to refer to this Directorate Office Memorandum of even number dated 18.9.2009 on the above subject mentioned above.
2. In page No 19 of the OM, the following omission has been noticed in illustration No 5:-
(a) In example 4 in Box No 4, the text appearing as "3rd MACP to the grade pay of Rs 4200 on completion of 30 years of service" may be read as "3rd MACP to the grade pay of Rs 4200 on completion of 10 years service in the grade pay of 2800 or 30 years of service, whichever is earlier".
3. This corrigendum is based on illustration No 28B of Annexure I to the OM dated 18 Septemner 2009 which prescribes that if two promotions are earned before completion of 20 year, only 3rd financial upgradation would be admissible on completion of 10 year of service in the grade pay from the date 2nd promotion or at 30th year of service, whichever is earlier.
4. This Directorate OM dated 18 Sep 2009 may be taken as amended accordingly and this change may be brought to the notice of all concerned.

The scheme would be operational from 01.09.08. In other words, financial upgradations as per old ACP of October 1999 would be granted till 31.08.08. (Para 8) A Screening Committee would be constituted and follow a time schedule to meet twice in a financial year preferably in the month of January (April to September) and of July (October to March).( (Para 6).
Financial upgradation under MACPS is purely personal to the employee and staff shall have no relevance to his seniority position. As such no stepping up of pay in the PB & GP would be admissible with regard to junior getting more pay than the senior on account of pay fixation under MACPS.(Para 9 & 20).
No past cases would be reopened. The differences in pay scales on account of grant of financial upgradations under old ACP and new MACP within the same cadre shall not be construed as anomaly (Para 10).
There shall be three financial upgradations under MACPS counted from the direct entry grade on completion of 10, 20 and 30 years. (Para 1 of Annexure). All cadres including Group A (excluding organized Gr.A services) are eligible for grant of MACP. (Para 3).

However, after 1st regular promotion or 1st MACP, completion of 10 years of regular service in a grade or total qualifying service of 20 years or 30 years whichever falls earlier will be the milestone for grant of next MACP (Illustration 3 Para 28 B).
The service rendered by the existing employees prior to implementation of the MACPS viz., prior to 1.9.2008, will also be taken in to account for calculating the 10, 20 and 30 year milestones for granting MACP.(Para 9 of Annexure).

In the case of employees who have been either promoted or given ACP prior to 6CPC implementation from a grade to another grade, pay scales of which have been merged now after 6CPC implementation, the said promotion or ACP shall be ignored and those emplyees are to be considered for financial upgradations equivalent to the number of milestones they have completed viz., 10 years , 20 years and 30 years milestones as the case may be prescribed in the MACPS for financial upgradations. (Para 5 and illustration thereof).
In cases where ACP was granted as per previous ACP scheme, but whereas after 6CPC implementation the next higher post which the employee got through ACP has been upgraded with higher grade pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher grade pay granted to the post. To illustrate, in the case of an employee, who was granted 1st ACP in old ACP scheme to the grade which carried the pre-revised scale of Rs.6500-10500 corresponding to the revised grade pay of Rs.4200 in the pay band PB-2, he would now be granted grade pay of Rs.4600 in the pay band PB-2 consequent upon upgradation of the post to the grade pay of Rs.4600 in PB-2. However, from the date of implementation of the MACPS viz., from 1.9.2008, all the financial upgradations under the Scheme should be done strictly in accordance with the hierarchy of grade pays in pay bands as notified. (Para 6.2 of Annexure).
Grade Pay of Rs.5400 in PB-2 and Grade pay of Rs.5400 in PB-3 are two different Grade Pay for the purpose of MACP (Para 8.1 of Annexure1 to MACP Order dated 19.05.09.)
Bench Mark (CCR/ACR Gradings) is “Good” up to GP 6600 thereafter is should be “Very Good”. If a regular promotion has been denied by the employee before becoming entitlement of financial upgradation, no financial upgradation shall be allowed. However financial upgradation will be allowed due to stagnation and subsequently refuses the promotion. (Para 25 of Annexure1 to MACP Order dated 19.05.09).

The scheme would be operational from 01.09.08. In other words, financial upgradations as per old ACP of October 1999 would be granted till 31.08.08. (Para 8) A Screening Committee would be constituted and follow a time schedule to meet twice in a financial year preferably in the month of January (April to September) and of July (October to March).( (Para 6).
Financial upgradation under MACPS is purely personal to the employee and staff shall have no relevance to his seniority position. As such no stepping up of pay in the PB & GP would be admissible with regard to junior getting more pay than the senior on account of pay fixation under MACPS.(Para 9 & 20).
No past cases would be reopened. The differences in pay scales on account of grant of financial upgradations under old ACP and new MACP within the same cadre shall not be construed as anomaly (Para 10).
There shall be three financial upgradations under MACPS counted from the direct entry grade on completion of 10, 20 and 30 years. (Para 1 of Annexure). All cadres including Group A (excluding organized Gr.A services) are eligible for grant of MACP. (Para 3).

Performance based pay outs for central govt employees
The Indian government is finally going the corporate way. The stage has been set for introducing performance-linked payouts which may force over five million central government employees to deliver their best.
What may make even corporate executives envious of the new bonanza for central governmentemployees, particularly of the brass, is the proposal of a 20% hike for the best performers over and above the raise that they had received after the sixth Pay Commission’s recommendations two years ago.
Yet for the babus, it won’t be a cakewalk either, as the formula of assessing the governmentemployees as proposed by performance management division under the cabinet secretariat, has ruled out paying even a penny to an official if his ministry scores 70 or below in a scale of 100.
But a secretary of a high performing ministry which meets 100% target will be eligible to receive Rs 2.4 lakh extra per year if the cabinet secretariat’s proposal of a 20% performance-linked payout is endorsed by the government, according to an official in cabinet secretariat.
The first round of assessment, initially for three months from January to March 2010, is over and three out of 59 central government departments have got a 100% score. There is a strong possibility that a large number of government employees would receive an extra pay once the new formula is adopted.
“We are extending the performance monitoring and evaluation system to 62 departments from the current fiscal. According to our system, a department sets a target, fixes the weightages of each target, and if it succeeds meeting all its targets, it gets a score of 100. Now, we are proposing that if a department meets all its targets, the head of the department would be given a performance bonus of 20% or more of his basic salary. And other employees too will get such bonuses,” said an official inperformance management division.
He further says how the government has failed to implement performance-linked incentives for itsemployees for the last 20 years though such recommendations were mooted by successive pay commissions including the more recent Sixth Pay Commission.
Several countries such as Canada, New Zealand, Australia, Netherlands, Denmark, UK, US and Finland have moved away from the traditional government administrative model to a management model under which officers act like corporate managers as they get greater operational freedom, but are held accountable for results. In fact, New Zealand is considered to be the leader of the pack where performance of government agencies are weighed in by setting targets and adopting regular evaluations.
Though there were several attempts in India too to bring in performance management in an institutionalised way, the process got kickstarted only after World Bank’s senior economist Prajapati Trivedi was appointed as secretary to the government of India with the responsibility forperformance management early last year. Dr Trivedi, along with cabinet secretary KM Chandrasekhar, introduced a tool called Results Framework Document (RFD) which will set targets for each ministry and will finally be the basis for yearly evaluation.
Dr SP Parashar, a former director of IIM Indore, says that the government had in the past too dealt with the subject by introducing themes such as Programming, Planning, Budgeting (PPB), Zero Base Budgeting (ZBB), and Outcome Budgeting (OB), to name a few. “You might be wondering what happened to them? They went with their champions. Lets hope that Results Framework Document (RFD) stays. The real challenge and test of any change program in our kind of democracies is its continuity...” he says.
He agrees that at concept level, Results Framework Document captures international best practices in respect of government performance management, but it misses the heart of good performance being implemented in the corporate world. “It is fixing individual responsibility in addition to departmental responsibility. The Results Framework Document as currently devised and adopted uses departmental responsibility and score as proxy for individual responsibility and score,” he says.
Yet, with 62 government ministries and departments on board with a few exceptions like PMO, home and defence, the performance of central ministries is under close watch. LUDHIANA: To check the inflow of black money and to keep a vigil on fake accounts, now even the postal department has started verifying its accounts under the Prevention of Money Laundering Act.
Sources said till now only the banks were verifying the antecedents of a person before opening any account or during the transaction but now even the customers, who will be dealing with the postal department have to submit various documents.
While giving the information, one of the postal officials said that under this system for an instance if the person was depositing Rs 50,000 then he had to deposit the license or I-card and if the transaction went beyond the Rs 5 lakh then income tax return along with the voter card or PAN card. The formalities will increase with rise in amount. While for the city residents the formalities were fine, but the rural people were facing problems, he added.
While the postal department authorities found it a good initiative in order to curb black money flow and also the opening of fake accounts. People’s view was that it was tough to complete the formalities. JR Nur, senior superintendent, postal department, said that the formalities would help in regulate the flow of money in the customer’s account. Department of Posts has signed a Memorandum of Understanding (MOU) with Unique Identification Authority of India (UIDAI) on April 30, 2010 to this effect. The MoU has been entered into for a period of two years. The Department would use its flagship product, the Speed Post for this purpose. The Department got advantage for this project due to its vast network of 155,015 post offices of which nearly 90% numbering 139,144 are in the rural area.
India Post is also providing the comprehensive business solution of printing & pre mailing activities and last mile delivery of UID letters to the recipients of UID number. Whenever/ wherever required by UIDAI, the Department will also do biometric authentication of each UID letter delivered.
The Department is also successfully implementing the work of distribution of nearly 10,000 tonnes of Census material from 15 printing presses to nearly 12,000 taluk/ municipal level locations across the length and breadth of the country through its Logistics Post in connection with Census 2011 as its official carrier. India Post will also be undertaking the reverse logistics for collection of filled in census forms from these locations and delivery to the respective Directorates of Census Operations and scanning centers in the States. The Project started in February 2010 and will be completed in June 2011.

Security to be furnished by Gramin Dak Sevaks increased
The Department of Posts vide letter no 6-18/2010-PE-II dated 07-05-2010 has revised the amount of security to be furnished by Gramin Dak Sevaks as under:
1. GDS BPMs from Rs 10000/- to Rs 25000/-
2 Other GDS from Rs 5000/- to Rs 10000/-
The security will be furnished in the form of Fidelity Guarantee Bond or National Savings Certificate pledged to the Department or in the shape of Bank Guarantee from any nationalized Bank. The present periodicity of yearly renewal- of the Fidelity Guarantee Bond is revised to once in 5 years (quinquinnelly).The required premium for-5 years' block may be recovered and the Fidelity Guarantee Bond obtained for full 5 years block from the recognized Cooperative Credit Society.
